Field of activity
The objective of the programme 'Employment for Sustainable Development in Africa' is to improve employment opportunities in Africa in cooperation with the private sector. The programme develops, negotiates and implements partnerships with the private sector that promote more productive and decent employment in the 9 target countries in Africa. It adopts an integrated development approach for employment promotion by developing labour supply and stimulating labour demand. Along selected value chains, pro-employment business models are promoted while vocational training and qualification are used in order to increase the employability and productivity of people in both the formal and informal labour market. This will result in new jobs, income increases and improved workplace conditions. A particular focus is placed on employment in the extractive industry (especially oil and gas) and its up and downstream sectors. The recent oil and natural gas discoveries in East Africa offer an unprecedented opportunity for economic development and employment. However, if not enough qualified workers are available, the international corporations and contractors may have to negotiate with the governments to bring in workers and services from abroad. In order to ensure that local employment is sparked, E4D will launch an innovative public-private skills development initiative in 2015 in Kenya, Mozambique, Tanzania and Uganda with high participation of the oil and gas industry and co-financing by the British Department for International Development (DFID). Mozambique has large gas field discovered that are planned to be explored in the next decade. Potential employment will rise mainly during construction phases and along the value chains of gas companies. The local population needs to be prepared and trained to participate in the upcoming economic developments. The initial assignment will start with a 9 months inception in which indicators for the regional programme will be tested. As most gas companies are based in the North of Mozambique, it is possible that the posting will be placed in Nampula.
Your tasks
We are looking for a coordinator in skills development and technical vocational education and training (TVET) to coordinate our activities in Mozambique.
  • As the coordinator of the initiative, you are responsible for designing and managing our activities in the country. These include promoting employment and strengthening the TVET-system through TVET-school up-grading, curricula development, increasing training capacities, technical teachers training, development of short-term trainings, of standards and certification systems.
  • You will work closely with public actors and private partners (oil and gas companies, companies in upstream and downstream sectors) when designing and implementing the above-mentioned TVET measures. Establishing good working relations with both is key to success.
  • Based on a good understanding of the industry's interests and needs you will negotiate corporate contributions from the oil and gas industry and develop cooperation models with the private sector.
  • You will establish and coordinate a local steering structure for the project including a local steering committee and an advisory board (private sector, public sector, civil society, universities). You are also responsible for coordinating our activities with other donor initiatives and GIZ programmes.
  • As part of the project activities will be tendered, you are responsible for preparing and managing consultancy assignments, external experts and consultancies.
  • You will manage a small team of local experts including an administrative manager.
  • Impact monitoring, reporting, and giving inputs to learning exchanges with other target countries in close coordination with the program director in Germany belong to your important tasks too. At headquarters, you will work together closely with the portfolio manager for East Africa, our monitoring coordinator and our TVET expert.
Your profile
  • Master's degree or equivalent in a relevant field (business administration, economics, industrial engineering or other disciplines) and at least 7 years of professional experience, in particular in development cooperation in the areas of TVET and employment promotion;
  • Experience in advising TVET systems and institutions and with the implementation of measures like the up-grading of TVET-schools, teachers training, advising TVET commissions, curricula development, recognition of prior learning programs, etc., ideally in Africa;
  • Good understanding of the skills needs and the supply chains of the oil and gas industry in Eastern Africa;
  • Proven ability to successfully establish and manage strategic partnerships with the private sector / excellent communication and negotiation skills;
  • Proven skills and experience in the design of networks and knowledge exchange platforms;
  • Experience in providing expert advice for public and private decision-makers;
  • Good working knowledge on setting up and managing annual operational plans, impact monitoring, as well as financial management of projects budgets and contract management
  • Solid management and advisory skills, conceptual and strategic thinking;
  • Fluent English and ideally German and Portuguese language skills in writing and speaking.
Assignment period
As soon as possible until December 2015 (with an option for the contract extension).

Job Description Overview
Working in close collaboration with the Executive Director and Clinical Director, the Director of Programs is responsible for developing and organizing the administrative and operational support necessary for the delivery of clinical and non-clinical services at APZU. This diverse and dynamic position includes management of the project's finances, information technology, human resources and general operations. The project manager acts as a liaison between the Malawian and Boston-based staff, ensuring efficient and effective communication.
