COUNTRY DIRECTOR-MALAWI


ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
ACF-Spain is looking for a Country Director for its mission in Malawi, based in Lilongüe.
Objective
The country Director is in charge of overall mission management His/her duties include, but are not limited to, strategy development, Project Cycle Management, supervision of the technical, logistics and admin departments, HR management, security management and external relations.
  • Strategy and Project Cycle Management: Monitors the political, socio-economic and humanitarian context. Coordinates the timely and correct implementation of assessments and the preparation of proposals for new interventions, of reports to donors, internal reports and any other document for external actors. Coordinates the yearly adjustments of the Country Strategy follows up on the implementation of projects in collaboration with the coordination team.
  • Logistics and Administration: The CD is responsible to ensure that ACF financial control and risk management procedures are being used and respected.
  • Human Resource Management: Coordinates and follows up on activity planning of all the mission’s Coordination Team members. Evaluates mission’s Coordination Team members. Promotes and supports correct information flow within the ACF Malawi mission. Organizes and chairs regular meetings of the mission’s Coordination Team. Participates in the HQ GGM as representative of the Malawi mission.
  • Security Management: Assesses on a daily basis the security situation. Promotes supports and follows up on application of mission’s Security Guidelines by national and expatriate staff. Writes regular security updates. Changes security level and implements risk mitigation measures. Coordinates and participates in the regular updating of ACF mission’s Security Guidelines.
  • External Relations: Develops and maintains relationships with key stakeholders. Develops an effective advocacy and communication strategy for the Lebanon mission. Engages in active fund raising. Negotiates with external actors. Represents ACF at external coordination meetings.
Profile
· Postgraduate studies in International Cooperation/Development
· Minimum 5 years in INGO management/coordination (Country Director level), Food Security and Livelihood programming, Logistics and administration of humanitarian organisations, Security management in complex security situations, Human Resource management
· Experience in Project Cycle Management
· Broad knowledge of humanitarian and development issues
· Strong knowledge of IHL and IHRL and its applicability
· Strong networking and representational skills, Strong analytical skills, Ability to think strategically, Adaptability to and tolerance of stressful conditions, Ability to work under pressure and to meet tight deadlines, Strong security awareness, Cultural sensitivity
· Good computer skills
· English essential. Spanish desirable.
· Familiarity with the political and economic context
· Experience within ACFIN (highly desirable)
Remunerative Package:
We offer immediate incorporation to a dynamic international network with the following remuneration package:
  • Formal work contract 6 months with high probability of expansion.
  • Salary: from 2200€ to 2825€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain). ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.

  • Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)
  • House and maintenance covered by the organization (including per diem): package estimated according to the destination.
  • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
  • Break: additional rest period, including travel cost to a reference area and economic help of 215€.
  • Health, repatriation, travel and life insurance covered by the organization.
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).

Malawi - Project Manager


COOPI – Cooperazione Internazionale is a secular and independent Italian nongovernmental organization (NGO) that was founded in 1965. Position: Project Manager
Reporting to: Head of Mission
Tasks:
The objective of this position is to ensure overall oversight for a ECHO project implemented in Salima and Mangochi Districts.
The main tasks linked to this position are:
PROJECT MANAGEMENT, IMPLEMENTATION AND SUPERVISION
  • Responsible for ensuring effectiveness and implementation of projects activities to ensure the timely achievement of targeted results in Salima and Mangochi Districts;
  • Provide strong leadership for the Salima and Mangochi Districts projects, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local staff.
  • Responsible for the monitoring and supervision of Salima and Mangochi Districts projects field activities to ensure good progress of planned activities and timely achievement of expected results;
  • Responsible for the elaboration and updating of the Salima and Mangochi Districts projects monitoring plan, including forecasting costs/expenditures, according to the projects budget and strict monitoring of the same; co –funding sources identification in collaboration with the administrative staff present;
  • In collaboration with the field teams, responsible for the generation of action plans and compilation of field reports (this includes monthly progress reports, quarterly progress reports and other external reports as per the donor requirements);
  • To ensure good visibility of the projects’ overall goals, policies and envisaged and/or results achieved as per COOPI and donor communication policies;
  • Ensure sector integration, learning, sharing and adoption of best practices;
  • Responsible for field security issues.
PROJECT HUMAN RESOURCE MANAGEMENT
  • A key responsibility of the PM will be the human resource management and guidance to ensure that the projects staff promotes community participation and community decisions in all the projects strategies and implementation.
  • Guide the supervised staff in Salima Districts on COOPI objectives, policies, strategies and Standard Operation Procedures (SOPs), and respect to the humanitarian principles;
  • Guide the Field Teams in planning for implementation of activities and monitoring in line with program plans in their districts.
PROJECT COORDINATION AND LIAISON FUNCTIONS
  • Liaise with the Country Coordinator on issues pertinent to the projects;
  • PM will ensure that cross-cutting issues are accounted for while alleviating risks and while preparing communities to face disasters.
  • Attend projects’ related meetings at field level (including those with donors as requested);
  • Participate in cluster meetings and other coordination meetings in the field;
  • Under directions of the Country Coordinator, act as link / liaison between COOPI and stakeholders, representing COOPI at relevant forums (including coordination), joint assessments and providing feedback on the same;
  • Update the logistic department on any pertinent security or access issues.
  • Be responsible for the update and implementation of the security contingency plan.
REQUIREMENTS
We are looking for a dynamic and innovative individual with:
  • advanced degree in political science, development cooperation, economics, agriculture, food security;
  • excellent knowledge of project cycle-management;
  • sound knowledge of international donors procedures, in particular EU/ECHO;
  • previous experience in southern African country is an advantage;
  • strong analytical and practical problem-solving skills;
  • strong supervisory abilities and demonstrated capacity of teamwork;
  • adequate resilience to stress;
  • strong commitment to follow the rules and procedures of the organization;
  • excellent inter-personal and writing communication skills;
  • previous experience in writing project proposals is an asset;
  • organize work efficiently and deliver assignments in a timely manner often under time constraints;
  • proficiency in written and spoken English is a must;
  • computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
  • GIS software previous experience is a plus;
  • Valid driving license

undergo an in house Management Training Programme (Agriculture
Department) at Nchalo Estate situated 80km from Blantyre

Incumbent will undergo an extensive 2 yr training programme under the
mentorship of middle or Senior Manger during which time s/he will
receive training and exposure in all aspects of the agricultural
functions in the sugar Industry The trainee’s progress will be
monitored and reviewed on a regular basis in order to enhance the
training and development, Should the trainee prove to reach the level
of proficiency required before the expiry of the prescribed 2 yr
period, /he may be offered a substantive position in the company
