PATH is currently seeking a Finance Manager to ensure that PATH effectively meets the financial planning, monitoring and reporting needs of USAID. S/he will advise the Chief of Party, project staff, partners and sub-recipients on USAID contract requirements and provide training on financial management, record keeping, operational systems and policies. S/he will work with the Chief of Party and technical staff to develop and coordinate the annual work plan and budgeting process with partners and staff in compliance with USAID regulations. Specific responsibilities include but are not limited to:

• Provide capacity building as needed to partners and sub-recipients in budget development, financial reporting and grants monitoring.
• Provide technical assistance to partners in organizational and systems development and good governance.
• In collaboration with the Grants Officer, design and manage a system to monitor financial and grants management needs, and train and oversee relevant staff to use the system.
• Design a system to track cost share leveraging.
• Ensure that PATH effectively meets the financial planning, monitoring, and reporting needs of the donor.
• Advise project staff on donor contract requirements and provide training on financial management, record keeping, operational systems and policies.
• Work with the head of project and technical staff to develop and coordinate the annual work plan and budgeting process with partners and staff in compliance with donor regulations.
• Design and manage a system to monitor financial and grants management needs, and train and oversee relevant staff to use the system.
• Supervise all aspects of agreement compliance issues including branding and marking, procurement, property administration, and grant amendment processes.
• Support the financial management, administration and implementation of the project involving multiple public-private partnerships and providing financial advice and support.

Senior Malaria Technical Advisor, Maputo, Mozambique

PATH seeks a Senior Malaria Technical Advisor for the upcoming USAID funded project based in Maputo, Mozambique. This project will support the national goal of controlling malaria and ultimately eliminating malaria in Mozambique. Malaria is endemic throughout Mozambique, and its entire estimated population of 26 million people is at risk.

The Senior Malaria Technical Advisor, based in Mozambique, will be responsible for the following key activities:

• Serve as the primary Mozambique-based technical resource for the implementation, monitoring, and evaluation.
• Establish and maintain close working relationships with relevant offices and staff of the Government of Mozambique and organizations such as the Global Fund, the World Bank, UN Agencies (WHO, UNICEF and others), the US Government, other donor agencies, and nongovernmental national and international agencies working in Mozambique.
• Provide technical support as requested on malaria program policy, strategy, and implementation, and actively participate in malaria-related technical working groups.
• Work with other offices within the MOH to facilitate the integration of malaria control activities into the broader primary health care system.
• Supervise PATH technical consultants and oversee their input to program activities.
• Maintain updated technical knowledge on malaria and related public health topics to be able to provide vision and input to strategy development.
• Work with the MOH to actively use data for decision-making and to identify how malaria control activities and impact can be sustained over time.
• Assist the Chief of Party in developing annual work plans, budgets, and performance reports.
• Participate in monitoring, periodic evaluations, and semi-annual reviews of project activities, including program analysis and strategic planning.

Required Skills:

• In depth knowledge of malaria and public health principles and practices, particularly in the area of malaria prevention and case management, program coordination.
• Proven ability to initiate, develop and implement malaria control program, policies, and procedures.
• Demonstrated ability to work in a multi-site team-based organizational structure, including partners and other collaborators; experience with cross-cultural teams highly desirable.
• Excellent written and oral communications skills in English required.
• Demonstrated skills in collaboration and diplomacy and commitment to achieving project objectives.
• Demonstrated proficiency in the use of Microsoft Office Suite or comparable professional software package—specific competence in the use of word processing, presentation, email and calendaring software required.
• Available to travel within the country as needed; availability to travel internationally up to 10 percent.

Required Experience:

An MD is required along with an MPH or other related biological science postgraduate degree. At least five years of field experience in malaria prevention and treatment programs in developing countries. Experience in developing program work plans, budgets, managing implementation, staff and short-term technical assistance. Past experience working with United States Government (USAID) supported projects and experience in supervising less experienced staff, including building their capacity as well as the capacity of local organizations and sub-grantees in administering USG- supported grants.

PATH seeks a Chief of Party for an upcoming USAID funded project based in Maputo, Mozambique. This project will support the national goal of controlling malaria and ultimately eliminating malaria in Mozambique. Malaria is endemic throughout Mozambique, and its entire estimated population of 26 million people is at risk.

