Founded in 2003 and based in Madrid, DARA is an independent international organisation committed to improving the quality and effectiveness of huminatarian action for the benefit of vulnerable populations who have been affected by armed conflict or natural disasters. In particular, DARA seeks to strengthen accountability and learning in the humanitarian sector. Working with partners, DARA conducts research and evaluations on humanitarian policy and practice. DARA actively promotes humanitarian principles, assesses performance, and supports innovative approaches.
DARA has been contracted by The World Bank Group to undertake the Retrospective Evaluation of the GFDRR Program in a Sample of Disaster‐prone Countries.
DARA is seeking to recruit a national expert on DRR to join the evaluation team during the data collection and research activities in Malawi.
Purpose:
Under the supervision of the Team Leader, her/his main responsibilities are to contribute to the analysis of the GFDRR work in DRR in the country ensuring that national knowledge is adequately represented. S/he will help identify relevant aspects for the Evaluation within the country as well as key national stakeholders, such as networks, civil society, and other experts in the field of DRR and CCA.
S/he will carry out the work in coordination with and under the guidance of the Team Leader. The expert will allocate a total number of 12 working days.
Responsibilities and deliverables:
  1. Preparation of the fieldwork (4 days):
 Review relevant GFDRR Malawi documents as provided by the evaluation team prior to the country visit
 Provide a list of key stakeholder contacts at Government, CSO and international community levels, relevant for the purpose of the evaluation
 In coordination with the WB CO, organize the agenda for the meeting during the field visit.
 Liaise with World Bank GFDRR focal point in Malawi country office and DARA to acquire information on national GFDRR program and projects
 Together with the CO mapping of projects and analysis on the logistical feasibility to visit.
 If a decision is made to visit project outside the capital, s/he will arrange for transport, logistical arrangements and translation if necessary
  1. Participate in field missions (8 days)
 Under the guidance of the Team Leader, conduct interviews, with stakeholders in the capital if requested to do so
 Support the team with translation in the capital if necessary
 If requested s/he will participate in fieldwork outside the capital including focus groups, interviews etc.
 Participate actively in the analysis of the key findings throughout the duration of the field mission
 Contribute to the analysis of the team, by ensuring that the national perspectives are adequately represented
Education and Experience:
 The expert must be qualified and experienced in relevant areas, such as DRR, Livelihoods and Climate Change Adaptation.
 S/he should have a sound knowledge of Malawi’s national policies and institutional set up related to DRR
 S/he should have considerable networks of contacts at Government (senior staff and civil servants) CSO, and national stakeholders relevant for the data collection process.
 Knowledge of GFDRR’s work in the country is an asset.
 The National consultant will also play a key role in the preparation of the country field visit, principally the organization of the agenda and the logistical arrangements.
