N’weti Health Communication has received funding to implement accountability, access, quality improvement, and demand generation activities for sexual, reproductive and HIV-services targeting youth ages 15-24 in Maputo City, Maputo Province, Gaza, and Nampula. This program will include activities to engage civil society organizations and community groups in learning about health rights and entitlements, the types of health services that are available, and the benefits of seeking services. Communities will use simple tools such as community score cards to monitor and influence service provision in their respective districts and health facilities on issues such as wait times, communication, stigma and discrimination, and availability of health staff and medications. These monitoring data will then be used to influence improvements in service provision and quality at the local/clinic level and to influence health policies in macro-level policy discussions.
Position Summary
The Consultant – Policy Tracking and Monitoring Systems will provide technical support to the development of a manual and computerized/online policy monitoring system to facilitate the ability to track policies from identification of need, through design, adoption, and implementation. The system will have the capacity to track policies at the local, provincial, and national levels. The consulting individual or organization will be required to work collaboratively with N’weti Health Communication and to exercise judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results.
This posting is an initial gathering of CVs or capacity statements of potential candidates or organizations. It is anticipated that this consulting agreement would cover up to 20 days in July-September 2014.
Key Responsibilities
• Collaborate with N’weti leadership and technical staff to identify priority content and structure of monitoring system
• Design policy monitoring system

Qualifications
• Preferably with a Master’s degree and 3+ years of experience in policy monitoring
• Knowledge of legal and policy environment at national and sub-national levels in Mozambique
• Experience developing computerized/online platforms preferred
• Strong interpersonal, writing, presentation, and organizational skills are required
• Professional and mature demeanor and conduct
• Fluent written and spoken Portuguese preferred, functional English preferred

BACKGROUND
Since 2002 UN-Habitat Mozambique is advocating for a preventive approach to reduce risks of disasters in Human Settlements, through Adaptive Architecture and Planning and has developed a number of demonstrative floods, cyclones, drought and earthquake resistant buildings, with views to influence national strategy formulation and policy-making.
After a decade of piloting, there is now need to capitalize and ensure that proven practices turn into a community and institutional behavior in the area of basic infrastructure and shelter.
To this end, policy support based on evidence and demonstration on the ground must be developed. With these views, UN-Habitat in 2012 and 2013 has successfully carried out a Safer School Project financed by the World Bank, to revise the building codes, assess vulnerabilities, zones in the country and elaborate technical solutions resistant to disasters. This has now led to signing a Contribution agreement with UNICEF (April 2014) to support school resilience activities in Zambézia and Nampula Provinces, in line with the products already developed, to be progressively included in National practices.
This Project will disseminate what learnt in the Safer School Projects in several provinces, through on-the-job trainings, post-disaster assessments, demonstration, dissemination of technical solutions, innovative low-cost designs. This National-to-LocalCapacity Developmentactivity aims at training techniciansinresistantconstructionmeasuresanddisseminationofSchoolSafety and other public buildings practiceswithMinistriesofHousingandPublicWorks,MinistriesofEducation;andInstitutesofDisasterManagement (INGC) ;
To ensure smooth implementation of the abovementioned, UN-Habitat requires the support of a highly experienced and skilled Architect. The skills required are the capacity to analyze the context of Mozambique –both in terms of construction practices and institutional settings. The consultant should be readily available in the field, with a very strong knowledge of the context, experience in dealing with both communities and national to local institutions The Architect must have proven experience in Adaptive Architecture for reduction of risks, DRR and DRM shelter and improved reconstruction coupled by capacity for a normative approach.
RESPONSIBILITIES
Under the direct supervision of the Head of Programme of UN-Habitat Mozambique, and the overall supervision of the Senior Human Settlements Officer at the Regional Office for Africa, the consultant will perform the following:
  1. Develop demonstrative models to be reproduced and disseminated for Schools
  2. Design of models developed and supervised for retrofitting & low-cost school construction i.e. at least 3 Architectural designs on disaster resistant modelling and to support enhance the of Catalogue of Construction measures on Safety Schools constructions;
  3. To coordinate architects and technicians in coordination with UNICEF for demonstrative activities as per resilient Community School construction
  4. Develop instruments for and conduct assessments for Post-Disaster school assessments
  5. Conduct at least two (2) School Pos-damage Assessments carried out in Zambézia and Nampula Provinces, including an Assessment Form and for building back better with WASH facilities with UNICEF on Safety School Buildings
  6. To carry out one (1) inception mission to support the second phase of “Safers School” in Gaza Province and one (1) Inception mission to provide support on DRR architectural model to the partners as required
  7. To support the elaboration of one (1) Manual on DRR for public construction through user-friendly materials including Building-Back-Better and Retrofitting measures within POEMA approach in partnership In partnership with the National Directorate of Buildings of Ministry of Housing and Public Works
  8. Conduct internal and external on-the-job trainings
  9. Conducting at least 2 on-the-job trainings in the most exposed provinces of Mozambique for Provincial and District Technicians and Local Builders to disseminate norms and techniques for Multi-Hazard School Safety and Resistant Housing
  10. Deliver technical trainings in the field for communities, national institutions, NGOs and partners as concerns school safety
  11. Training at least 2 junior DRR architects and 1 Intern in UN-Habitat.

