Position Duration: Full-time one year contract with opportunity for renewal during the remaining 3 years of the project (through September 29, 2017)

Location: Maputo, Mozambique

Required Qualifications: Candidate must have an advanced degree (Masters in Business Administration, Masters in Public Health, or Masters in Public Administration/Public Policy is preferred); must have a minimum of 10 years experience working in international development (within a developing country context); must have strong program planning and implementation skills, preferably working with US Government funding (PEPFAR preferred). Fluency in Portuguese and English and a minimum of 2 years of experience working in Lusophone Africa (Mozambique experience preferred).

Background:

The Vanderbilt University Institute for Global Health (VIGH) and its affiliate Friends in Global Health (FGH) are supporting HIV/AIDS care and treatment programs (HIV adult and pediatric care and treatment, Prevention of Mother to Child Transmission (PMTCT), Counseling and Testing (CT) services, Tuberculosis (TB) program services and exposed child services (CCR)) in 10 rural districts within Zambézia Province. This support is provided over a 5-year period through PEPFAR funding from the US Centers for Disease Control and Prevention (CDC). Additional funding support includes USAID funding focused on a consortium grant in which FGH is a partner serving as the Monitoring and Evaluation lead; and internal Vanderbilt University funding to support collaboration between traditional healers and health facilities as well as to support small income generation projects.

Vanderbilt University (VU) established FGH, an NGO in Mozambique, to provide technical assistance and capacity building as well as to facilitate and oversee fiscal and administrative matters in support of the Ministry of Health (MISAU). The program strives to develop and maintain effective and sustainable HIV care and anti-retroviral treatment (ART) programs in conjunction with provincial and district health authorities.

Position Description:

The Country Directorwill serve as the leader and primary representative of the organization in Mozambique, working closely with Vanderbilt University and its donors. Main areas of responsibility include the following:

Management & Administration:

· Participate in the development and ongoing management of the approved budgets for each funding source, working to ensure compliance and allowability of any costs outside of the approved budget.

· Establish effective and efficient communication forums to ensure coordination between programmatic areas as well as between programmatic and logistics/operational teams.

· Represent FGH/VIGH at external meetings requiring organizational leadership representation.

· Formalize, through policy documentation, and notify/inform all staff of internal rules, policies, and policy context to promote compliant operations.

· Liaise with the VIGH management team.

Organizational Coordination and Implementation:

· Encourage external FGH coordination efforts between donors, partners, other NGOs and stakeholders to promote synergy with other USG partners and to stay informed of trends and major decisions within the USG/donor environment as well as within the Government of Mozambique and NGO community.

· Ensure that Standard Operating Procedures and organizational policies are developed, implemented, and updated to be in compliance with donor and host-country regulations and legislation. Monitor compliance.

· Provide general troubleshooting/problem solving support, to program area technical leads and admin/finance leads.

· Lead process of annual planning (technical and financial).

· Lead and coordinate the process of writing annual reports for timely submission to the Government of Mozambique, both at the central and provincial levels.

· Travel to Zambézia once every quarter to support operations and implementation in the province and to maintain face to face communications with provincial health authorities.

· Oversee strategic planning and business development activities.

Job Summary

The Medical Director works closely with the Ministry of Health, other implementing partners in Neno, and APZU colleagues to oversee and help implement overall planning, project implementation, supervision, and monitoring for clinical and community activities in Lower Neno. This position has a significant focus on harmonizing processes and vision with the clinical and community team in upper Neno / Neno District Hospital. It is a mixture of direct patient care, clinical mentoring, hands-on project implementation, and oversight of staff at Lisungwi Hospital. The Medical Director reports to APZU's Director of Clinical Services, and the success of this role requires good communication and strong working relationships with all PIH departments and district partners.

Responsibilities

Management and Supervision

• Work with APZU senior management team and district colleagues to develop and implement long term clinical vision and strategy for the organization / district
• Develop and maintain positive relationships with the MOH, local government, community leaders, and non-profit organizations
• Ensure effective communication and collaboration with upper Neno projects with a specific focus on clinical and community initiatives
• Supervises the Clinical Manager of Lower Neno with a primary aim of direct and goal-oriented mentorship
• Acts as a daily supervisor to Community Department staff in Lower Neno including staff in these programs: Village Health Worker (VHW), Program on Social and Economic Rights (POSER), and Community Programs. Coordinates this daily supervision with their departmental supervisors based in upper Neno
• Supervises APZU pharmacy staff who are working to improve APZU's supply chain and practices and collaborate with the pharmacy staff at MOH
• Assists with operational staff and warehouse activities that pertain to pharmaceutical and medical supplies when medical input is needed
• Will make key managerial and administrative decisions in Lisungwi after consultation with APZU Director of Clinical Services and other senior management as it applies
• Help supervise grants implementation and compliance in lower Neno, budget processes, and assist with implementing key HR initiatives in lower Neno

Clinical

• Provide clinical mentorship and bedside teaching to interns and junior clinicians, nurses, midwives and medical assistants.
• Shares responsibility with other PIH staff for attending on the wards and providing ambulatory patient care at Lisungwi Community Hospital.
• May be asked to cover weekend hospital call as needed
• Work in a dynamic team environment, with a respectful and supportive attitude, along side both MOH and PIH clinical, community, and administrative staff.