The Chief of Party will be responsible for the strategic direction, overall coordination and management of the project and will serve as the liaison with USAID and key stakeholders within the Ministry of Health, partners, and donors and other government agencies. The Chief of Party will ensure the program meets stated goals and reporting requirements in a timely manner. Specific responsibilities include:

• Provide strategic leadership, vision and managerial oversight to all aspects of the program; coordinate effective implementation of program activities, including development of work plans and facilitate their timely implementation; develop annual program implementation budgets and monitor budget expenditures; manage and supervise local staff including technical experts and program partners.
• Model and promote best practices among all staff and in particular with the Deputy Chief of Party.
• Recruit and supervise staff to meet evolving program demands; provide technical assistance, mentoring and skills building to local staff and key local counterparts.
• Make programmatic decisions and trouble‐shoot implementation challenges; oversee program data quality compliance, including developing data tracking systems and monitoring records to ensure the program meets USAID audit standards; approve local financial transactions and manage and authorize expenditures from local bank accounts; supervise and approve all aspects of project procurement and logistics, including office infrastructure and vehicles; sub grant development, including compliance with programmatic objectives and PATH/USAID financial and administrative regulations.
• Submit timely program reports to USAID and PATH Headquarters on a quarterly, semi‐annual and annual basis; disseminate program success stories and share information.
• Serve as a spokesperson and advocate, represent PATH projects to USAID, donors, cooperating agencies, and others.
• Develop new business opportunities for PATH, as appropriate.
• Carry out supervisory responsibilities in accordance with the PATH policies and applicable laws.
• Other responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Required Experience:

A Master’s Degree or higher in Public Health, Social Sciences or equivalent field. A minimum of 10 years of progressively increasing responsibility working in public health in the fields of and/or health promotion. Experience managing malaria health projects, as well as experience interacting with donor agencies including central and local government, development partners, civil society and community‐based organizations. Relevant field experience in similar settings with significant management responsibility, including relevant supervisory experience of professional staff.

Technical Director

Required Qualifications: Candidate must have an advanced medical degree (MD) and preferably a Masters in Public Health; must have a minimum of 10 years of experience working in a clinical setting within a developing country context, of which a minimum of 5 years working in the field of HIV/AIDS; must have strong program planning, management and implementation skills (including the management of large clinical teams), preferably working with PEPFAR funding. Fluency in Portuguese and English, both verbal and in writing, is required. In addition, a minimum of 3 years of experience working in Lusophone Africa (Mozambique experience preferred).

Background:

The Vanderbilt University Institute for Global Health (VIGH) and its affiliate Friends in Global Health (FGH) supports the Mozambican Ministry of Health in the implementation of HIV/AIDS care and treatment programs (HIV adult and pediatric care and treatment, Prevention of Mother to Child Transmission (PMTCT), Counseling and Testing (CT) services, Tuberculosis (TB) program services and exposed child services (CCR)) in 14 rural districts within Zambézia Province. This support is provided through PEPFAR funding from the US Centers for Disease Control and Prevention (CDC).

Position Description:

The Technical Director will serve as the FGH lead on all technical issues under the PEPFAR program. This position will provide technical oversight and support to the Community-Clinic Linkages Director and all National Technical Advisors in the planning, implementation, management and oversight of all PEPFAR supported/FGH implemented programs in Zambézia Province to meet PEPFAR program objectives and targets. This position will also provide technical support and guidance, as needed, to a variety of other FGH funded programs.

The Technical Director will coordinate technical teams to ensure that FGH meets all established targets. He/She will also lead all technical aspects of grant reporting, as required by PEPFAR, Vanderbilt and the Government of Mozambique. This includes leading the process for preparation of the technical aspects of quarterly reports, continuation applications, progress reports and work plans. This position will require travel to FGH supported districts regularly to monitor quality of services, identify unmet needs and support program area coordinators.

This position will work under coordination of the FGH Country Director to act as the primary liaison with donors, government, media, partners and other stakeholders on technical issues. This includes participation in Ministry of Health and donor technical working groups, requiring familiarity with USG protocols as well as Mozambican country policies and protocols in order to provide guidance and support to the technical teams.