Primary Responsibilities
General Management
  • Work closely with the Executive Director and Clinical Director to develop long-term strategy for the organization.
  • Work with APZU staff and district colleagues to develop multi-year project and partnership work plans and oversee implementation.
  • Develop and maintain positive relationships and partnerships with the Ministry of Health, local government, and other public sector and non-profit organizations and community leaders.
  • Ensure effective communication with headquarters team in Boston and other PIH sites as needed.
Financial
  • Oversee the finance/accounting team in Malawi and work in close collaboration with Boston to ensure effective financial systems are in place.
  • Encourage development of financial management capacity in local team while monitoring process integrity and data quality.
  • Work in close collaboration with the Executive Director, Director of Finance, and PIH Chief Financial Officer in preparation of annual budget to PIH headquarters, working with both Boston and APZU staff to forecast activities and costs.
  • Day-to-day responsibilities for managing the APZU annual budget, including approval of major expenses/purchases, and sign off of monthly and quarterly reviews.
Human Resources
  • Support and mentor Director of Human Resources to oversee all aspects of management for 250+ APZU employees throughout Neno district and 800+ community health workers, including creation and maintenance of cross-department staff policies and procedures.
  • Collaborate with MOH administrative leadership to coordinate APZU and MOH human resources matters.
Operations & Logistics
  • Supervise the Director of Operations to ensure efficient transport and procurement operations, including protocols/policies for standardizing daily operating procedures for stock management, procurement, transport, and infrastructure.
  • Ensure that transparent procurement systems are in place, with appropriate controls for purchasing activities, and that policies are being followed.
  • Provide final approval and oversight for large annual purchases, alongside the Boston-based operations and clinical team, including international procurement.
  • Build the capacity of the infrastructure department to manage new infrastructure projects throughout the district, including the supervision of external contractors.
External Relations
  • Contribute to the overall APZU development strategy, private donor cultivation, and collaboration with in-country government sources.
  • Participate in events, meetings and conferences as a spokesperson for the organization.
  • Ensure effective grant management infrastructure is in place across programs, finance and monitoring and evaluation, to report in a timely and high quality way on all grants.
  • Review quarterly program/activity reports for submission to donors and Boston headquarters.
  • Supervise the external relations department and build long-term in-country and international communications strategy.
  • Participate as needed in supporting donors, PIH leadership team, and other visitors.
Skills and Qualifications
  • Five years of project management experience, preferably in international projects, with demonstrated increasing responsibility
  • Prior experience in managing and leading strong and diverse teams
  • Master's degree in business, public policy, public health administration or related field preferred
  • Excellent interpersonal and communication skills; demonstrated ability to interact professionally and with sensitivity with culturally diverse staff, clients, and consultants

Program Coordinator, Africa Board Fellowship

The Center for Financial Inclusion at Accion is launching a new fellowship program that connects board members and CEOs through peer learning and exchange to strengthen the governance of financial institutions serving low-income clients in sub-Saharan Africa. This regional fellowship focuses on strengthening governance, improving risk management practices, and building strategic leadership abilities.
The fellowship provides board members and CEOs with an opportunity to share experiences and learn from each other through peer learning seminars, ongoing virtual engagement, and personalized advising. Fellowship activities, structure, and content are designed to create an open atmosphere that allows for frank and open discussion among peers. Fellows identify their objectives for the program and then work with a program advisor toward achieving those goals. Additionally, fellows will have access throughout the program to a participant-led virtual community forum with tools, resources, content, and access to subject-matter experts. At the conclusion of the program, fellows stay connected as alumni, providing a network of leaders confronting similar challenges.
Position Summary: The Program Coordinator will serve as the primary point of contact for the governance fellowship program. S/he will be the main liaison for all potential and selected fellows, and will be the primary area of support for ensuring smooth program execution. The Program Coordinator will be in charge of organizing all logistics for the program, maintaining the virtual platform and providing general support for the program.
S/he will also spent half of their time supporting the Head of the Africa Hub through extending administrative and logical support to the Project operations under the guidance of the Project Managers.
