World Learning seeks a Civil Society Specialist for an upcoming USAID-funded project. The Civil Society Specialist will support citizen engagement components of the project.
Basic Job Responsibilities:
· Assess capacity of civil society organizations (CSOs) and community based organizations (CBOs) and prepare capacity development plans
· Provide training, mentoring, technical assistance, coaching to select CSO and CBO partners in areas related to public planning and budgeting and advocacy for improved service delivery
· Develop materials, guides, and tools to assist CSOs/CBOs in better understanding public planning and budgeting
· Organize workshops and peer learning events
· Travel regularly to targeted districts that the project supports
· Support project’s monitoring and evaluation activities
· Contribute to project reporting, workplans, and deliverables as required
Required Qualifications
· A minimum of five (5) years of progressive experience building capacity of CSOs or CBOs in areas related to public budgeting, policy advocacy, local government engagement, and/or monitoring public service delivery
· Familiarity with social accountability methodologies (such as citizen report cards and public expenditure tracking), direct experience implementing these methodologies at district or community levels preferred
· Demonstrated experience conducting assessments and providing training or capacity development using participatory, interactive techniques
· Experience designing and implementing activities that are gender inclusive and able to draw upon the voices of traditionally marginalized groups
· Team player able to work well with colleagues from diverse backgrounds
· Prior experience with USAID or international donor funded projects a plus
· University degree in public administration, political science, community development, communications, advocacy, or other relevant field

Capacity Building Manager, Malawi

The Capacity Building Manager will be responsible for implementing and overseeing citizen engagement and citizen oversight components of the project. These include activities aimed at more transparent local budgeting processes and civil society advocacy with local government for improved service delivery.
Job Responsibilities:
· Manage a small team of staff and consultants
· Oversee needs assessments to determine capacity building needs of civil society organizations (CSOs), community based organizations (CBOs), village development committees (VDCs), and area development committees (ADCs) to engage in participatory budgeting
· Create capacity building plans to improve CSO, CBO, VDC, and ADC capacity with emphasis
· Develop trainings and guides for understanding village to district level budgeting process
· Develop trainings and guides in relevant social accountability tools (such as public expenditure tracking, citizen score cards)
· Oversee provision of coaching, technical assistance, and mentoring to CSOs, CBOs, VDC, and ADC
· Create peer learning and networking opportunities among community level groups
· Ensure citizen engagement activities are gender insensitive and fully include women, youth, and other often marginalized voices

Required Qualifications
· A minimum of seven (7) years of progressive experience in capacity building for civil society or local government agencies, including assessing needs and developing capacity building plans
· A minimum of five (5) or more years experience implementing programming related to participatory public planning and budgeting and/or citizen engagement/policy advocacy,
· Demonstrated experience using social accountability methodologies (such as citizen report cards and public expenditure tracking) district or community levels preferred
· Proven experience designing and conducting training for adult learners

Emergency Coordinator, South Africa Region


CARE is seeking an Emergency Coordinator to provide support to CARE Country Offices in the Southern African sub region on emergency preparedness and response. The position is a six (6) month short-term contract targeted to start June 1, 2016 and ending December 31, 2016. The selected incumbent can be based in Kenya, Tanzania, Malawi or Mozambique.
Responsibilities:
  • Monitor the humanitarian situation in the sub region in coordination with the Country Offices (CO);
  • Produce short update reports on the needs and potential risk in the sub region;
  • Facilitate/lead the Emergency Preparedness process in each CO;
  • Identify with the CO the needs in terms of Capacity Building and take action accordingly;
  • During a humanitarian crisis, take part in the decision making process for potential response;
  • Monitor the humanitarian response of the COs through regular field visit and Care International reporting tools;
  • Work closely with the Regional Emergency Coordinator for East and Central Africa on the definition of the priorities for the sub region.
Qualifications:
  • University degree in a relevant field or relevant combination of qualifications and experience;
  • At minimum five (5) years’ experience in humanitarian preparedness, risk reduction and response;
  • Experience in program design, management, implementation, monitoring and evaluation, including Sphere standards, donor relations, security and protection considerations;
  • Experience in scale-up emergency response
  • Experience and knowledge of the South African region;
  • Excellent training, coaching and mentoring skills;
  • High level of writing and communication skills,
  • Willingness to spend high proportion of time travelling away from home, approximately 50% and be deployed with limited notice period;
  • Fluent English, French and/or Portuguese language skills.

Health Economist - Malawi


Program Overview
Pathfinder seeks a Health Economist for an upcoming opportunity in sub-Saharan Africa. The purpose of the project is to support the national government to improve health outcomes for underserved populations.
Position Purpose
The Health Economist will play a leadership role in evaluating the cost efficiency of health interventions implemented in this project including, but not limited to: training activities; staff supervision; clinical procedures; health outcomes etc. These review of cost efficiency will be applied both within the project among various project sites and geographies, as well as compared to relevant international standards for intervention specific DALYs. If and when anomalies in cost efficiencies are identified, the Health Economist will work closely with project staff to determine the reason for variation, and how/if cost efficiency can be improved at a specific site or throughout the program’s catchment area. The Health Economist will also work with key stakeholders and policymakers to promote a value for money perspective in public programming, developing and launching costing tools and tracking mechanisms for sustainable and scalable health programming.
Key Responsibilities
  • Establish methodology for documenting unit costs for training.
  • Establish methodology for documenting costs of service provision per patient for a variety of clinical services including, but not limited to:
    • Provision of FP products (multiple)
    • Cost of treating patients for five most common non-surgical procedures;
    • Cost of treating patients for five most common surgical procedures;
  • Establish a methodology for comparing and tracking costs of services provided per clinic, health center or other appropriate service site.
  • Establish, in collaboration with project staff, methodology for investigating irregularities cost of services.
  • Develop reporting system and dashboard that allows for rapid assessment of cost of service variability through a health network.
  • Adapt cost-benefit and cost-effectiveness analysis tools to inform MOH government budgeting in health
Basic Requirements
  • Master’s degree in economics or related field.
  • Minimum of 2 years of relevant experience and progressively increasing responsibility in the area of health economics related to health care service delivery, particularly at the community health care level in developing countries.
  • Familiarity with costing of health interventions.
  • Professional experience costing health interventions, and reporting on same.
  • General familiarity with health economics literature in low resources settings
  • Strong leadership, analytical, and organizational skills. Demonstrated ability to work both independently and within a team.
  • Excellent interpersonal skills and ability to interact with donor, project stakeholders, in-country collaborators, policymakers and staff at all levels of the organization.