Community programs and outreach

• Support APZU's community department programs in lower Neno via supervision of daily tasks, technical support, implementation assistance, and streamlining activities for overall organizational vision and harmonizing activities with upper Neno
• Regularly attend community level events such as health promotion and prevention events, VHW meetings, and meetings with community leaders as needed
• Work toward APZU goal of integration across clinical and community departments
• Regular check-ins and updates
• Perform other clinical, community outreach and supervisory duties as assigned.

Qualifications and requirement

• MBBS, MD or equivalent
• Residency training required
• Fluent in English and demonstrated proficiency in writing in English
• Willingness to live and work full-time in a rural setting.
• Ability to work well in a dynamic team environment alongside health workers, support staff and patients from a variety of backgrounds.
• A strong interest in clinical medicine and for delivering compassionate care to patients.
• A strong interest in learning social medicine; that is, a willingness to look at diseases of poverty through a wide 'biopsychosocial' lens that draws upon knowledge from a wealth of disciplines including clinical medicine, sociology, anthropology and public health.
• If Malawian, active registration with the Medical Council of Malawi by the time of the agreed-to job start date.

Director of Strategic Information & Reporting

Overall Responsibilities

Under the supervision of the Project Director, the Director of Strategic Information and Reporting (DSIR)will be responsible for the identification, collection, analysis, use, and communication of data in program implementation, results and impact related to all aspects of the CDC-funded Cooperative Agreement entitledDistrict Health System Strengthening (DHSS) and Quality Improvement for Service Delivery in Malawi project. The DSIR will supervise the Senior Monitoring and Evaluation (M&E) Advisor, and other staff that communicate project results. The DSIR will work closely with the team leader for each component of the DHSS project (DHSS itself, the National Evaluation of the Malawi PMTCT program (NEMAPP), and the TB and HIV project in Malawi prisons) to measure the progress and effectiveness of the interventions. Both regular periodic reporting and special reports and research are the responsibility of the DSIR.

Specific Responsibilities

Overall

1. As a member of the senior leadership team of the project, provide overall leadership for monitoring, evaluation and reporting in the project
2. Supervise staff the Senior Monitoring and Evaluation Advisor and other staff that is communicating results.

Monitoring & Evaluation

1. Responsible for development and implementation of the Performance Monitoring Plan.
2. Advise technical program advisors on indicator selection, target setting, monitoring and data quality assessment and validation
3. Track project progress against targets, analyze data sets and make recommendations for enhanced program planning, coordination and management.
4. Establish systems for collecting and analyzing data that will monitor the progress, performance, outcomes and quality of interventions. This includes identifying strategic information that will inform adjustments in the strategy of all DHSS projectcomponents
5. Develop and implement appropriate data quality assurance systems for the project target areas
6. Work closely with the technical teams, CDC and the Ministry of Health to develop templates for analyzing and presenting data to guide decisions
7. sSupport dissemination of project related data to staff at the health facility and district levels and support analysis at district level and development of reports to CDC and the government
8. Organize and manage field implementation and perform data analysis and prepare draft reports of studies conducted, and review final reports.

Operational Research

1. Overall responsibility for successful completion of operational research under the DHSS project, including assisting in the development of study protocols, tools, ethical clearances and supporting documentation of studies.
2. Develop evaluation protocols, provide technical assistance during implementation of the research , and review final reports
3. Conduct desk reviews, and retrospective data analysis (with additional data abstraction from site tools).

Reporting & Communication

1. Responsible for the timely production and submission of periodic reports to the Project Director for the final submission to the client (MOH) and donor (CDC and PEPFAR)
2. Communicate DHSS project outcomes and recommendations to internal and external partners; prepare and present monitoring and evaluation data to a wide variety of audiences
3. Working closely with the MSH home office team, implement and monitor project communications plan to effectively communicate the project’s achievements to the donor, national stakeholders, MSH community, and a broad international audience.
4. Ensure all reports and communications material meet established standards (CHS, MSH, CDC, PEPFAR) for content and are compliant with branding guidelines. Work closely with technical teams, to develop and disseminate technical products (e.g. fact sheets, best practices, success stories, monographs, technical briefs, etc.) for a broad range of audiences

Other

1. Respond to both internal and external ad hoc requests for information; provide data for briefing documents, sites visits and respond to other information requests
2. Perform other related duties at the direction of the Project Director

Qualifications

• Postgraduate health professional degree-level training in clinical epidemiology, M&E or a related field is strongly preferred
• At least eight years of experience and progressively increasing responsibility in the area in M&E and strategic information health sector
• Strong analytical and quantitative experience and skillset including M&E, operations research
• Proven ability to both identify the most important results and achievements of a project and capture and package these results for multiple audiences
• Extensive experience with statistical and database software packages including MS Access
• Experience in international public health is preferred
• Experience working in PEPFAR, CDC, and/or USAID-funded health projects desirable
• Strong interpersonal skills are required
• Supervisory experience essential
• Fluency in reading, writing and speaking English, with excellent writing skills
• At least 5 years of experience in Sub-Saharan Africa is required, experience in Malawi is desirable

