As Project Manager – OVC (Orphans and Vulnerable Children) you will have overall responsibility for the management of all project activities and staff and for reporting to the prime grantee. You will serve as representative of the project and will be responsible for the activities and all personnel under this grant. You shall have a keen understanding of the unique political dynamics and will work carefully and collaboratively to support the various relevant political entities in the target districts in the provinces of Zambezia and Gaza, Mozambique. You should also embrace the shared vision for the project and effectively manage available financial and human resources to make that vision a reality.
Requirements include:
  • A Master’s degree in public health, social sciences, or related degree is required.
  • At least 10 years of experience with health and HIV programmes in a developing country, preferably in Africa.
  • At least 5 years of experience managing large projects requirements. Experience in managing inter-agency consortiums preferred.
  • Experience in managing or working on PEPFAR funded projects is strongly preferred.
  • Written and oral fluency in English is a requirement. Ability to communicate in Portuguese is an advantage and willingness and ability to learn Portuguese is a requirement.
  • Position is based in Maputo, the capital of Mozambique, with approximately 30% travel to the field (Gaza and Zambezia provinces) required.

Sub-Regional Finance Coordinator (Maputo, Mozambique)


Regional Financial Management Agency for Civil Society Education Fund
IBIS Ghana has been appointed as a Regional Financial Management Agency (RFMA) for the Civil Society Education Fund for Africa for 2016- 2018. The fund provides grant funding and technical support to representative and democratic National CSO coalitions to strengthen citizens and CSO participation in national education sector planning and policy processes, research, analysis and tracking, engagement and input into regional and global policy processes.
The Role of IBIS as a Financial Management Agency among others includes:
  1. Receives and disburses national coalition grant funding (based on allocation made by the Regional Funding Committee with endorsement of the Global Oversight Committee),
  2. Reviews and reconciles national coalition quarterly financial reports (accounting for all income and expenses),
  3. Leads coalition grant close-out and liquidation,
  4. Maintains all financial records for coalition grants,
  5. Provides regional-level capacity-building support to coalitions relating to financial management.
JOB SUMMARY: To be responsible of managing the Assessment, disbursement process and Financial Accounting and Reporting of 8-10 National Education coalitions of the CSEF programme in Southern and Eastern Africa by, ensuring timeliness, quality and accuracy of financial information produced by countries. Extract and interpret data from the countries financial records to feed into the Regional Grants and Finance Manager with critical information to facilitate decision-making process.**Reporting to: Regional Grants and Finance Manager (Based in Accra, Ghana)

Key Responsibilities
Budgeting and Disbursement **
  • Liaise with Ancefa Regional offices to provide input into the budgeting processes of the coalitions.
  • Support programme management during development of budgets
  • Undertake initial review of request for funds from national coalitions.
  • Maintain and control over cash disbursement process to coalition by ensuring that all standards and requirements are met
Financial Accounting and Reporting
  • Supervise the monthly submission of coalition’s financial reports
  • Support the Coalitions in preparation of monthly and quarterly financial reports. Including variance analysis
  • Trigger investigation on major budget variances and liaise with coalitions to obtain explanations.
  • Support the Finance and Grants Manager to ensure that there is a reliable set of data with which to prepare financial reports to donors and for analysis purposes on quarterly basis.
  • Carry out on the field visits to review coalitions financial systems and activities and financial assessments
  • Coordinate all coalitions financial monitoring visits schedules for the countries responsible for each quarter to ensure visits are implemented.
  • Consolidate country monitoring reports and agreed actions and follow up with the accountants at the coalitions to ensure issues identified are being addressed.
Capacity Building
  • Support the RFMA secretariat in communicating on issues with the national coalitions.
  • Participate in monitoring and mentoring visits to the national coalitions.
  • Coordinate the follow-up of the capacity building plan/actions to be addressed following monitoring visits
  • To take part in any Coalition Finance capacity building initiatives required in the countries of responsibility.
  • Identification of new coalitions, developing the capacity improvement plan, and providing guidance on financial management of coalitions generally.
  • Assist the Finance & Grants Manager to provide capacity building support to the coalitions generally.
Audit and compliance Follow up
  • Support the CSEF Regional Finance and Grants Manager in the follow-up of internal and external audit recommendations as they relate to good coalition management.
  • Consolidate recommendations/Actions/Responsibility from internal and external audits as they relate to coalitions management.
  • Coordinate the national end of project audits related to areas of responsibility
Other Tasks
  • To ensure that up-to-date records of coalitions documents e.g. agreement letter, reports are implemented according to IBIS and donor requirements.
  • To undertake any other duties as required and discussed with the Regional Grants and Finance manager
Person Specification (Educational Qualifications, Skills and experience)
  • A good first degree in Accounting or equivalent professional qualification (ACCA or other Recognized Accountancy Body)
  • At least four year’s work experience in finance-related field.
  • At least two year’s work experience in numerous partners/coalitions management
  • Inquiring, analytical mind
  • Good working knowledge of accounting information, while keeping up to date with changing financial rules and regulations
  • Proven knowledge and experience of computerized systems, preferably with accounting packages as well as advanced Excel and Access skills.
  • Excellent communication skills, and fluency in both verbal and written Portuguese and English
  • Ability to combine on-going work demands with tight travel plans across Africa.
  • Ability to discuss financial issues with both fellow professionals and those with little or no financial background
  • Time-management skills
  • Excellent interpersonal skills; ability to work on own and within various teams
  • Ability to manage competing tasks; ability to prioritize and produce high level output consistently.
  • Audit experience will be an advantage.

