Description | Position Summary: Pact seeks a Deputy Chief of Party (DCOP) for an anticipated USAID-funded civil society strengthening project in Malawi. Responsibilities: • Work directly under the Chief of Party (COP) and share the responsibility for: rapid start-up, day-to-day program management and administration; financial management; award contractual compliance; developing and maintaining good working relationships with host government officials, national organizations, local community-based organizations, and other stakeholders; and provide technical assistance and direction to the program. • Manage the set-up and development of a sub-grants mechanism. • Oversee the provision of institutional strengthening activities for sub-grantees and other stakeholders. • Oversee grants management, financial management and administration, and policy and communications. • Work with the COP and the technical team to ensure overall planning, including the production of annual work plans, operating budgets, etc. • Ensure cost-effective use of Pact and donor resources. Guide and oversee the alignment of the budget to expected results, and review and approve quarterly budgets and reports in collaboration with the COP. • Ensure that all donor and Pact internal reporting requirements on program impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner. • Oversee grantee performance and the development of consolidated reports to donors. • Ensure that the most up-to-date information regarding the programs or initiatives is shared via a range of mechanisms including reports, newsletters, and the Internet. • Perform other duties as assigned. Qualifications: • A minimum of seven years of professional experience in a senior management role on international development programs or projects of similar scope and scale to the project described. Experience in Malawi, preferred. • Previous experience in development of capacity of local organizations and knowledge of capacity development methodologies; • Proven experience in sub-award management. • A graduate degree (Master’s Degree or higher preferred) in a similarly related field of study, preferred. • Senior leadership experience in the design, management, implementation, monitoring, and evaluation of similar-size international donor support programs with skills in strategic planning, management, supervision, and budgeting, and preferably experience in managing complex, multi-national/regional activities involving coordination with multiple program partner institutions. Prior experience as a Deputy Chief or Party on a USAID project preferred. • Proven ability to communicate, coordinate and effectively work with diverse stakeholders, from government officials to civil society organizations to academics to the private sector. • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams. • Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders. • Strong institutional capacity building skills. • Demonstrated ability to establish and sustain professional relationships with civil society organizations and host country government counterparts; • Knowledge of USAID policies and procedures as related to program management preferred. • Knowledge of the political, social, cultural, environmental, and development context of Malawi strongly preferred. • Fluency in English required. |