Responsibilities
This position provides support in the areas of communication, facilitation of seminars, and the online community. Provides direct support to the Program Director.
Program and Fellows Support
  • Provide logistical and administrative support to the Program Director as well as potential, current and alumni fellows. Help coordinate applications, acceptances, travel, visas, etc.
  • Help with funding proposals and reporting as needed on program activities.
    • Support program communication and promotion materials including marketing materials, publications, videos, blogs, etc.
    • Coordinate with all fellows, program staff and facilitators to ensure effective implementation and execution of the fellowship program.
Event Planning
  • Organize knowledge sharing roundtables for fellows, funders and industry stakeholders.
  • Coordinate 2-3 day seminars organizing food and accommodations, planning cocktail hours and team building events, printing all materials and collateral for the meetings.
Virtual Platform Maintenance
  • Maintain an online community posting frequent content, driving participation and troubleshooting technical issues.
  • Plan regular webinars with program facilitators for the virtual platform and moderate discussion boards.
Operations Support
Works closely with the Project Managers (PMs) for the Africa Region to support in the areas of admin and logistics.
  • Provide support in the documentation for invoicing and payments for Technical Assistance and other related revenue lines for Africa on the guidance of Program Mangers.
  • Work with the Hub Accounting and organize submission of supporting documentation for the invoicing.
  • Monitor Grants reports deadlines and edit/format and submit reports on guidance of PMs.
  • Organize calls and take notes for donor related meetings/calls.
  • Act as secretary for Hub meetings as may be required and develop minutes of meetings.
  • Support PMs in TA and donor contracts records keeping.
  • Provide support to PMs for travel logistics as required.
  • Act as the IT contact person for resolution of all IT related issues at the Hub office in liaison with and under guidance of HO-IT as may be required.
  • Develop and maintain a reference and library section at the Hub Office under guidance of the Hub Manager.
Qualifications
  • Preferably a Ghanian national with Bachelor's Degree or equivalent experience.
  • Minimum 3 years' experience required.

Background
The Malawi United Nations Development Assistance Framework (UNDAF) 2012-2014 has 14 priority development outcomes. As a Delivery As One volunteering country, the United Nations Country Team (UNCT) agreed that individual UN agencies would adopt appropriate UNDAF outcomes in their CP documents instead of developing agency specific outcome statements for their respective Country Programme Documents (CPDs).
Outcome 4.2, namely: Public institutions are better able to manage, allocate and utilize resources for effective development and service delivery by 2016 is one of the six outcomes of the UNDAF to which UNDP is directly contributing financially and technically. The areas of intervention under the outcome are contributing to MGDS II, Theme 5: Improved Governance - Sub-theme 1: Economic Governance. In addition, the interventions under the outcome are contributing to the MGDS II, Theme 2: Social Development - Sub-theme 2: Health.
Outcome 4.2 has four outputs as follows:
  • Output 4.2.1: Capacity for public sector management strengthened for effective service delivery;
  • Output 4.2.2 Public institutions utilize RBM systems for planning, monitoring and evaluation to enhance ownership and leadership for achievement of development results;
  • Output 4.2.3 Government has sufficient capacity to effectively negotiate, manage and account for development assistance;
  • Output 4.2.4: National institutions have the capacity to align policies, programmes and budgets with national development strategies and the MDGs.
The interventions under this outcome are being implemented assistance from the following UN agencies: UNAIDS, UNDP, UNFPA and UNICEF. Support from UNFPA, UNICEF and UNDP is both technical and financial while UNAIDS is meant to provide in-kind technical assistance. UNDP is the lead UN Agency for the Outcome.
A decision among the participating agencies has been reached to conduct a joint mid-term evaluation of UNDAF Outcome 4.2.
Duties and Responsibilities
The purpose of the evaluation is to Assess the contribution made by the UNCT, collectively, and participating UN agencies, individually, to strengthening public institution capacity for development effectiveness and public service delivery as envisaged under outcome 4.2 of the UNDAF including cross human rights and gender equality.
