The Government of Mozambique has received financial assistance from the World Bank and other donors for funding the Gas and Mining Technical Assistance Project (MAGTAP) in the country. The overall objectives of MAGTAP are: (i) Enhance the economic and fiscal benefits in the extractive industry (ii) Establish an appropriate legal framework for the exercise of mining and oil operations in consideration of economic impact, environmental and social sustainability of the mining industry, (iii) enhancing transparency and accountability in the extractive industry by strengthening good governance, (iv) supporting reform, and capacity building initiatives to improve efficiency and accountability of the institutions involved in the planning and management of the mining sector and Hydrocarbons and (v) Support the development of a legal framework that promotes regional and local development in mining production and natural gas and strengthen good governance. Part of the project funds will be applied towards the cost of consultancy services for Development of Communication Strategy for the Extractive Sector.

The consultancy will include, but not limited to: (i) Develop a mapping of key stakeholders in the extractive sector of Mozambique and conduct a survey and analysis of the concerns of stakeholders and citizens in terms of information flow (ii) Develop a communication strategy for the extractive sector to ensure better flow of information between MIREM, civil society, the public and extractive industry stakeholders, (iii) Develop a communication mechanism for MIREM.

For this consultancy it is intend to hire an individual consultant with relevant experience in the field of the assignment. The candidate shall have at least a Master's degree in Communication Sciences, Public Relations, Sociology, or other relevant areas and (i) Minimum of 5 years of professional experience in work or projects of public relations or communication sciences and relevant areas; (ii) Experience to interface with the media; (iii) Good knowledge of the mining and petroleum sectors; (iv) Experience working with different stakeholders, including government and civil society, and (V) General understanding of permitting, licensing and supervision processes for mining and petroleum, as well as understanding of overall policy, legal, regulatory and fiscal frameworks for large scale industries and infrastructure (preferably mining and/or petroleum). Consultant is required to be proficient in English and able to communicate in Portuguese.

The Ministry of Mineral Resources now invites qualified consultants to express their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, experience in similar conditions, etc). 

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 ("Consultant Guidelines").