Country Director, Mozambique


Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) is dedicated to saving the sight and lives of the world’s most vulnerable and disadvantaged. Headquartered in New York City, HKI has an operating budget of some $70 million and currently conducts programs in 21 countries in Africa and Asia, as well as in the United States. Renowned for its reliability, efficiency and high level of technical expertise, HKI promotes the development of sustainable, large-scale programs that deliver effective preventative and curative services for nutrition, eye health and neglected tropical diseases. The hallmark of the organization’s work is its proven success in developing, testing and scaling-up health interventions, and integrating them within government and community structures to support and build local capacity and sustainable solutions.
Country Program Overview
HKI has been operating in Mozambique since 1997 with programs directed toward Vitamin A Supplementation (VAS), Food Fortification, and Promotion of Orange-fleshed Sweet Potato (OFSP). HKI-Mozambique operates programs that deliver VAS to children aged 6-59 months as part of National Health Weeks (SNS) managed by the Ministry of Health which also integrate deworming. HKI is the lead agency for the National Food Fortification Program, which works closely with the public and private sectors to fortify flour and oil with essential micronutrients. HKI also works in collaboration with the International Potato Center (CIP) to promote the production and consumption of Vitamin A enriched orange-fleshed sweet potato and to generate new investments by governments, donors and NGOs to scale up the adoption of OFSP and other bio-fortified crops to reduce vitamin A and other micro-nutrient deficiencies. HKI was the first organization in Mozambique to conduct trachoma mapping and continues to work alongside the Ministry of Health in developing a more robust national response to NTD’s.
We are currently seeking a Country Director (CD) in Mozambique to represent HKI, develop new programs and expand our funding and lead the country office and its programs, reflecting HKI’s mission and ensuring technical excellence in the delivery of all activities.
Functional Relationships
The CD reports to the Regional Director for East, South and Central Africa (based in Nairobi) and works closely with other staff members at HKI’s Africa regional office and headquarters.
External collaboration includes representatives of governmental, international, university and non-governmental organizations within Mozambique, as well as some donors.
HKI has a matrixed reporting structure that respects both the line management and authority within country office and regional hierarchies; and the accountability and oversight duties of subject matter experts and multi-country program managers at the regional and headquarters level. Regular communication and a spirit of team work among colleagues, both hierarchically and laterally are essential to make this structure thrive.
Scope of the Position
The CD has overall responsibility for supervising the implementation of HKI-Mozambique programs and management of the office, including performance management of staff, to achieve the HKI mission and the objectives established in grants. S/he is responsible for representing HKI and securing funding for project activities in Mozambique; developing and implementing strategic and annual plans to further HKI’s mission in Mozambique; program design, proposal development, implementation and reporting; financial and grant management; operations, security, and human resource management. This position is based in Maputo with travel up country required.
Key Responsibilities
Overall Management and Leadership
  • Implement and periodically update HKI-Mozambique strategic plan.
  • Generate funding from international and bilateral agencies, donor agencies, corporations, and individuals in collaboration with national, regional and headquarters staff in alignment with the country office’s strategic plan.
  • Manage financial resources and provide oversight for grants.
  • Manage key project personnel including the support of their ongoing professional development.
· Provide strategic vision and direction for overall program design and proposal development; program implementation and reporting; grant management; financial planning; and human resource planning and management; work closely with the country team to accomplish the strategic goals;
· Represent HKI in formal and informal meetings with government officials, international donor agencies, and national technical advisory groups pertinent to HKI project activities.
Programmatic
  • Provide technical input to the government, international donor agencies and technical advisory groups pertinent to HKI project activities. Oversee research design, dissemination of information gathered and advocacy to advance programmatic and policy changes.
  • Oversee and coordinate the program portfolio to ensure the highest level of project quality and accountability, while fostering continuity through building local capacity.
  • Ensure implementation of strong program monitoring, evaluation and learning functions.
  • Strengthen the quality and effectiveness of existing programs in VAS, food fortification, and the control of NTDs, including the development of a strong M&E framework.
  • Disseminate findings from HKI projects that are of importance to decision-makers in a position to fund or implement projects in Mozambique and internationally.
  • Keep the national partners and others informed about progress of the projects, plans for the development of new programs/projects/activities and donor involvement in the overall program.
Financial and Administrative
  • Provide oversight to finance and administrative services including procurement, property management, human resources management, vehicle and facilities management, and staff safety and security.
  • Work with HKI regional office and headquarters to manage the development and implementation of annual country budgets.
  • Ensure the preparation and accuracy of financial reports that comply with grant or contract agreements and ensure compliance with all aspects of donor funding and HKI policies.
  • Ensure timely submission of financial reports within the established HKI guidelines.
  • Authorize expenditures for grant or contract allocations and ensure compliance with procedures required by grant or contract agreements.
  • Hire and manage personnel for Mozambique projects in compliance with HKI policies and lead initiatives to develop staff capacity.
Qualifications
· Minimum seven years of field experience in international public health or nutrition programs including demonstrated experience in program development, implementation and evaluation, plus a minimum master’s degree in public health, nutrition or related field, or equivalent combination of education and experience.
· Experience in, or willingness to learn about, nutrition and NTD control is necessary.
· Demonstrated ability to undertake high-level representation and advocacy.
· Demonstrated capacity to mobilize program funding including donor cultivation and grants writing.
· Demonstrated ability to manage staff and other administrative and financial activities in developing country programs – five years’ experience in a management position.
· Excellent interpersonal skills, including an ability to effectively lead a team, communicate a vision, make timely and transparent decisions, and manage conflict.
· Demonstrated ability to develop and create budgets and monitor financial status.
· Ability to design and implement workshops, seminars, surveys, monitoring systems and evaluations. Experience in research design, data analysis and interpretation.
· Excellent oral and written English and Portuguese language skills, including the ability to quickly synthesize complex technical and programmatic issues into concise communications.
· Knowledge and experience managing compliance to diverse donors (USAID, DFID, CIDA, EU, etc.,);
· Demonstrated leadership and management skills that effectively motivate staff and support team building; demonstrated ability to manage a professional team in a multi-cultural environment;
· Well established and practiced organizational and planning skills;
· Computer literacy, including use of internet, word processing and spreadsheets. Experience with data analysis, especially EPI-INFO and/or SPSS, and cell phone data collection will be an advantage.
· Experience with staff security and safety issues is desirable.
· Ability and willingness to travel within Mozambique and periodically internationally.
The initial contract is for two years with possibility of renewal.