EDUCATION
Advanced University degree, (Master's degree or equivalent) in Architecture or related field of
study, with a focus on development issues. A first university degree with a combination of at least three years professional experience in the field of Adaptive Architecture and academic qualifications may be accepted in lieu of the advanced degree
WORK EXPERIENCE
  • At least 7 years of working experience with relevant knowledge of housing/public building construction and reconstruction in flood, cyclone, earthquake and drought-prone areas;
  • At least 5 years of architectural working experience in developing countries. In-depth knowledge of the context of Mozambique and sub-region is an important asset;
  • Working experience in disaster risk reduction construction works;
  • Working experience in School reconstruction and/or Emergency education;
  • Experience in working with high level Institution representatives, Ministries, and National or Local Authorities
LANGUAGE SKILLS
Fluent in Portuguese is a must and working knowledge of English
OTHER SKILLS
  • Exposure to and working experience in small towns and rural areas, including public consultation and community involvement and capacity to deal with local community representatives and builders
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.

Medical Manager

Diignitas International is a medical and research organization dedicated to transforming patient health and health care systems for the most vulnerable people. The Medical Manager (MM) is responsible for oversight, development and leadership of the Dignitas International (DI) Malawi medical programme. The MM is responsible for developing the HIV/AIDS Clinic at the zonal referral hospital into a Centre of Excellence. With the decentralization HIV-related care, the MPM works with six District Teams and a cadre of specialized Coordinators to support supervision, mentoring and training of health care workers, in both Ministry of Health and mission health facilities. Programme development focuses on provision of quality HIV and TB testing and care, improved ART uptake and adherence, specialized care for adolescents, integration of care for non-communicable diseases, pharmaceutical and lab support. Monitoring, innovation and research are coordinated with other DI departments and partner organizations to enhance patient care. The MM is also responsible for maintaining relationships with and regularly reporting to the Ministry of Health, donors and partners. As a member of the DI Management Team (MT), the MM contributes to the overall management and direction of the DI Malawi Country program. This position is funded by the United States Agency for International Development (USAID).
Key Deliverables/Tasks
Medical Technical Leadership & Program Development • Participate in developing and realizing the DI Strategic and Annual Plans, from a medical perspective • Oversee implementation of DI medical activities and programme quality. This includes proposing, piloting and integrating initiatives to strengthen the quality of medical programme delivery, mentoring support, and improvements in patient health care • Contribute to specialized clinical HIV care at the Tisungane Clinic at Zomba Central Hospital and support to the District Hospital • Contribute to proposal writing for medical and cross-departmental initiatives • Provide technical input and expertise to the development of priority, HIV-related national guidelines and policies. Oversee the uptake of relevant health care guidelines, research results, and practices to ensure the program reflects national and global health developments. • Collaborate with stakeholders to achieve planned results and avoid duplication of efforts or wasting of resources • Seek and secure new funding for DI medical programs
Supervision & Management • Provide supportive supervision, coaching and mentoring for medical team members to ensure safe quality medical practices. Build a strong Medical Department that fosters good team communications and supports HR & Administration Department policies and procedures. • Provide direct supervision and support to the Tisungane Clinic Coordinator, District Programme Manager, Zonal Programme Coordinator, and Medical Department Administrator -Develop/revise job descriptions -Interview, select and orient new Medical Department staffPerformance management (including alignment of workplans to program deliverables and budgets, performance appraisals and management of disciplinary issues) -Identify and support staff training • Bring medical issues to the Management Team and represent MT policies and decisions to the Medical Department staff
Reporting, Monitoring and Evaluation • Lead the Medical Department in developing and monitoring workplans and budgets • Develop and manage the Medical Department budget, ensuring optimal achievement of results with available resources • Ensure timely and accurate medical data collection and analysis to produce timely quality internal and external results-focused reports for DI, donors and partners • Work with the Monitoring and Evaluation (M&E), Research and Data Departments to bring medical challenges forward for evaluation and development of innovative programme initiatives • Work with the Finance and Logistics Departments on financial reporting, cash flow projections and linking financial information to programme results
Operational Research In collaboration with the M&E, Research and Data teams: • Actively contribute to the formation, design, and analysis of qualitative and quantitative operational research • Support collaboration between the Medical, Research, M&E and Data teams • Actively incorporate new evidence into programming to improve patient outcomes through contributing to the dissemination of DI medical and research findings and to the use of findings from other organizations or institution • Facilitate medical team reviews to bring medical challenges and successes forward
External Representation • Ensure representation of DI at District and Zone levels • Represent DI to partners and donors at national level • Actively participate in MoH Technical Working Groups (TWGs) • Contribute to the presentation of DI findings and lessons learned, including representation at meetings and conferences outside Malawi
Occupational Health & Safety (OHS) • Work with the HR&Administration Manager and Country Director to ensure Occupational Health and Safety guidelines are relevant and implemented • Support the Dignitas HIV Workplace Committee • Support staff medical care and policies
Qualifications
REQUIRED
• Medical Doctor • Master Degree in Infectious Diseases, Public Health or a related field • At least 3 years of HIV-related work in an African context • Fluent in English • Computer Skills (Word, Excel, Outlook) • Strong interpersonal skills
PREFERRED • Previous NGO experience • Previous research and publishing experience • Epidemiology or Statistical training-
