GENERAL DISCRIPTION OF THE JOB 
The Chief Operations Officer will to the Chief Executive Officer and will support the work of the company by focusing on the efficient optimization of day to day operations in the corporation 
KEY RESPONSIBILITIES 
At the direction of the Chief Executive Officer, the Chief operations Officer shall among others, be responsible for the following; 
1. Optimizing the allocation and utilization of limited resources in the most productive areas with the aim of creating maximum value for the corporation's shareholders and stake holders. 
2. Coordinating the development and implementation of the corporation’s integrated strategic plan(ISP) with particular attention to the efficient operational and financial performance of the organization 
3. Ensuring quality assurance of the corporations as pertains to the delivery of electricity to customers and for all other customers services 
4. Implementing appropriate rewards/recognition program; and monitoring and coaching staff in corrective practices and align technical Divisional Heads to the corporation’s goal and aspirations and to identify good practice 
5. Establishing, consolidating and monitoring divisional performance and reporting systems to meet the strategic objectives in the ISP and regulatory report progress and quarterly, semi-annually and annually to Executive management 
6. Maintaining and monitoring staff and staffing levels in he technical divisions, linking knowledge-skills-attributes (KSA) to performance, expectation and motivations to fulfil organizational requirements 
7. Driving staff performance through the organizational performance management systems 
8. Driving performance measures through the organization’s key performance indicators (KPI) including an effective balance of efficiency and effectiveness for the achievements of high level KPI’s 
ESSENTIAL REQUIREMENTS, KEY COMPETENCIES AND EXPERIENCES 
The ideal candidate should have a minimum qualification of a Bachelor’s degree in Engineering and a Masters degree in Engineering, Management, Finance or Economics, with a proven track records of managing strategic institutions of the size and complexity of ESCOM. Those with experience in power ( or electricity) utility will have an added advantage

• Have at least 10 years post qualification experience at top management level in a reputable institution 
• Have good leadership and team building skills 
• Be decisive, self motivated, assertive, and natural teems builder with excellent communication and interpersonal skills

IP Support Engineer (Field Service Operations) – LILONGWE HR14007
Reporting to the Manager Networks he/she will be responsible for:
-       Installation, implementation and maintenance of MTL’s IP network.  This also includes installation and support of customer sites, test and turn up of custom solutions and network documentation
-       Providing customer support on all access and edge network faults as well as customer sites
-       Supporting network moves, upgrades, and changes including hardware installation and configuration.
-       Providing Level 1/Tier 1 technical support to internal and external customers including problem troubleshooting and resolution of network events and outages.
-       Providing IP troubleshooting support to sales demos as requested.
-       IP network equipment, and WAN fault isolation.
-       Ability to travel to MTL and customer facilities, for maintenance and new equipment installation as required.
Skills and Knowledge
-       Working knowledge of Cisco Routers and Switches.
-       Configure and troubleshoot IP routing protocols – BGP, OSPF, and RIP.
-        Experienced with LAN infrastructure – VLAN, Trunking, HSRP.
-       Experience Installing/Troubleshooting WAN circuits – E1/E3/T1/T3.
-       Working knowledge of IP Subnetting
-       Good understanding of TCP/IP network technologies; DNS, DHCP, TFTP, NAT, and SSL
-       Working knowledge of broadband access technologies (xDSL,WiMAX,E1/T1,Ethernet)
-       Working knowledge of WAN Protocols (PTP, Frame Relay, PPPoE, PPPoA etc.)
-       Excellent customer service, interpersonal, and leadership skills.

Monitoring and Evaluation national expert position
Within on-going assignments from the Global Fund to Fight AIDS, Malaria and Tuberculosis, the tasks will include: • Contributions to the conduct of activities related to the appraisal and performance monitoring of health sector development projects in Malawi • Verification of the implementation of health programs with special consideration of aspects relating to M&E and program management.
To best fit into our active, interdisciplinary team we are looking for a professional disposing of the following qualifications:

UNICEF Deputy Representative, Lilongwe

Purpose of the Position
Under the overall guidance of the Representative, responsible for the coordination, planning, development and management of a large-sized  programme of cooperation to improve the status of women and children.

