1. The Orange-Senqu River Commission (ORASECOM) has applied for financing from the African Development Bank (AfDB) towards the cost of the Preparation of a Climate Resilient Water Resources Investment Strategy & Plan and Multipurpose Project for the Orange-Senqu River Basin, and intends to apply part of the agreed amount for this Grant to payments under the contract for the preparation and/or undertaking of:- a Climate Resilient Water Resources Investment Strategy & Plan, Roadmap for the Integrated Water Resources Management (IWRM) Plan, a Resources Mobilisation Framework and a Feasibility Study for a Prioritised Multipurpose Trans-boundary Project.
2. The services under this Assignment include:- (i) undertaking water resources development planning and development of investment strategy & plan, considering water resources availability and use for economic, social and environmental purposes; climate variability & change impacts and institutional mechanisms; (ii) an analysis of strategic & specific actions identified in the IWRM Plan & preparation of a road map for operationalization of an IWRM Plan & cost estimate for further implementation and (iii) feasibility study & analysis of the top priority project from the basin wide investment strategy and plan.
3. ORASECOM now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the AfDB's Procurement Policy for Bank Group Funded Operations dated October 2015 which is available on the Bank's website at http://www.afdb.org.
5. The estimated duration of the services is 24 months and the estimated starting date is 2nd May 2017.

College of Medicine  a constituent College of the University of Malawi seeks to recruit a Director of  Investment and Resource Mobilisation who shall be responsible for developing and managing a resource mobilisation and investment portfolio for the college. This is a new position and requires a highly motivated, knowledgeable and mature person.   This is a three-year performance based contract position renewable based on satisfactory performance and ability to achieve targets.
Duties and Responsibilities  
Reporting directly to the College Principal, the Investments and Resource Mobilisation Director shall be responsible for but not limited to:
  1. Providing leadership and direction in implementing the College of Medicine’s overall Resource Mobilization, fundraising and Investments strategy and implementation frameworks
  2. Providing background research and analysis of potential and viable resource mobilisation, fundraising  and investment opportunities for the College of Medicine
  3. Developing and implementing a fully integrated fundraising and partnership resource mobilization and development strategy for the college
  4. Developing, implementing and monitoring fundraising activities.
  5. Approaching and raising funds from the Alumni, companies, trusts , partners, donors, and foundations within Malawi
  6. Advising on capital structures of new and existing income generating projects /units
  7. Developing winning resource mobilisation and investment proposals  to various  funders
  8. Developing effective high value strategic corporate alliances.
  9. Marketing the College of Medicine to potential partners/donors and funding agencies within Malawi and abroad.
  10. Assisting and guiding the Resource Mobilization  Officers in the development of current fundraising channels, looking for new opportunities to increase income and investment portfolio  for the College of Medicine
  11. Providing guidance and oversight to all income generating units of the College of Medicine
  12. Developing annual budgets for resource mobilisation, fundraising and investment for the College of Medicine.
  13. Providing reports to Management on the agreed timelines for all the resource mobilisation portfolio of the college.
Qualifications and Competences 
  1. At least a relevant Masters degree in Social Sciences, Business Administration, Entrepreneurship, Marketing or any relevant field. Those with PhD in the relevant field will have an added advantage
  2. A thorough understanding and appreciation of national, regional and international trends in financing of Higher education
  3. A thorough knowledge of the working environment and financial challenges the College of Medicine faces and the ability to exploit its potential  to overcome these challenges
  4. A team worker with the proven experience to write winning proposals and positively market College of Medicine.
  5. Proven ability to attract funding from various sources
  6. Wide degree of creativity, latitude and ability to achieve performance targets
  7. Proven ability to work collaboratively in a multidisciplinary team environment

Diploma in Clinical Medicine or relevant medical qualification, 2 to 3 yrs of community health experience required, Certification in Counselling will be an added advantage

Must be of a sober character, Have a high degree of integrity, tact, diplomacy and corporate spirit, Be resilient and able to work well under pressure, Excellent interpersonal and communication skills, Ability to assist others and take on additional responsibilities

In Malawi, CARE works in collaboration with the Government of Malawi and local partners.

CARE Malawi is part of consortium that will be implementing an upcoming programme which aims at reducing poverty and malnutrition in eight districts of Central and Southern Malawi. The project will foster inclusive and sustainable growth in Malawi’s agricultural sector, enhance resilience to climate change, empower women, and improve the nutritional status of women and children, and at the same time increase the competitiveness of marketable, nutrient-rich value chains through support for agricultural enterprises and increased access to markets and finance.
CARE Malawi seeks to recruit qualified persons to fill the following vacant positions for this programme:
Field Officer – 5 positions

The Agriculture Field Officer will report directly to the District Coordinator and will be responsible for implementing interventions in agricultural production, marketing, and processing at the field-level (actual locations to be determined).
Specific duties will include the following:
  • Promote increased production and good farming practices in the target value chains (groundnuts, soy, and orange fleshed sweet potato) at the field-level
  • Implement interventions and training programs for local farmers on improved farming techniques through the introduction of agricultural technologies
  • Implement district-level interventions and extension advisory services that stimulate smallholder farmers’ agricultural production of the target commodities
  • Mainstream nutrition, resilience, and gender into agricultural training and production activities
  • Promote improved agricultural inputs and climate-smart technologies to farming communities, cooperatives, and producer groups
  • Monitor program activities and produce written reports detailing progress
  • Liaise with community stakeholders including Care Groups, VSLAs, and additional women’s organizations
  • Provide support to the Outcome 1 Lead and the supporting Technical Specialists as needed
  • Contribute to district-level M&E, collaborating with M&E Assistants on key agriculture performance indicators
  • Assist with additional assignments in accordance with the needs of the program
Required minimum qualifications
  • Bachelor’s degree in Agriculture, Agronomy, Soil and Crop Sciences, Agricultural Economics or related field
  • 3 or more years of experience implementing agriculture programs and training
  • Knowledge and experience integrating agriculture, nutrition, and resilience programs desired
  • Prior experience working on USAID programs preferred
  • Working knowledge of monitoring and evaluation at the field-level
  • Professional proficiency in English required

Will work under the direction of the Livelihoods Specialist and will support the coordination of the community savings and financial capacity building component of the Malawi Dreams program will lead the referrals to and implementation of VSLA activities liaising with community care and support groups to identify Orphans and Vulnerable Children (OVC), particularly adolescent girls, and their families and link them with existing VSLA groups, in closest proximity to where they live, will be responsible for ensuring that all VSLA and referral standards of practice are followed under the Malawi Dreams program, Will also coordinate with clinical staff and other volunteers to integrate Sexual and Reproductive Health/HIV prevention messages and mobile money where available
Raise awareness with local leaders, Mobilise community care and support groups to target adolescent girls and their families, Train community care and support groups in the implementation of VSLAs, Provide education and counselling on HIV and AIDS and available health services, Promote anti-discrimination and anti-stigma messages within VSLA groups and in the community, Link OVCs especially young adolescent girls and their families with existing VSLAs, Solve issues related to VSLA day to day operations, Monitor VSLA performance and solve any issues related to VSLA day to day operations, Oversee VSLAs share outs and meetings, Collect data form VSLAs and report to Livelihoods Specialist

Familiarity with either VSLAs, Support groups or Community Based Organisations, Literate (able to read and write) and good in arithmetic, Resident of Machinga district preferred, Understands the use of income generation activities as a base for working with communities in a range of social and health issues, Strong mobilisation and facilitation skills, Strong leadership, negotiation and interpersonal communication skills, Good organisational skills and a track record achieving results
