Job Summary

EU/EDF Malawi — Support to the Agriculture SWAp (ASWAp) and Green Belt Initiative (GBI) Programme — Component 2 'Irrigation: Technical Assistance to the Department of Irrigation'

Cardno Emerging Markets (UK) Ltd has recently submitted a formal Expression of Interest and are hopeful of being invited to tender for the above EU/EDF-funded Project. The objective of this contract is to contribute to implementing component 2 'Irrigation' of the support to the agriculture sector-wide approach (ASWAp) and green belt initiative (GBI) programme in its 2 subcomponents:

a) support to the establishment of the National Irrigation Development Fund;
b) development of medium- and large-scale irrigation schemes.

In particular, the contract aims at assisting the Department of Irrigation in ensuring effective and efficient implementation of the programme through capacity-building and provision of technical and operational assistance to the programme coordination and collaborating institutions.

Contributing to the establishment and operationalisation of the National Irrigation Fund (its investment framework, financial and procurement processes) and farmers' improved access to irrigated agriculture.
Expertise will be required in areas such as programme management and coordination, finance and procurement, M&E, reporting, and facilitation of irrigation development among others.

The start date is provisionally scheduled for January 2014. Project duration will be 36 months.

Key Responsibilities

Project Manager/Team Leader

(Long-Term – 3 years)

The following background and experience will be required:

University degree (or equivalent) in a relevant subject such as rural development, agriculture, land, water, natural resources, infrastructure development, civil engineering or management-related subjects
A minimum of 10 years’ professional working experience in the rural sector in developing countries, preferably with a sound practical knowledge and proven experience in the development of irrigation systems programmes in eastern or southern Africa.
Previous experience in a similar management and coordination role providing technical and operational assistance on long-term EU/EDF technical assistance projects/programmes
In-depth knowledge of EU/EDF rules, regulations, processes and procedures including the establishment and management of Programme Estimates.
Extensive experience in institutional development and capacity building of both public and private sector and civil society organisations and institutions.
A skilled communicator adept at facilitating dialogue between public and private sector organisations and institutions
Experience and understand of the management and monitoring of public funding mechanisms and grant schemes.
Providing advice and guidance to implementing partners, collaborating institutions and private sector investors.
Previous experience in more than one country in southern or eastern Africa
Fluency in both spoken and written English
Excellent report-writing skills

D-tree International is a non-profit organization dedicated to improving the quality of health care available to the world’s poor by using hand held technology to provide accurate and effective point-of-care diagnosis and treatment. Our vision is to equip frontline health workers with the tools they need to deliver first-class, evidence-based medical care to all patients. We are pursuing this vision by putting easy to use guidelines for diagnosis and treatment on mobile phones for use by health workers. The symptom-based protocols guide the user through a series of questions leading to an accurate diagnosis and treatment for each patient.

We are seeking a Project Manager for our mobile health projects in Malawi, who will be supporting both our community and facility based implementations. We are looking to hire a full time Project Manager for a period of one year, with the possibility of extension. The position will be based in Lilongwe with frequent travel to implementation field sites. The position offers significant growth potential with a leading international organization in mHealth.

We seek a candidate who is motivated, interested in health care and technology, open to innovative ideas and technology, efficient, eager to work hard and a team player. The position will require working closely with health workers, district and clinic level supervisors, the partner organizations and the D-tree team to implement the programs. Other responsibilities will include managing the various aspects of project implementation, including leading a team to meet goals, tracking deliverables and objectives. Person must be comfortable in multiple roles including: documenting processes, refining the tools, training health workers and managers, performing data analysis, preparing phones for trainings and meeting with senior personnel form the government and NGO partners.

Job Responsibilities
We are looking for a candidate who is willing to take on any tasks that are required to make our project/s successful. This will include:

Working with the Country Manager and other staff to design new projects and write proposals
Develop and adjust project strategies and work plans
Monitor project objectives and ensure staff and partners are kept on track to achieve results
Write reports for donors/partners on progress of projects
Present project highlights at meetings and forums/conferences
Represent D-tree to senior government officials/personnel and with NGO partners
Coordination of health worker and supervisor activities:
- Planning facility and community deployments, including initial training and follow-up sessions
- Testing phone applications
- Preparing phones for trainings & troubleshooting after deployment.
Coordination and problem solving of larger technical issues

Required Skills and Experience

Work experience: Minimum 5-10 years’ experience in public health and/or IT; knowledge about community health workers and health systems very desirable
Education: Master’s degree desirable
Proven experience in report writing and project planning
Strong organizational skills and attention to detail
Experience managing teams
Excellent written and spoken English and Chichewa
Telephone/Computer: Familiar with use of mobile telephones and excellent computer skills
Must be able to work independently, multi-task, be persistent and work under tight deadlines with minimal supervision
Ability to travel up to 50% of the time within Malawi

PROGRAM MANAGER FOR WATER SANITATION AND HYGIENE

TASKS AND RESPONSIBILITIES

The mission of the Program Manager is to ensure the success and the sustainability of the program in the South of the district of Zomba. She/he will be based in Phalombe (1 hour from Zomba). She/he will refer to the « Chef de secteur » based in Versailles, France. Her/his main responsibilities are the following:

• Supervise and train the 15 members of the team in order to insure the quality of the trainings and to strengthen the village committees (10 people) ; • Manage the human resources (contracts and salaries) according to the local law ; • Support and accompany the technical team (5 technician and bricklayers) for the construction/rehabilitation of water related structures (old gravity water networks and drillings as well as hand-dug wells) ; • Actively and concretely collaborate with local authorities in order to formulate actions to be taken in in a sustainable manner (gravity fed networks and management committees) ; • Supervise the program monitoring and evaluation (data collection, activities follow-up and analysis with quantitative and qualitative key indicators) ; • Identify the areas of action and communities to be prioritized in the targeted area and anticipate a potential relocation of the project (within the same district) ; • Prepare operational and financial reports to be shared with the rest of the team based in France: frequent activities reports written in English, accountability and budget and expense forecasts ; • Represent the program and discuss with the institutions, the other stakeholders involved in water systems as well as the other Program Managers working for Inter Aide in health and agriculture in the same district.

SKILLS AND EXPERIENCE NEEDED

• Graduate engineers and technicians in hydraulic or civil engineering. First experience in gravity water networks management preferred • First professional experience required, preferably in a developing country • Capacity to support local partners (ability to listen, to be diplomatic and to delegate) • Rigor, organisation, relationship building and negotiation skills • Mobility, taste and aptitude for field work, flexibility, dynamism

CONDITIONS OF EMPLOYMENT

• Limited-duration contract for the first 6 months and then unlimited-duration contract • Moral commitment of 2 years expected • Net pay of 1.121 € per month (13 months a year) + living stipend • Social security + repatriation insurance + annual return airfare • Couple status (accompanied post) can be considered for this position
