Background
UNICEF Malawi is currently implementing the Country Programme 2012-2016 with the Government of Malawi. The country programme is guided by the overall UNICEF Global strategic plan (2014-17). Social Inclusion is one of the 7 organisational strategic outcomes targeted at making societies more equitable by overcoming discrimination and facilitating equal access to services and livelihoods for excluded groups and individuals. Thus successful social inclusion should lead to the most deprived and excluded children and families having the opportunities and resources necessary to realize their rights and participate actively and fully in economic, social, cultural and political life without discrimination based on either disability, gender, ethnicity, race, socio-economic status, or other factors.
In recent years, UNICEF has taken on an enhanced organizational commitment to leveraging evidence, analysis, policy and partnerships to deliver results for all children, girls and boys. The Social Policy section leads the Malawi UNICEF Country office in upstream evidence-based policy advocacy and efforts to place the rights of the poorest and underprivileged children at the center of the Malawi’s political, economic and social agenda. Solid analysis, credible data and evidence underpins public advocacy, ensuring that UNICEF’s voice is both credible and trustworthy.
UNICEF Malawi would therefore like to strengthen its capacity in upstream social policy particularly through research that stimulate dialogue around macro-level policies that guide national frameworks, legislative reform and budgetary allocations affecting children and women within the current country programme.
Purpose
The position will contribute towards outcome 4.1 “Social exclusion is addressed through evidence based, equitable and child focused policies and budgets that reflect the views of children and youth by December 2016”.
Scope of Work
Under the supervision of the Chief, Social Policy and working closely with Social Policy and Economic Specialist, the Socio –Economic Analyst will be responsible for the following activities:
· Support the design and implementation of investment case studies on issues related to children
· Support the design and implementation of budget analysis studies
· Support production of policy and advocacy briefs on issues affecting children
· Prepare input to socio-economic studies
Desired background and experience
· Advanced University degree in one of the following disciplines: Economics, International Development, Social or Public Policy, or other relevant social science.
· At least 5 years of experience in socio-economic research and advocacy with strong skills in quantitative data analysis.
· In depth understanding of child-specific issues, experience of providing socio-economic analysis of child policies an asset.
· Strong previous experience with cost benefit analysis, cost effectiveness analysis etc. for social sector programs.
· Excellent analytical, research and report writing skills.
· Excellent team player.
· Fluent in English.