The main objectives of the evaluation are to:
  • Determine the extent to which the planned outcome and related outputs have been achieved or are being achieved and the likelihood of being achieved by the end of 2016 in general and the extent of participating UN agencies' contributions;
  • Determine the impact, both positive and negative, from achievement of the outcome and its related outputs;
  • Document lessons learnt from the implementation of the interventions;
  • Make recommendations for the UNCT and specifically for each participating UN agency in strategic areas for improving the achievement and sustainability of the outcome; partnership arrangements, mainstreaming of cross-cutting issues and resource mobilization strategies.
The evaluation will cover the period from January 2012 to 31 December, 2014. Geographically, the evaluation is national in nature although there are also district interventions. It will include a review of the UNDAF annual work plans and annual reports, agency level project documents and work plans and related progress reports. Annex 4 provides a list of further documents to be consulted by the evaluators.
The consultant will be required to deliver the following:
  • Inception report;
  • Key emerging issues paper;
  • Draft evaluation report;
  • Final Evaluation Report.
Competencies
Corporate Competencies:

Required Skills and Experience
Education:
  • Minimum of Master's degree in in economics, business administration, regional development/planning or any other social sciences related to development assistance management and economic governance.
Experience:
  • 5 years of experience in conducting evaluations of UN agency project, outcome and Country Programme or UNDAF evaluations in the past five years.
Language:
  • Ability to communicate in English Language
Methodology
The evaluation team should provide details in respect of:
  • Review of project documentation. Review of key project documents such as approved program documents, recent studies, evaluations and reviews, project monitoring documents, disbursement reports, progress reports and other information available implementing agencies or participating UN agency offices;
  • Construct a theory, identify detail evaluation questions, methods (mixed methods) and instruments, stakeholder mapping, etc.;
  • Data collection: visits to selected stakeholders to carry out in depth interviews, inspection, and analysis of the project activities; phone interviews and performance data surveys of institutions not visited in person; interviews with the implementing agencies and participating UN agencies. For each of these interviews, the consultant should first develop and present their ideas for the content and format of the interview forms that will be applied to capture the information required, as well as the method to be used in administering them and tabulating the results;
  • Analysis: Data triangulation and analysis triangulation to validate evidence and arrive at findings;
  • The evaluators will be expected to develop and present detailed statement of evaluations methods/approaches in an inception report to show how each objective, evaluation question and criterion will be answered.
Report Requirements:
  • An inception report which will be due within 5 days of signing the contract;
  • Draft evaluation report;
  • Final Report due 9 weeks after signing of contract.
Documents to be included when submitting the proposals:
  • Interested individual consultants must submit the following documents/information to demonstrate their qualifications by 13th January, 2015, before 5 pm;
  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work;
  • Financial Proposal;
  • Personal CV (P11 Form) including past experience in similar projects and at least 3 references.
Proposals must include all four documents. Proposals not meeting this requirement will be rejected.
Financial Proposal:
  • Contracts based on daily fee.
The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Contractor based on the number of days worked.
Travel
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station in Lilongwe /repatriation travel.
Evaluation
Individual consultants will be evaluated based on the following methodologies: Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight; 70
Criteria A: Educational background - a maximum of 10 points
Criteria B: Experience in conducting evaluations of UN agency or any international development agency project, outcome and Country Programme or UNDAF evaluations in the past five years - a maximum of 20 points.
Criteria C: Track record of conducting evaluation of national development projects in any of the following areas:
  • Aid and development effectiveness;
  • Public sector management capacity development;
  • Capacity building for development planning, budgeting, M&E or Results Based Management - a maximum of 40 points.
Only candidates obtaining a minimum of 70 points in the Technical Evaluation would be considered for the Financial Evaluation.
Financial Criteria weight - a maximum of 30.
The financial score for the financial proposal will be calculated in the following manner:
  • Sf 100 x Fm/F, in which Sf is the financial score, Fm is the lowest price and F the price of the proposal under consideration.

Total Score
The technical score attained at by each proposal will be used in determining the Total score as follows:
  • The weights given to the technical and financial proposals are: T= 0.7, F=0.3;
  • The Total score will be calculated by formula: TS St x 0.7 + Sf x 0.3;
  • TS - Is the total score of the proposal under consideration;
  • St - is technical score of the proposal under consideration;
  • Sf - is financial score of the proposal under consideration.
