International Democratic Governance and Sector Wide Approach (SWAP) Expert (Team Leader)

The Bureau for Institutional Reform and Democracy (BiRD) is looking for an experienced International Democratic Governance and Sector Wide Approach (SWAP) Expert as Team Leader for a short-term mission within the 10th EDF Malawi Democratic Governance Programme.

Description of the Mission Global objective The global objective of this assignment is to contribute towards the achievement of Result Area 3 of the Democratic Governance Programme: Progressive realisation and implementation of a better coordinated Governance Sector.
The assignment will further contribute to the Democratic Governance Sector Strategy Key Result Area 1: Effective Democratic Governance Sector Institutions. The KRA focuses on building sector capacities, and builds on the capacity assessments and the insight that frail institutions cannot fulfil MGDS II targets.
Specific objectives a) To conduct a learning-needs assessment of a sample of leaders/managers in the DG Sector institutions with a particular focus on gaps in knowledge, skills and attitudes regarding Sector Wide Approaches and Implementing Policy Change (IPC). b) To design and facilitate learning sessions on Sector Wide Approaches and Implementing Policy Change (IPC) for leaders/managers of sector institutions at the policy, middle and operational levels in order to address the capacity gaps.
Team Leader: International Democratic Governance and Sector Wide Approach (SWAP) Expert Profile required: Qualifications and skills: • University degree in law, human rights, political science or related field. • Proven team leadership, team coordination and client liaison abilities • Proven knowledge and experience of SWAPs; • Fluent in spoken and written English; • Facilitation and training expertise; • Excellent analytical competence and interview skills; • Active listening skills and strong report writing skills;
General professional experience: • Minimum of 10 years of relevant professional experience in the Democratic Governance field. • Proven experience in conducting sector specific reviews, institutional assessments and/or evaluation/monitoring missions.
Specific professional experience: • In depth knowledge and experience of the Democratic Governance policy environment; • Extensive knowledge of Sector Wide Approach (SWAP) strategies in developing countries; • Sound understanding of common law justice systems in the African context will be an advantage. • Proven knowledge and experience of public sector capacity assessment, organisational development and change management is considered an asset.
