UN Coordination Analyst

Background

Under the direct supervision of the Head of the UN Resident Coordinator’s Office and the overall oversight of the Resident Coordinator, the UN Coordination Analyst will support the UN Country Team through the provision of political, social and economic analysis. The Coordination Analyst will also play a critical role in supporting the UN and Government of Malawi deliver development assistance more effectively, through the full implementation of the Development Cooperation Strategy (DCS) and the United Nations Development Assistance Framework (UNDAF.) The UN Coordination Analyst will work in close collaboration with UNCT members, programme and operations teams of the UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.

Duties and Responsibilities

Advice and support to RC and UNCT on political, economic and developmental issues.
  • Ensures synthesized and relevant political/ economic and social analysis is collated and communicated to RC, UNCT and relevant stakeholders on a regular basis. 
Ensures effective support to UNCT in implementation of the UNDAF focusing on achievement of the following results:
  • Facilitating the smooth functioning of UNDAF Results Groups;
  • Coordinating 6 monthly and annual reports on UNDAF progress, including the RC’s annual report, the UNDG annual report and Joint Strategy Meetings;
  • Identification of strengths and weaknesses in UN programming in the context of UNDAF, UN System reform, MDGs and Post MDG’s;
  • Provision of advice on adjusting strategies and implementation modalities.
Supports effective functioning of the Government of Malawi dialogue structures, including Sector Working Groups (SWG’s)
  • Supports preparations for and follow up of High Level coordination meetings;
  • Supports an increasingly coordinated approach to UN presence at SWG’s;
  • Supports an increasingly coordinated approach to the UN’s engagement with key government ministries.
Ensures implementation of the UN partnership strategy, including increased joint programming for UNDAF implementation focusing on achievement of the following results:
  • Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Analysis and research of information on donors, preparation of reports on donor strategies;
  • Identification of opportunities for increased joint programming and support for their implementation;
  • Management of the various and emerging One Fund windows.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Ensures that the RCO plays an effective role as a knowledge hub for the UNCT, Development Partners and Government of Malawi;

Required Skills and Experience

Education:

  • Knowledge about the UN and RC systems would be an advantage;

UN WOMEN CONSULTANT: ENTERPRISE RISK MANAGEMENT (ERM) SPECIALIST

Background

Organizational Context:
On July 2010, the United Nations General Assembly created the United Nations Entity for Gender Equality and the Empowerment of Women, to be commonly known as UN-Women. Building on the important work of promoting the rights of women by four previously distinct parts of the UN system, i.e., UNIFEM, DAW, OSAGI and INSTRAW, their operations were merged to be under a single UN Agency, i.e. UN-Women, mandated to be the UN Agency focused exclusively on gender equality and women’s empowerment. 
UN-Women officially started its operation on 1 January 2011. In 2012 UN-Women initiated the implementation of its new Regional Architecture. This architecture consists, in summary, of: the establishment of six regional offices, six multi-country offices and forty-eight country offices; the evolution of UN Women’s previous Sub-Regional Offices into regional offices, multi-country offices or country offices; greater decentralization of authority to the field, including moving of mid and lower level oversight functions from Headquarters to Regional Offices; the transfer of some technical and operations functions from Headquarters to field; and corresponding changes in Headquarters to reflect changed roles. This transition and the development of increased capacity at the field offices are still on-going. 
To support the global operations of UN-Women under this new architecture, the UN-Women Internal Control Framework, Delegation of Authority Framework and Legal Framework were all recently issued on the last quarter of 2012. The Business Continuity Framework for UN-Women is presently being developed. It is together with all these corporate-wide initiatives that a UN-Women Enterprise Risk Management (ERM) Framework is envisioned to be likewise developed and integrated. To effectively embrace ERM as an important component of UN-Women strategic business model, the ERM approach and processes to be introduced to manage risks has to be simple / light, pragmatic, not cumbersome and can be intuitively embedded in UN-Women’s daily operational work.

The Enterprise Risk Management (ERM) Specialist Consultant will provide support towards the development and implementation of an Enterprise Risk Management (ERM) at UN-Women, under the guidance and supervision of the Audit Coordinator, National Implemented Project Audits.

Main Deliverables: 
Leveraging from the expertise and extensive work experience of the ERM Specialist Consultant on ERM development and implementation, after her/his thorough situational analysis of UN-Women, the ERM Specialist Consultant is expected to provide the following main deliverables for this project:
  • A proposed work plan with timeline and identified deliverables to initiate and complete the development and implementation of this ERM Project for UN-Women which should include the training of UN-Women staff;
  • A proposed overall Road-Map for UN-Women for an effective implementation of ERM with a buy-in from managers across UN-Women;
  • A proposed ERM Framework for UN-Women.

