An acute lack of adequately trained health care workers continues to be a persistent issue with the Malawian Health Sector. Human Resources for Health (HRH) issues are further compounded by the high disease burden, most notably HIV/AIDS. As a key health partner, the Presidents Emergency Plan for Aids Relief (PEPFAR) through the Centers for Disease Control (CDC), and United States Agency for International Development (USAID) has provided financial support for the recruitment of additional health care workers in government and CHAM facilities to improve the delivery of health and HIV/AIDS services.

With this support, the Christian Health Association of Malawi in collaboration with HRH2030 will recruit a total of 271 health workers for PEPFAR priority government and CHAM facilities in Blantyre, and priority CHAM facilities in Zomba and Lilongwe. The health care workers targeted for the recruitment include: Nurse Midwife Technicians, Clinical Technicians, Medical Assistants, Pharmacy Assistants, Laboratory Assistants, and Laboratory Technologists.

Application Procedure
Applications are invited from newly qualified Malawians for the above posts in Blantyre, Zomba and Lilongwe.  PEPFAR scholarship beneficiaries are particularly encouraged to apply, while currently employed health workers in government and CHAM facilities need not apply. Applications should be submitted in triplicate using the standard CHAM application form which should be obtained here.  All applications should be addressed to the Executive Director CHAM P.O. Box 30378 or sent via mail to hrm@cham.org.mw or chamsec@cham.org.mw . Applications can also be delivered to the CHAM offices in Area 14 along Presidential way, Lilongwe. Applications should be submitted not later than 5pm Friday 12th May 2017.  

Applications should bear the title and number of the post applied for and the name of the District where the job is tenable.  Applicants should apply to only one district. Applicants should attach to each of the three application forms (3) sets of certified photocopies of their academic certificates, testimonials, professional registration certificates, valid practicing licenses and three (3) of their recent passport-size photographs.

Applicants who will not hear from CHAM on completion of the selection exercise should consider themselves unsuccessful. The lists of successful candidates will be displayed on the CHAM, district health office, and central hospital notice boards.

Employment terms and Remuneration 
Successful candidates shall be appointed on contract terms for an initial period of one year. The contract will have a provision for extension by an additional of two years subject to availability of funds and performance of the health worker. Salaries and benefits are based on the Government Salary Scale and applicants are responsible for their own accommodation once posted to the district.

1.     POST:    Laboratory Technologists (Queen Elizabeth Central Hospital Blantyre
Salary Grade:                  Grade 1Qualification:                   Degree in Medical Laboratory Technology
Duties and Responsibilities 
1.      Ensure the efficient working of all equipment within a standardized range using controls
2.      Checking the efficient processing of samples from wards and dissemination
3.      Check the results before sending to the Doctor
4.      Work on the bench doing special tests
5.      Supervising laboratory workers at District Level
6.      Ordering chemicals and reagents used in laboratory diagnostic work
7.      Ordering equipment and machines
8.      Liaising with other science groups, Universities, Bureau of Standards, Education and Agriculture etc Scientific methods    
9.      Instruct students from pre-service training schools when on practical’s
10.  Teaching pre-professional students
11.  Recording data in relevant registers and instruments, perform routine analysis, monitor performance and report to designated person
12.  Any other duties that may be assigned

​2.       POST:   Nurse Midwife Technicians (Grade K)Salary Grade:                  Grade KQualification:                   Diploma in Nursing and Midwifery Duties and Responsibilities 
1.      Providing quality Nursing care using the Nursing/Midwifery process
2.      Performing activities of daily living for the patients 24 hours/day
3.      Administering medication and treatment to patients and clients
4.      Assisting in the rehabilitation of patients through the application of principles of prevention of deformities, range of motion exercise and body alignment
5.      Observing patient’s condition and progress
6.      Making necessary preparation and after care of equipment for treatment
7.      Maintaining a clean and safe environment for patient care
8.      Using appropriate communication skills during nursing care
9.      Collaborating with other health workers in meeting specific needs of the patient
10.  Adhering to standard precautions of infection prevention and control procedures
11.  Building therapeutic relationship with patients, guardians, and fellow health workers
12.  Documenting and maintains accurate records of all Nursing care activities performed

Qualification:                  Diploma in Clinical Medicine
Duties and Responsibilities 
1.      To assist the surgeons with both minor and major operations.
2.      To undertake minor operations on their own.
3.      To run ward rounds.
4.      To run medical clinics.
5.      Comfortably run the Emergency Medical Services and Casualties.
6.      To triage specialized medical cases and refer them for further management.
7.      Referring patients for laboratory tests
8.      Prescribing treatment for patients
9.      Ordering and monitoring the proper use of drugs
10.  Supervising the recording patients data in relevant registers
11.  Supervising the aggregating, analyzing and interpretation of data
12.  Disseminating information to all relevant stakeholders including submission of weekly reports to the designed officer

