Chief of Party, Mozambique Feed the Future Climate Smart Agriculture (FTF CSA)


Position Summary:
Winrock International is currently recruiting Chief of Party candidates for the anticipated Feed the Future Mozambique Climate Smart Agriculture (FTF CSA) Activity-Nacala Corridor. This will be a multi-year, $16 million cooperative agreement seeking to increase agricultural productivity in the Nacala corridor (Nampula and Zambezia provinces) by increasing resilience t climate change for smallholder farmers, sustainably increasing agricultural productivity and incomes, and adapting and building resilience of agricultural and food systems to climate change, reducing or removing greenhouse emissions where appropriate. The Chief of Party position will be based in Mozambique and is subject to a project award being made to Winrock International.
Major Responsibilities:
The Chief of Party will provide overall technical and operational direction to the project. He/she will be responsible for developing and leading the project’s market-focused and private sector-led approach. This will include fostering commercially driven partnerships with private sector actors, designing initiatives to incentivize investment in sustainable sourcing, and facilitating the commercialization and uptake of new technologies. The COP will provide capacity building to project staff and partners in market systems and facilitation. The COP will also oversee project management systems for finance and administration, logistics, human resources and strategic operation. The COP will ensure the completion of time reports, evaluation, analyses, assessments, and deliverables that meet USAID quality control/assurance standards, ensure program compliance with relevant regulations, and provide hands-on guidance and support to project activities and personnel. The COP is responsible for overall management of results for USAID.
Qualifications and Background:
Education:
  • Master’s degree in an agriculture or business related field.
Experience:
  • Minimum of 5 years of experience or more managing complex donor-funded projects with a budget of at least $10 million;
  • Demonstrated experience in strategic planning, design and application of methods and strategies to produce, analyze and use data, and share/communicate information with a variety of actors in different environments;
  • Experience within or specific to Mozambique strongly preferred;
  • Previous experience managing private sector development, value chain, climate changes adaptation projects, and/or natural resource management projects.
Skills & Knowledge:
  • Strong inter-personal skills such as communication, negotiation, representational and program/project management and coordination;
  • Gender strategy incorportation;
  • Excellent leadership and communication skills.
Language:
  • Fluency in English and Portuguese.

JOB SUMMARY:
GRI is currently seeking a qualified Gender Advisor for the anticipated USAID-funded Feed the Future Value Chain program in Mozambique. The program will focus on increasing agriculture productivity and expanding agricultural markets and trade in the 26 districts of the Feed the Future Zone of Influence. It will include technical services in order to increase the competitiveness of selected value chains, expand the number of enterprises that can compete and upgrade their products and services in selected markets, and improve relationships and linkages between those firms and other market participants. The Gender Advisor will have overall accountability to ensure strategic development, delivery of project results, and client satisfaction for women’s agricultural development project components. The Advisor will report to the DCoP and GRI President.
This position is contingent on funding.
This position is open to citizens of Mozambique only.
RESPONSIBILITIES:
· Determine the strategic and technical direction of gender equity and women’s empowerment activities
· Contribute to work-plan development
· Implement gender equity and women’s empowerment activities, including:
o Gender awareness training for counterpart staff
o Empowerment training for women staff
o Anti-discrimination initiatives for counterpart agencies
o Mainstream gender responsiveness in service delivery
· Ensure effective knowledge management and coordination of assigned activities
· Contribute to monthly, quarterly, annual reports, work-plans, and success stories as required by client and GRI
· Travel within Mozambique to ensure successful delivery of program results, including to remote locations
· Perform other duties as assigned by the DCoP and GRI President
QUALIFICATIONS:
· Masters in women’s studies, agriculture, economic development, or similar required
· Ten (10) years experience developing and managing gender equity programs; 15 years preferred
· Proven, in-depth understanding of key challenges and opportunities in women’s empowerment in the Agriculture sector
· Additional experience with food security, nutrition, climate change, access to rural finance, and agribusiness development preferred.
· Fluency in English and Portuguese required, Fluency in at least one local language preferred
· Prior experience working on USAID programs preferred
· Excellent management and administrative skills
· High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, foreign government personnel, members of donor organizations, funders and policy makers
· Self-motivated and well organized
· Ability to work collaboratively, supportively, and respectfully with others
· Ability to work effectively in a fast-paced environment
· Flexibility and willingness to travel to difficult environments to complete program assignments