Duties and Responsibilities

Gather risk information and map / align with strategic objectives and key business processes. Define UN-Women’s Risk Universe and Risk Categories. Deliverable:
Inception report that defines and outlines the ERM Framework for UN-Women. This should include but not limited to the following:

  • Governance and policies;
  • Risk data and system infrastructure;
  • Risk measurement and evaluation methodology;
  • Risk monitoring and reporting
Identified UN-Women Risk Universe, Risk Units and Risk Categories.
Review draft UN-Women Enterprise Risk Management (ERM) Policy that contains UN-Women’s philosophy and principles for ERM:
  • List of comments and proposed changes to the draft UN-Women ERM Policy or a re-drafted UN-Women ERM Policy.
Design of an ERM approach and methodology applicable for UN-Women that may be embedded in existing business processes of UN-Women. Such approach and methodology must be compliant with ISO 31000 International Standard and/or Enterprise Risk Management – Integrated Framework, Committee of Sponsoring Organizations of the Treadway Commission whichever is best applicable to UN-Women. Deliverable:
  • Structure of UN-Women ERM Governance;
  • UN-Women ERM Implementation Methodology.
Based on initial information gathered, draft a Risk and Control Catalogue considering inputs from UN-Women business process owners. Deliverable:
  • Risk and Control Catalogue applicable to UN-Women.
Design a management information system (MIS) that will support the proposed ERM approach and methodology for UN-Women, taking into consideration UN-Women resources and capacity. Deliverables:
Propose MIS for UN-Women ERM: 
  • Serve as a repository of the UN-Women Catalogue for Risks and Control;
  • Capture the risk identified by each risk unit;
  • Serve as the risk register for each risk unit;
  • Serve as a repository of risk action plan for each risk unit.
Prepare a plan to organize ERM training workshops for UN-Women.
  • Proposed UN-Women ERM Implementation Strategic Training Plan;
  • UN-Women ERM Implementation Training Outline;
  • Training materials and deliver training to HQ and Country Offices.

UN WOMEN: BUDGET SPECIALIST

Background

The Bureau of Management and Administration is responsible for the planning, allocation and management of financial, human and administrative resources including information communications and technology, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies, and methods to align with UN Women and stakeholders’ evolving business needs and advisory support to the Executive Director in the formulation and implementation of the UN Women overall mission, strategy and plans of actions.
 
The Budget Specialist reports to the Chief of Budget for guidance and supervision and is responsible for providing support in budget planning, preparation, allocation, management and monitoring to ensure the availability and effective/optimum utilization of UNW financial resources according to plans and approved allocation and compliance with UNW and UNDP financial regulations and rules, policies and procedures to meet UNW commitments, goals and objectives.

  • Participate in the budget planning process by analyzing past/current financial operations, estimating revenues and expenditures, evaluating trends in patterns of resource allocations, analyzing records of present/past operations, analyzing budget proposals for budgetary objectives and presenting thoroughly researched information/conclusions/recommendations, including reports containing an analysis of the office’s financial situation (expenditures versus budget allocations) to facilitate budget preparation, planning and approval processes;
  • Prepare financial forecast of core and non-core resources contributions for planning purposes;
  • Clear proposals to ensure UNW regulations and rules are complied with and that budgets for UNW support costs are correctly reflected in project budgets and that correct chart fields are used. Approve budgets in ATLAS based on approved (and signed) project documents, budgets and expenditures.
Budget monitoring, oversight and control:
  • Identify operational and financial bottlenecks in budget management and approval and resolve problems and/or recommend solutions;
  • Establish and implement control mechanisms for development projects and monitor budgetary status versus authorized spending limits and budget delivery results. Take appropriate and timely action to ensure compliance;
  • Prepare and modify budgets for UNW management projects to ensure expenditures within authorized spending limits. Take action in cases of variances;
  • Take action on Mandatory Budget Revisions to ensure unspent budget balance is “re-phased” into future year. Keep Atlas current on changes to budget information and keep stakeholders informed;
  • Process year-end budget “re-phasal” to ensure estimated expenditures are reflected in the current year budget and unspent funds are re-phased to future year/s.
Projects:
  • Provide input and direction to specific budget related and ad-hoc projects in support of senior management requests;
  • Identify areas for development and drive improvement;
  • Support operational and Programme initiatives as required.
Advisory support and technical guidance:
  • Serve as technical resource person for Atlas Project/Budget Module;

PROVINCIAL ADVISOR ON DISASTER RISK REDUCTION AND CLIMATE CHANGE ADAPTATION

In recent years, the Government of Mozambique has made substantive advances in the decentralisation of governmental structures and processes. In line with this, efforts have also been made to decentralize disaster risk management and climate change adaptation actions in Mozambique. There has been the creation of provincial offices of INGC and MICOA, provincial and district level Emergency Operation Centres (COEs), and the creation and training of local risk management committees (CLGRC) and natural resources committees at community level. In addition, a guide has been produced on integration of climate change adaptation into district plans, and training on DRR and CCA concepts and planning has taken place at provincial and district levels.