Tätigkeitsbereich

Malawi's Volkswirtschaft ist durch eine hohe Abhängigkeit vom landwirtschaftlichen Sektor mit geringer Wertschöpfung im Land gekennzeichnet. Die überwiegende Anzahl der Beschäftigten im ländlichen Raum ist in Kleinst-, kleineren und mittleren Unternehmen (KKMU) und als Kleinproduzenten tätig. Sie sind meist von Zwischenhändlern abhängig. Ihr Marktzugang ist begrenzt und sie verfügen oft nur über unvollständige Marktinformationen. Sie haben daher meist nur geringe Optionen, ihr Einkommen über die Ausweitung ihrer Geschäftstätigkeit zu erhöhen und mit weiterverarbeiteten Produkten höherpreisige Märkte zu erreichen.

Das bilaterale Vorhaben "Mehr Einkommen und Beschäftigung in ländlichen Regionen Malawis (MIERA)" wird durch gezielte Pilotmaßnahmen Ansätze und Handlungsoptionen zur Erhöhung der Wertschöpfung vermitteln. Praxisorientierte Beratungs- und Lernprozesse fördern die Bereitschaft für die Einführung von Neuerungen in der Verarbeitung und in der Nutzung neuer, transparenter Vermarktungsmodelle. In den ausgewählten landwirtschaftlichen (z.B. Maniok, verschiedene Ölsaaten) und außerlandwirtschaftlichen (z.B. Tourismus) Wertschöpfungsketten wird das Vorhaben die Akteure und Institutionen stärken und die Etablierung innovativer Geschäftsmodelle unterstützen, die Kleinproduzenten und Anbietern von Dienstleistungen in einem marktbasierten Umfeld neue und nachhaltige Beschäftigungs- und Einkommensmöglichkeiten bieten.MIERA wird in enger Kooperation mit der Ländermaßnahme Malawi im Rahmen des Globalvorhabens "Grüne Innovationszentren in der Agrar- und Ernährungswirtschaft" (GIAE) durchgeführt, wobei letzteres auf landwirtschaftliche Wertschöpfungsketten bezogen ist und komplementär zu den MIERA-Handlungs­feldern Produktions- und Nachernteprozesse stärken wird.

Ihre Aufgaben

Wir bieten eine sehr interessante Stelle mit hohem Gestaltungspotential. Als Programmleiter (m/w) sind Sie für die Zielerreichung des Vorhabens und den effektiven Ressourceneinsatz verantwortlich. Das wirkungsorientierte Monitoring gehört genauso zu Ihren Aufgaben wie die Führung des internationalen und nationalen Personals und die Finanzverantwortung. Sie entwickeln das Vorhaben thematisch weiter und kooperieren dabei eng mit Programmen anderer Entwicklungs­organisationen. Sie konkretisieren laufende und erschließen ggf. neue Akquiseaktivitäten mit relevanten Gebern und bringen diese zu einem erfolgreichen Abschluss.

Zusätzlich nehmen Sie die Durchführungsverantwortung, einschl. Personalführung von entsandtem und nationalem Personal, für die Ländermaßnahme Malawi im Rahmen des GIAE wahr. Schließlich stellen Sie die enge Abstimmung mit der Landespilotmaßnahme Malawi des regionalen GIZ-Programms "Comprehensive Africa Agriculture Development Programme - Agricultural Technical Vocational Education and Training" (CAADP ATVET) sicher.Die Abstimmung mit der KfW und anderen Durchführungsorganisationen und Gebern im Bereich Ländliche Entwicklung und Privatsektorförderung gehört ebenfalls zu Ihren Aufgaben.

Ihr Profil

Sie verfügen über ein abgeschlossenes Hochschulstudium im Bereich Wirtschaftswissenschaften oder einem vergleichbaren Feld. Sie können eine mindestens 10-jährige Arbeitserfahrung im Bereich Privatwirtschaftsförderung vorweisen, davon mindestens 3 Jahre als Teamleiter. Erfahrungen in Wertschöpfungskettenansätzen und der Beratung von Kleinproduzentenorganisationen würden Ihr fachliches Profil vorteilhaft ergänzen. Durch Ihre Berufserfahrung sind Ihnen die Probleme in ländlichen Räumen Afrika's gut vertraut. Wünschenswert wären Erfahrungen in der Akquise von Ko-finanzierungen insbesondere der EU, und in der Fachkoordination der deutschen EZ.

Idealerweise sind Sie versiert im Umgang mit den Verfahren der GIZ.Sie sind konzeptionell interessiert, arbeiten strukturiert und bringen Erfahrungen im Bereich Monitoring und Evaluierung mit.
