Background: The Center for Financial Inclusion (CFI) at Accion is launching a new fellowship program that connects board members and CEOs through peer learning and exchange to strengthen the governance of financial institutions serving low-income clients in Sub-Saharan Africa. This regional fellowship focuses on strengthening governance, improving risk management practices, and building strategic leadership abilities.
ABOUT THE JOB:
Accion International is seeking a Senior Monitoring and Evaluation Consultant - Africa Board Fellowship. S/he will be responsible for supporting the design and implementation of a monitoring, evaluation, and learning (MEL) framework for the Africa Board Fellowship (ABF). S/he will work closely with the training and capacity building (TCB) team to ensure industry best practices and external lessons learned are incorporated and implemented in the final framework.
Tasks and Responsibilities:
- Lead design and development of a comprehensive MEL framework to capture and measure the individual, institutional, and industry impact of the Africa Board Fellowship:
- Define a methodology/approach best suited for the ABF;
- Identify key quantitative and qualitative indicators to monitor at program, individual, institutional, and industry levels;
- Oversee development of a performance monitoring plan/process for collecting, monitoring, and reporting relevant data (including frequency).
- Oversee development of supporting tools and materials and support integration of the MEL framework with relevant aspects of the program (applications, curriculum design, etc.);
- Oversee implementation of MEL framework with the 2015 pilot cohort of fellows;
- Analyze reports to assess impact and adjust methodology accordingly. Identify key lessons learned to be shared more broadly and/or integrated into the curriculum;
- Support development of deliverables (knowledge sharing event to present findings, white paper, etc);
Qualifications:
- At least 8-10 years of demonstrated relevant M&E experience, including 3 years of international experience;
- Deep knowledge of M&E frameworks (e.g. Kirkpatrick’s Four Levels, Mayne’s Contribution Analyses approach) and indicators, evaluation or research design, and quantitative and qualitative data collection and analysis;
- Experience in training program design/development, and demonstrated ability to identify, modify, and apply monitoring and evaluation methods to training/fellowship programs;
- Demonstrated experience and skills in data analysis and presentation of results;
- Working knowledge of governance and/or risk trends in microfinance, ideally within Sub-Saharan Africa;
- Ability to work independently and proactively, prioritize multiple tasks, and meet deadlines;
- Excellent oral and written communication skills;
- Excellent research and analytical skills;
- Fluency in English required.