COUNTRY DIRECTOR-MALAWI

ACF-Spain is looking for a Country Director for its mission in Malawi, based in Lilongüe.
Objective
The country Director is in charge of overall mission management His/her duties include, but are not limited to, strategy development, Project Cycle Management, supervision of the technical, logistics and admin departments, HR management, security management and external relations.
  • Strategy and Project Cycle Management: Monitors the political, socio-economic and humanitarian context. Coordinates the timely and correct implementation of assessments and the preparation of proposals for new interventions, of reports to donors, internal reports and any other document for external actors. Coordinates the yearly adjustments of the Country Strategy follows up on the implementation of projects in collaboration with the coordination team.
  • Logistics and Administration: The CD is responsible to ensure that ACF financial control and risk management procedures are being used and respected.

  • Security Management: Assesses on a daily basis the security situation. Promotes supports and follows up on application of mission’s Security Guidelines by national and expatriate staff. Writes regular security updates. Changes security level and implements risk mitigation measures. Coordinates and participates in the regular updating of ACF mission’s Security Guidelines.
  • External Relations: Develops and maintains relationships with key stakeholders. Develops an effective advocacy and communication strategy for the Lebanon mission. Engages in active fund raising. Negotiates with external actors. Represents ACF at external coordination meetings.
Profile
· Postgraduate studies in International Cooperation/Development

Remunerative Package:
We offer immediate incorporation to a dynamic international network with the following remuneration package:
  • Formal work contract 6 months with high probability of expansion.
