Director of Community-Clinic Linkages

Background
The Vanderbilt University Institute for Global Health (VIGH) and its affiliate Friends in Global Health (FGH) support HIV/AIDS care and treatment programs (HIV adult and pediatric care and treatment, Prevention of Mother to Child Transmission (PMTCT), Counseling and Testing (CT) services, Tuberculosis (TB) program services and exposed child services (CCR)) in 10 rural districts within Zambézia Province (Alto Molócuè, Chinde, Gilé, Ile, Inhassunge, Maganja da Costa, Mopeia, Morrumbala, Namacurra, and Pebane). This support is provided through PEPFAR funding from the US Centers for Disease Control and Prevention (CDC).
Vanderbilt University (VU) established FGH, an NGO in Mozambique, to provide technical assistance and capacity building as well as to facilitate and oversee fiscal and administrative matters in support of the Ministry of Health (MISAU). The program strives to develop and maintain effective and sustainable HIV care and anti-retroviral treatment (ART) programs in conjunction with provincial and district health authorities.
Position Description
The Director of Community-Clinic Linkages will serve as the lead FGH specialist in the area of psychosocial support/positive prevention and community health, providing technical leadership and coordination for the organization’s community health and psychosocial support teams. This position will be based in Quelimane, Zambezia (Mozambique).
Main Tasks
· Lead the establishment of systems to manage and coordinate psychosocial support/positive prevention and community health teams at the community, health facility, district and provincial levels.
· Participate in the development and implementation of strategies to improve ART retention in Zambezia.
· Coordinate the implementation of behavior change strategies.
· Support the supervision and monitoring of implementation of clinical mentoring activities conducted by the psychosocial support/positive prevention teams; actively seeking ways to improve their performance of key competencies.
· Support the supervision, mentoring, technical support and orientation of the community health team at the district level.
· Support the provincial level technical leadership in the implementation of capacity building/ongoing training in the areas of psychosocial support/positive prevention and in clinica-community linkages.
· Support the planning, implementation, monitoring and evaluation of all activities in the area of psychosocial support/positive prevention and community health.
· Regularly analyze program results and support program planning through monthly and quarterly review meetings with relevant teams.
Required Qualifications
· Bachelors degree in psychology, anthropology or sociology. Preference will be given to candidates who also have a Masters degree in a relevant area (public health, anthropology, etc.).
· Minimum 8 years of relevant professional experience.
· Experience in program planning and implementation; preference will be given to candidates who have prior experience working with PEPFAR funding.
· Fluency in both English and Portuguese.
· Experience in participatory and community empowerment techniques in Mozambique.
· Experience in addressing gender issues and in the design/implementation of strategies for behavior change.
· Very strong communication skills, both written and verbal.
· Strong capacity for motivating teams.
· Experience leading multicultural teams.
· Availability to travel within Zambezia province.
