CAPACITY BUILDING EXPERT TECHNICAL ASSISTANCE FOR CAPACITY DEVELOPMENT SUPPORT TO THE ROAD SECTOR IN MOZAMBIQUE

COWI Belgium is seeking a Capacity Building Expert for the "Technical assistance for the capacity development support to the Road Fund (FE) in Mozambique" mission.
COWI Belgium, located a stone's throw away from the EU institutions in Brussels, is a consultancy company working as a Project Management Office for the Beneficiary Framework Contracts for the European Commission in Brussels and the European Investment Bank in Luxembourg.

The COWI consortium has been shortlisted to tender for the "Technical assistance for the for capacity development support to the road sector in Mozambique" mission and is actively seeking a qualified Capacity Building Expert with at least 10 years' professional post graduate experience including working knowledge of road transport and capacity building.

The specific objective of this project is to support the strengthening of capacity of the following road sector entities, namely ANE (Administração Nacional das Estradas, National Road Administration), FE (Fundo de Estradas, Road Fund) and MOPH (Ministry of Public Works and Housing) and decentralised structures to assume their designated roles in the reformed road sector to the fullest extent. All with
attention paid to the introduction of modern management systems and alignment with current national PFM reforms.

Successful candidates should meet the following minimum requirements:
  • Professional Accounting/Economics qualification or equivalent, Post Graduate Degree from a recognized institution in a relevant subject;
  • Minimum of 5 years' experience in the road sector in developing countries in a similar position as one proposed;
  • Must possess proven skills in communications and project management;
  • Prior experience must include supporting the management of Road Funds including financial, procurement, contractual and human resource management.
  • Fluency, oral and written, in the English language.

 
  • In addition, the following experience and skills would represent an advantage for the candidate:
  • Experience with implementing and managing road maintenance programmes, road-lifecycle management and transport economics;
  • Previous relevant working experience in the SADC region;
  • Previous relevant working experience in Sub-Saharan Africa;
  • Fluency, oral and written, in the Portuguese language.

In operational terms, successful candidates will be requested to be available to start in April 2014 for a total of 14 months.
In administrative terms, the Expert will be hired on a long-term basis for the period of duration of this specific project.
Successful experts must have good computer skills, including word processing, spreadsheet analysis, desktop publishing, and applications related to database. All experts must be independent and free from conflicts of interest in the responsibilities they take on.