The new UNDP project on “Strengthening national capacities and frameworks for Disaster Risk Reduction and Climate Change Adaptation” recognizes that Mainstreaming of DRR/CCA into sectorial plans and strategies remains crucial as it has not yet been completed in a comprehensive manner. In the context of this project, and in collaboration with the UNDP governance unit, work will be undertaken to ensure that DRR and CCA components are included in provincial and district development plans. To achieve the integration of DRR/CCA in provincial and district level planning, the project will prioritize the provinces of Cabo Delgado, Nampula and Gaza in order to benefit from synergies with the UNDP decentralization programme. Advisors placed in each of these provinces will work within the decentralized planning processes and frameworks to ensure that DRR and CCA concerns are reflected in the district development plans.

The Provincial Advisor, who will be housed at the Provincial Directorate of Planning and Finance (DPPF), will be under guidance of the Chief Technical Advisor and Programme Officer for DRR and Crisis Prevention and Recovery/Environment team. On the day-to-day basis, the advisor will be under the direct supervision of the Director of the DPPF, and in close collaboration with National Institute for Disaster Management (INGC) and Provincial Directorate of Environmental Affairs (DPCA). The Provincial Advisor will be responsible for all disaster risk reduction/recovery and climate change activities at the designated province.

Duties and Responsibilities

Under the direct supervision of UNDP DRR (Disaster and Risk Reduction) Programme Officer, the Provincial Advisor will undertake the following tasks:
 
In close coordination with INGC and MICOA staff, ensures effective integration of DRR and CCA concerns in provincial and district planning tools and cycle focusing on achievement of the following results:
  • Analysis, assessment of the socio-economic environment, continuous dialogue with partners in the province to provide development advisory services in the field of disaster reduction and climate change adaptation, identification of catalytic areas where DRR/CCA can be integrated and add value to other, ongoing or planned UNDP support interventions in the province;
  • Analysis of context, indicators and development of policy documents especially for Country Programme and other strategic documents in the thematic area of disaster risk reduction and climate change adaptation, coordinates with and supports to Global Programmes at the national level (more specifically the Global Risk Identification Programme and the Global Mainstreaming Programme) seeking complementarities and mainstreaming into other UNDP practice areas where the Country Office has special interest and/or comparative advantages;
  • Support to the collection, compilation and update to complement existing information on hazards, vulnerabilities and capacities in the country and ensures that this information is taken into consideration in the formulation, negotiation and implementation of UNDP development programmes;
  • Ensures that there is feedback on DRR/CCA concerns between districts and provinces and up to the national level;
  • Participates in CTGC meetings and in times of emergencies provide substantial support in data gathering, and ensures effective and timely information flow from the affected districts to the province and to the national levels.
Ensures effective management of the DRR/CCA project in the province focusing on quality control on implementation and monitoring of activities in achieving the following results:
  • Monitoring of the implementation of the project activities and financially through discussing project work plan, progress and performance and evaluation missions;
  • Production and analysis of finance managerial information such as: programme and project budget financial reports, including analysis of income, expenditure;
  • Monitoring and updating of the financial data relating to the budget allocations;
  • Timely production of all required reports, including project delivery reports;
  • Visits to project sites in the province to monitor and assess implementation, resolving problems in execution and implementation;
  • Ensures that reports are regularly prepared on activities, outputs and outcomes;
  • Seeks complementarities and integration with ongoing projects in other portfolios within the province.
Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results:
  • Creation and coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society, etc. in the province;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing in the province;
  • Mobilizes cost-sharing resources from the government, donors and other partners to leverage UNDP resources for disaster reduction and adaptation to climate change in the province.
Ensures provision of advisory services and facilitation of knowledge building and management in the area of DRR/CCA focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to disaster risk reduction and climate change adaptation in the province;
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Provincial Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice in the field of disaster reduction and adaptation to climate change;
  • Promotion of awareness and understanding of a) UNDP mandate, mission and purpose and focus on Sustainable Human Development with special emphasis on thematic area managed. b) The links and mutually supportive goals and objectives of disaster reduction, climate change adaptation, sustainable development and the achievement of the Millennium Development Goals.

  • Bachelor’s degree or equivalent in development studies, social sciences, economics, geography, disaster management, climate change or environment.
Experience:
  • At least 5 years relevant experience in planning and monitoring development projects;
  • Experience in disaster risk reduction and/or climate change adaptation projects preferred;
  • Experience working at provincial/district level in Mozambique;
  • Experience of participatory planning and monitoring;
  • Experience working with government institutions in Mozambique is an advantage.
  • Experience of due diligence is an advantage;
  • Familiarity with UNDP and UN system is an advantage.
Language Requirements:
  • Fluency in Portuguese and English both written and verbal.
