TEAM LEADER: TECHNICAL ASSISTANCE FOR CAPACITY DEVELOPMENT SUPPORT TO THE ROAD SECTOR IN MOZAMBIQUE

COWI Belgium is seeking a Team Leader for the "Technical assistance for the capacity development support to the road sector in Mozambique" mission.
COWI Belgium, located a stone's throw away from the EU institutions in Brussels, is a consultancy company working as a Project Management Office for the Beneficiary Framework Contracts for the European Commission in Brussels and the European Investment Bank in Luxembourg.
The COWI consortium has been shortlisted to tender for the "Technical assistance for the capacity development support to the road sector in Mozambique" mission and is actively seeking a qualified Team Leader with at least 10 years of professional international experience including working knowledge of road transport and capacity building.
The specific objective of this project is to support the strengthening of the capacity of the following road sector entities, namely ANE(Administração Nacional das Estradas, National Road Administration), FE (Fundo de Estradas, Road Fund) and MOPH (Ministry of Public Works and Housing) and decentralised structures to assume their designated roles in the reformed road sector to the fullest extent. All with
attention to be paid to the introduction of modern management systems and alignment with current national PFM reforms.
Successful candidates should meet the following minimum requirements:
  • Professionally qualified Business Engineer, Master in Business Administration, Public Administration, or Social Sciences or equivalent in other management related discipline;
  • Must possess proven skills in communications and project management;
  • Fluency, oral and written, in the English language;
  • Minimum of 5 years' professional experience in public sector institutional development and reform, institutional capacity building programmes, institutional policy, human resources management or results based management preferably in the road sector.
In addition, the following experience and skills would represent an advantage for the candidate:
  • Experience with drafting governmental strategies and policies;
  • Previous relevant work experience in Sub-Saharan Africa;
  • A combination of recent, relevant work experience in public administrations and in the private sector as projected;
  • Fluency, oral and written, in the Portuguese language.

In operational terms, successful candidates will be requested to be available to start in April 2014 for a total of 14 months.
In administrative terms, the Expert will be hired on a long-term basis for the period of duration of this specific project.
Successful experts must have good computer skills, including word processing, spreadsheet analysis, desktop publishing, and applications related to databases. All experts must be independent and free from conflicts of interest in the responsibilities they take on.