Key Expected Results
1. Directs, coordinates and supervises the activities leading to the preparation of the Situation Analysis for programme development. Periodically updates by monitoring and analyzing the social, political and economic trends in the country that affect women and children.

2. Formulates programme goals and objectives and develops strategies and implementation frameworks. Coordinates preparation of the Country Programme Recommendation, and related documentation.  Analyzes, evaluates and consolidates programme documentation.

3. Provides overall leadership, guidance and direction for programme planning, implementation and analysis through ongoing consultations and intersectoral coordination of activities, exchange of information, and sharing experience to achieve programme objectives.  Coordinates the major programme evaluation exercises, annual/sector review meetings with  government counterparts and  oversees the preparation of annual/programme status reports. Follows up, coordinating the implementation of the programme recommendation to ensure goals/objectives are met.

4. Provides managerial guidance to programme teams on general policy direction and control mechanisms. Identifies and recommends human resources required for programmes.  Ensures appropriate professional development and training of staff.

5. As head of a large section, establishes the overall programme workplan, monitors compliance and performance standards, and provides support and guidance in order to meet objectives.

6. Represents UNICEF in meetings with high level and senior government officials, as well as multi-lateral, bilateral agencies and NGO's; interacts, negotiates and advocates programme goals and strategies. Identifies strategic alliances, and influences policy development to facilitate achievement of programme goals.

7. Undertakes field visits to monitor and assess programme implementation and decides on required corrective action. Assists  government authorities to plan and organize training programmes for the purpose of capacity building and programme sustainability.

8. Monitors development at the international, national, regional and provincial levels. Initiates new approaches and develops methodologies to best meet goals and objectives. Writes position papers for use in the development of the UNICEF global programme policy. Participates in various international/national meetings and workshops.

9. Monitors the overall commitment, expenditure and liquidation of programme funds in accordance with the programme budget allotments (PBA).  Takes necessary action  for optimum use of programme funds.

10. Supports overall management through participation in management meetings within the office, to review major office operations, human resources, programme and administrative budget management.

11. In the absence of the Representative, responsible for the country office as officer-in-charge.

Qualifications of Successful Candidate
Advanced university degree in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.

Ten years of relevant work experience at the national and international levels in social development, management, monitoring and evaluation.

Fluency in English.  Knowledge of another UN language an asset.

Competencies of Successful Candidate
Current knowledge of development issues, strategies, as well as  programming policies and procedures in international development cooperation.