POST:     Pharmacy Assistants Salary Grade:                  Grade L
Qualification:                  Certificate in Pharmacy
Duties and Responsibilities 
1.      Pre-packing of Medicine for dispensing
2.      Organization of storage area
3.      Proper arrangement for procurement process for pharmaceuticals for the hospital
4.      Assisting in the procurement process for pharmaceutics for the hospital
5.      Promoting first to expire first out practice
6.      Supervision of Pharmacy Attendants
7.      Proper record keeping
8.      Dispensing of medicines
9.      Assisting is making extemporaneous preparations of limited range of solutions and disinfects

5.     POST:    Medical Assistants 
Salary Grade:            Grade L
Qualification:            Certificate in Clinical Medicine
Duties and responsibilities
1.      Supervises staff under him/her in their routine daily work and giving drugs to patients as prescribed by him.
2.      Selects patients for review by General Medical Officer or Clinical Officer.
3.      Ordering drugs.
4.      Diagnosing and screening patients and prescribing treatment.
5.      Preparing work schedule and monthly returns of patients and staff.
6.      Examining patients manually and making references for patients and staff.
7.      Referring patients to surgical or medical specialist and may also conduct minor surgeries and anesthesia.
8.      Recording data in relevant register and instrumentals, compiling and analyzing monthly data, performing monthly monitoring, disseminating and quarterly reports to relevant stakeholders including the designated supervisor as the HMIS guideline.
9.      Administering admission or discharge, etc.
10.  Any other duties deemed reasonable for the post.

Duties and responsibilities

Procurement Officer
Grade:                        CM4
Contract duration:    2 years

Reports to:                 Executive Director

Scope of Work
The Procurement Officer will be responsible for the procurement of supplies and equipment, coordinating procurement initiatives and projects, developing and executing of internal procurement systems, providing procurement advice and training, negotiating contracts and ensuring supply chain management as related to CHAM Secretariat and the facilities.
Key Duties and Responsibilities
  1. Developing, implementation, executing and monitoring of procurement guidelines, procedures and policies (internal procurement systems), and ensuring that compliance is achieved across CHAM and the facilities.
  2. Procurement planning and preparing monthly, quarterly, and annual procurement reports.
  3. Prepares and implements the annual budget of the departments at CHAM and facilities.
  4. Defines and manages key suppliers relationships to enhance deliverables in terms of costs, services and quality tenders.
  5. Preparation of pre-qualification, bid invitations, contracts, bidding documents, request for proposals, and request and quotation documents along with invitations and notice.  
  6. Facilitates evaluation of tenders, proposals and quotations and preparation of evaluation reports.
  7. Preparing, presentation and making recommendations for contract awards to the Internal Procurement Committee (IPC).
  8. Conducting post-qualification and negotiations with the successful bidder.
  9. Managing and handling overseas consignment with Malawi Revenue Authority and clearing agents and process the clearances of the consignment.
  10. Managing imports/exports and provide technical guidance to management on trade terms.
  11. Ensuring accurate recording of all proceedings of the IPC and project internal procurement meetings and timely production of minutes.
Qualifications and Experience
  • A Bachelor’s Degree in Procurement and Supply Chain Management from a recognized University and be a registered member of the Malawi Institute of Procurement and Supply (MIPS)
  • Minimum three years’ working experience in similar position
  • Experience working with international cooperating partners and in the health sector

Requisite Knowledge, Abilities and Skills
  • Comprehensive knowledge of NGO sector administrative processes
  • Knowledge of Procurement Information systems and procedures
  • Ability to develop, implement and execute procurement systems and to train staff
  • Computer literate and proficiency of Microsoft Office

Internal Audit Assistant

Grade:                        CS1

Scope of Work
To assist in the review of policies, processes, guidelines and practices; and ensuring that these are adhered to at all times in CHAM including the Secretariat, facilities and donor-specific projects. This includes review of control systems and processes for adequacy and effective operation of internal controls.
Key Duties and Responsibilities
  1. Assisting and executing internal audit assignments in accordance with the annual audit plans.
  2. Assisting and examining transactions for accuracy and compliance with accounting policies, project guidelines and applicable laws and regulations.
  3. Assisting and reviewing, testing and reporting on the adequacy and effectiveness of internal controls and making recommendations on improving identified weaknesses.
  4. Assisting and conducting special fraud investigative assignments.
  5. Assisting and carrying out nationwide follow-up audits and verifying that management corrective actions in response to internal audit recommendations are implemented.
  6. Timely preparation of reports for review by the Internal Audit Manager.
  7. Organising and maintaining audit files and ensuring that working papers are properly filed.
Qualifications and Experience
  • Diploma in accountancy from a reputable college or university
  • Studying towards ACCA qualification will be an added advantage
  • Minimum three years’ experience in a similar position
Requisite Knowledge, Abilities and Skills
  • Knowledge of modern auditing techniques and ability to stay up-to-date on current developments in the accountancy and auditing profession
  • Working experience in internal auditing in an NGO and donor funded projects
  • Proficient computer skills in Microsoft Office and accounting packages
  • Self-starter, team player and able to meet deadlines
  • Excellent time management skills and ability to multi-task and prioritise work
  • Attention to detail and problem solving skills
  • Excellent written and verbal communication skills
