UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
In Kenya, the UN Women Country Programme contributes to the development objectives of Kenya’s blue print, the Vision 2030 and is aligned to the United Nations Development Assistance Frameworks (UNDAF) of 2009-2014 and the upcoming UNDAF of 2014-2018, as well as UN Women Global Strategic Plan. The Kenya Country Programme - “Gender Equality and Women’s Empowerment Gains Consolidated' - aims to achieve the following results: (i) increased women’s leadership and participation in governance; (ii) strengthened women’s economic empowerment; (iii) increased protection of women & access to justice for women; and (iv) strengthened women’s leadership in peace building and humanitarian response.
Under the overall guidance and direction of the supervisor, the Team Leader for Socio-Economic Development (SED) exercises overall responsibility for planning ,implementing , and managing UN Women interventions under his/her portfolio. She/he works in close collaboration with Senior Management, other team leaders at UNW Kenya, Operations Team, other UN agencies, government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society, with the aim of successfully implementing the UN Women country programme.

Duties and Responsibilities
|
Summary of Key Functions:
- Ensuring the strategic direction of UN Women Socio-Economic Development Programme (SED)
- Management of the country office SED programme and supervision of the SED Programme team
- Strategic partnerships and support to resource mobilization
- Provision of top quality policy advice services to the Government and /civil society facilitation of knowledge building and management
Ensures the strategic direction of UN Women socio-economic development programme focusing on achievement of the following results:
- Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of CCA, UNDAF, SP, AWP, UN joint programmes and other documents,
- Identification of strategic and innovative programme opportunities, approaches and modalities in consultation/cooperation with national stakeholders and development partners;
- Operationalization of UNDAF/SP in collaboration with the main partners and other UN Agencies;
- Support Country office business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the SED Programme Unit.
Ensures effective management of the SED Programme and supervision of the SED Programme team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
- Effective application of Results Based Management (RBM) tools and monitoring achievement of results;
- Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UN Women rules and regulations;
- Effective monitoring, measuring the impact of the country office programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme;
- Effective technical leadership so that regular programme/project reviews are undertaken and all reporting requirements are met including donor reports.
Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results:
- Development and implementation of the country office partnerships and resources mobilization strategies to achieve the SED programme outcomes;
- Creation and coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
- Determination of programmatic areas of cooperation, based on strategic goals of UN Women’s country needs and donors’ priorities;
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
Ensures provision of top quality advisory services to the Government/ civil society and facilitation of knowledge building and management focusing on achievement of the following results
- Identification of key policy processes and sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goal;
- Development of policies and institutions that will address the country problems and needs in collaboration with the Government and /civil society and other strategic partners, and in line with the Post 2015 Development Agenda and Sustainable Development Goals;
- Sound contributions to knowledge networks and communities of practice;
- Organization of trainings for the operations/ projects staff on programme management.
Impact of Results
The key results have an impact on the overall success of the SED unit of the country programme as well as reaching the UNDAF and Strategic Plan goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
|
Education:
- Master’s Degree or equivalent in International Relations, Economics, Political Sciences, Social Sciences, Business Administration, Public Administration or related field.
Experience:
- At least 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international/national organizations and national governments;
- .Experience in gender equality and women empowerment issues as well as socio-economic related issues.Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
- Written and oral proficiency in English is required;
- Working Knowledge of other UN official language is an asset