Agriculture Value Chain Specialist for Malawi

The International Potato Center (CIP) is seeking an Agricultural Value Chain Specialist to be based in Lilongwe, Malawi.
The Center: CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world. CIP works with partners to contribute high quality science, technology, and capacity strengthening for sustainable science-based solutions. CIP is headquartered in Lima, Peru, with staff and activities in over 30 locations across Asia, Africa, and Latin America. CIP is a member of the CGIAR Consortium, a global agriculture research partnership for a food secure future. . Its science is carried out by the 15 research centers who are members of the CGIAR Consortium in collaboration with hundreds of partner organizations. The CIP Sub-Saharan Africa (SSA) main regional office is in Nairobi, Kenya. CIP also has offices in 7 other African countries.
CIP is launching a new going-to-scale project building on our successful research work on nutritious orange-fleshed sweetpotato in sub-Saharan Africa. We are looking for energetic researchers and development specialists to lead this effort in key countries in the region and to help us reach farmers and consumers with new and innovative approaches and partnerships.
The Position: The Agriculture Value Chain Specialist will be responsible for the implementation of a going-to-scale project in Malawi to improve nutrition benefits from with pro-vitamin A rich orange-fleshed sweetpotato. This will require managing complex multi-disciplinary partnerships with government, non-governmental implementation organizations and private sector partners and working closely with other CIP scientists based in Malawi, Zambia, and Mozambique. The position will be part of the regional project team and reports to the regionally based Project Leader. The principal tasks and responsibilities comprise the following:
Duties and responsibilities:
• Oversee and coordinate project activities and partnerships in specific districts of Malawi. • Provide technical support to national partners to ensure production and multiplication of high quality foundation planting material. • Manage the collaboration with private sector food processing companies and implement partners from the NGO sector to ensure timely delivery of quality. • Contribute to monitoring and evaluation (M&E), and impact assessment at country and regional levels. • Develop and report against country-level project work plans as part of the regional project management system. • Produce and contribute to scientific publications, policy briefs and other information materials, and participating in regional and international forums. • Participate in national agriculture and nutrition forums to contribute to evidence-based planning and policy development. • Coordinate and participate in periodic capacity building and training events for implementing partners and wider stakeholder groups. • Supervise and/or facilitate associated in-country research activities by national research institutions, CIP and regional or international partners.
Selection Criteria:
• Ph.D. degree in an agricultural economics, nutrition, marketing, or other similar degrees. Specific training related to sweetpotato is an added advantage. • At least 3 years as a project leader in an agricultural research and development context, preferably in sub-Saharan Africa. • A minimum of 2 years hands-on experience working in agricultural seed systems or value chains, preferably with sweetpotato or other vegetatively propagated crops. • A minimum of 3 years hands-on experience working with government, private sector and NGO collaborators in agricultural, nutrition, or value chain projects. • Strong experience with communication technologies as research and development tools. • Solid and up-to-date understanding of M&E, Impact Assessment and scaling-up principles and methodologies. • Excellent written and verbal communication skills in English are required.
• Ability to work in an international agricultural research center, interacting with its staff and managing research programs in a variety of institutional and ecological settings. • A good ability and demonstrated expertise to write, plan research, analyze data and complete timely reports. • Good record of publications and citations. • Aptitude for teamwork, leadership, training, and communications. • Willingness to travel frequently and work under field conditions.
Conditions: The employment contract will be for a three-year term (with a three month probation period) with the possibility of renewal, subject to availability of funding. The salary will be internationally competitive, paid in US dollars, and commensurate with experience. The USAID | DELIVER PROJECT is a USAID-funded global technical assistance project aimed at increasing availability of health and family planning commodities through procurement services and strengthening supply chains in developing countries. The project is implemented by John Snow, Inc.The project is seeking a Deputy Director to manage the implementation of a logistics and commodity security program in Malawi. With the Country Director, the Deputy Director represents the project to the USAID Mission in Malawi, the Ministry of Health (MOH), cooperating agencies, and community organizations. S/He promotes commodity security through collaboration and best practices in the forecasting, financing, procurement, storage, distribution, and information management of health commodities as requested by the MOH and USAID/Malawi. The Deputy Director reports to the Country Director in the project's field office in Lilongwe, Malawi and works closely with project staff members and partners. This is a full-time position requiring on-site presence in Malawi with considerable domestic travel and some international travel.
RESPONSIBILITIES
  • Manage implementation of a parallel supply chain for donor health commodities that is operated by contracted warehousing and transportation providers and lead a team of technical staff supporting the system.
  • Coordination of stakeholders and partners related to the parallel supply chain
  • Monitor design of the parallel supply chain (storage and distribution) to ensure optimum performance and modify as needed to respond to commodities needs and partner needs
  • Monitor contractual obligations of contracted warehousing and transportation providers
  • Monitor performance of contracted warehousing and transportation providers
  • Provide regular reports to USAID, MOH, and other partners on stock status and supply chain performance
  • Provide technical assistance to identify and mitigate risks for and improve service responsiveness of contracted warehousing and transportation provider
  • Quantification, supply planning and pipeline monitoring for USG commodities
  • Assist in defining the process for approval of district orders (based on facility data), development of distribution plans for the third party logistics contractor (3PL), distribution reporting parameters, and monitoring of 3PL services.
  • Overall monitoring of the overall supply (particularly warehousing/transport/delivery) of SDPs by their respective shipment and by the DELIVER run system.
  • Participate in meetings to elaborate staffing requirements and M&E for service delivery and contract performance for the parallel supply chain
  • Provide technical support to the malaria and family planning programs as needed.
  • Support the Country Director to ensure that all technical areas of the project are integrated and maximizing the use of all available resources of the project.
  • Assist the Country Director in managing project operations as needed.
QUALIFICATIONS
  • Graduate degree or equivalent education in international administration, pharmacy, public health, procurement, logistics, supply chain management or work experience.
  • Significant developing country experience in supply chain management. Five or more years experience in operations and supply chain management (e.g. warehousing, contract management, distribution) required.
  • Work experience with both private sector and public sector is desirable but not required.
  • Proven ability to effectively network and negotiate with host government agencies, USG representatives, managers, and contractors, and NGO community. Proven success in engaging USAID and senior local government clients. Strong representational and interpersonal skills.
  • Proven success in managing and implementing USAID-funded public health programs in a developing country context..
  • Proven ability to rapidly analyze an existing situation, understand its strengths and weaknesses, and build on its strengths to achieve program objectives. Strong advocacy skills and ability to identify and negotiate for appropriate next steps.
  • Proven ability to manage workplan activities and budgets.
  • Solid experience in managing, motivating, and supervising teams. Proven capacity to work independently and to function as an effective member of a multi-disciplinary team.
  • Excellent written and oral communications skills in English
  • Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint; familiarity with Pipeline Software and Quantimed Software is a plus.

