Purpose of the Position
Under the direct supervision of the Chief PME, the purpose is to ensure timely updating and submission of quality reports to the respective donors in accordance with requirements set out in proposals or Agreements, through collaboration with Section Chiefs and other programme teams.
 
Key Expected Results
1.  Knowledge Management for Programmes:
- Ensure knowledge management through established grant management systems and update shared files in a systematic way to allow access to key donor related information. Participate in information exchange through sharing relevant donor policies, resource mobilization forums, as well as in the development of training and orientation material.

- Maintain a donor reporting and project proposal Excel database indicating time frame for completion and used as a tool by management to ensure timely submissions

- Provide relevant recommendations and guidance to sections including lessons learned from best practices.

2. High Quality Reports, Proposals, and Donor Agreements:
- Support programme teams to produce high quality reports and proposals by reviewing and standardizing contents as per the UNDG global guidelines.  Provide quality assurance on Public and Private sector local donor agreements and ensure standardization to global formats in liaison with PARMO and PFP. Provide recommendations to management on quality improvement of donor materials as well as taking into account risk management measures.

- Ensure the reports and proposals take into account the Rights Based Approach and Results based language.

3. Monitoring of donor funding:
Monitor appropriate use of programme funds through ensuring that UNICEF resources are used in line with proposals and agreements. Ensures that financial reporting is consistent with global UNICEF guidelines.  Participate in Resource Mobilization task forces and support the country office fundraising initiatives including identifying funding gaps and pipeline funding.

4. Establish Monitoring Frameworks:
- Set standards and monitoring frameworks for donor reporting and programme funding to ensure funding is utilized in line with donor agreements. Timely submissions are key to quality assurance and the incumbent is expected to maintain a policy of zero tolerance on late reports through the use of workflow processes.

8. Partnership, Coordination and Collaboration:
- Develop partnership and collaboration with internal and external counterparts, including donors.  Support key aspects of donor relations, including timely responses to donor queries related to reporting and use of funds. Linkage to the regional and global community of resource mobilization networks to share best practices.
Collaborate with Budget Control, External Relations, Programme teams, and support Deputy Representative`s office in donor relations aspects.  Maintain collaboration with PARMO and PFP for effective overall coordination on global Aid policies and reporting requirements.
 
Qualifications of Successful Candidate
- Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution.*

- Five years of relevant work experience.
- International and Developing country work experience.
- Background/familiarity with Emergency would be an asset

- Fluency in English and another UN language.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