Technical Director

The Technical Director is a senior management team member and provides input on strategic direction and decisions about the country program. The Technical Director may be requested to serve as the Acting Country Director. The Technical Director is responsible to the Country Director for the technical design and coordination of all EGPAF program activities in country. The Technical Director will work closely with the EGPAF global technical units on the overall technical direction and soundness of the program as well as with the Ministry of Health, EGPAF in-country team and EGPAF sub grantees and other partners.
Job Responsibilities: •Overall responsible for the technical direction of the EGPAF country program in liaison with the Country Director and EGPAF HQ Technical Officers •Provide strategic technical direction for the EGPAF country program in harmony with Ministry of Health and EGPAF global strategic and technical directions •Coordinate and ensure activities are implemented as planned in a well-organized manner •Lead the overall EGPAF in-country program planning, implementation and coordination of all technical program activities. •Support the Ministry of Health in development and revision of technical guidelines, national strategic framework, operational plans, research priorities and policy development particularly in HIV services and health systems •Support the Ministry of Health in capacity building of health care workers and district health offices in service delivery and health systems management •Provide strategic direction and closely work with the team in work-plan development for the EGPAF program •Review and finalize technical, monthly, quarterly and annual program and donor reports •Collaborate with the Country Director and financial team to develop program budgets, review program expenditures and make program course adjustments as needed. •Identify opportunities for resource mobilization and actively contribute to leading and participating in the development of program proposals. •Provide technical leadership in research formulation of EGPAF research priorities including support to research grant proposal developments, ethical clearance and conduct of the studies in an ethical manner •Manage and lead technical personnel and teams in-country in line with the approved country structure •Represent EGPAF in local, regional and international technical meetings and conferences •Actively lead the documentation of best practices and publications •Provide leadership to advocacy initiatives as an integral part of program management •Support the Country Director to maintain and inform key donors of technical direction of the program. •Work closely with the Country Director and the Operations Director to ensure collaboration across team and that compliance with policies and regulations are achieved
Required Qualifications
•Medical Doctor with a Master’s degree in Public Health (MPH) or its equivalent and with at least 10 years’ experience in HIV/AIDS/TB care, treatment and prevention. •At least 3-5 years’ experience working on health systems strengthening. •At least 10 years’ experience working in a developing country context; •Experience working and coordinating with MOH, donors, NGOs, USAID/CDC •Excellent English oral and written communication skills •Excellent computer skills including MS Windows, Word, Excel, PowerPoint , outlook, email, internet, etc. •Strong analytical and report writing skills. •Willingness to travel within Malawi up to 25% of the time
