Plan has been working in Mozambique since 2006 helping children to access their rights to Protection, Health and sanitation, Education and Economic Capacity Building. We implement a Child Centred Community Development (CCCD) approach, focusing on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children and their families. The overall goal of Plan Mozambique is the Improved well-being of Children.
Plan Mozambique are currently seeking a Head of Programmes who will provide strategic leadership to high quality programmes delivering positive change for children and communities in accordance with Plan’s global strategy and approach.
Accountable for the overall performance of the Programmes Department, you will oversee all aspects of programme management and lead the development and evolution of the Country Strategic Plan and its subsequent operationalisation. You will provide leadership, coaching for results and providing support to the programmes team as well as in their individual development and performance management. You will ensure that the teams work in an integrated manner to optimise the impact of the programme portfolio. As a representative of Plan in Mozambique, you will create effective networks and partnerships with likeminded organisations for overall enhancement of the programmes and profiling of the organisation.
You will be a highly experienced leader with proven skills in the development and management of effective and motivated teams. With demonstrable experience designing and leading strategic planning processes, significant knowledge of key programme areas such as child protection, education, livelihoods, disaster risk management and a sound understanding of integrated development issues and critical analysis of child poverty you will bring passion, determination, and fresh thinking to our work, with the aim of expanding both our reach and our impact, and making change work for millions of children. Previous experience in ongoing conflict or post conflict areas would be advantageous.
Location: The position will be based at the Country Office in Maputo with frequent travel to the Programme Units and other field’s offices and communities.

Objectives

The Human Development Department (OSHD) is in charge of the Bank’s interventions in the social sector (including education, health and social protection). The Department carries out its work within the overall goal of poverty reduction and in conformity with established Bank policies and strategies on education, health, and social protection. The Department includes three Divisions: (i) Health, (ii) Education, Science and Technology, and (iii) Poverty Reduction and Social Protection. The OSHD is guided by the Bank’s Human Capital Development Strategy which focuses on increasing competitiveness and employment opportunities; ensuring value for money and accountability for improved service delivery; and   ensuring inclusion and social cohesion.

Duties and responsibilities

Under the general supervision of the OSHD.1 and OSHD.3 Division Managers, the incumbent will carry out the following duties and responsibilities:
  • Provide operational support to OSHD.1 and OSHD.3 Division Managers and OSHD Lead Sector Expert;
  • Manage each division's database and perform any task related to data entry and analysis as required;
  • Manage the electronic data archiving system of the two Divisions (OSHD.1 and OSHD.3) in collaboration with the OSHD.2 Operations Assistant and the OSHD Portfolio Analyst;
  • Establish a database to track disbursements, on-going projects, aged projects-related disbursements, problem projects, potential problem projects and those to be supervised;
  • Monitor projects to be implemented and those whose last disbursement dates need to be extended;
  • Facilitate training on the use of the Bank-wide Project Processing Schedule (BPPS) to ensure teamwork, transparency and accountability in the process of reviewing operations for Bank documents to be submitted to the Board for approval or information;
  • Ensure regular information update on projects included in loan programmes;
  • Support Division Managers, Lead Sector Experts and OSHD Project Managers in managing OpsCom's schedule and coordinate with teams, as appropriate, including the two regional resource centres and field offices;
  • Assist in preparing documents, briefing notes, spreadsheets and correspondence necessary to manage projects / programmes;
  • Take notes during meetings, draft correspondence and prepare minutes as requested;
  • Coordinate matters related to SAP, BPPS and other information technology aspects with CIMM, and provide assistance to Division Managers, Lead Sector Experts and Project Managers;
  • Manage all logistics issues-related to OpsCom's weekly meetings and organize other meetings, appointments, lunches and events to ensure these activities are responsibly managed;
  • Perform any other operational support duties requested by OSHD Management; and
  • Perform any other duties deemed necessary to Division Managers.

Selection Criteria

  • At least a Bachelor degree or its equivalent in public administration, management, Information Technology or related field.
  • At least five (5) years relevant practical data management experience, with progressively higher responsibilities in an international organization.
  • Excellent written and verbal communication skills in English and/or French, with a good working knowledge of the other language.
  • Sound knowledge of typing and word processing is highly desirable.
  • Proven high level initiative, enthusiasm and team spirit.
  • Excellent organizational and interpersonal skills.
  • Knowledge of the Bank’s standard software (Word, Excel, Access and Power Point); knowledge of SAP will be an asset.

Duties and responsibilities

The Chief Climate Finance Specialist will work under the general supervision and guidance of the Manager, Environment and Climate Change (ONEC.3). His/her core duties/responsibilities will include the following:
Policies, strategy, and frameworks
  • Act as the department's focal point for climate change and climate change finance including coordination of the Climate Investment Funds (CIF);
  • Assist in the preparation of climate change policies, strategies, and action plans;
  • Analyze climate change content of projects;
  • Participate in policy dialogue to mainstream climate change mitigation and adaptation; and,
  • Provide input to operations teams on policies and strategies related to climate change.
Operational advice and support
  • Participate in country teams and provide climate change-related inputs for Country Strategy Papers (CSP’s).
Promotion of regional cooperation
  • Develop regional strategies and work on concepts leading to joint country or regional projects or activities; and,
  • Provide guidance and advice on co-financing opportunities for climate change initiatives.
Resource Mobilization
  • Lead the mobilization of resources for the implementation of climate change programs by developing partnerships with existing sources of finance, international conventions, and donors.
Knowledge sharing
  • Provide input on actions which can be taken to build climate change awareness and capacity at the country level;
  • Coordinate with other divisions and departments on country level climate change initiatives;
  • Support senior management and represent the Bank in conferences/workshops on climate change and climate finance;
  • Assist sector specialists in climate change mitigation and adaptation issues, particularly in the area of access to special climate change funds; and,
  • Coordinate the Bank’s annual Climate Finance Tracking and Reporting requirements.
Staff and Consultant Support
  • Provide leadership and support to multidisciplinary teams and ensure the overall quality of work;
  • Support climate change and climate finance specialists in ONEC;
  • Provide coaching and mentoring to team and individuals on climate finance and ensure their on-going learning and development; and,
  • Coordinate assigned tasks of consultants recruited under the Climate Investment Funds (CIF).

  • At least a Master’s degree in disciplines related to climate change, climate finance or a comparable discipline;
  • Preferably a minimum of seven (7) years relevant professional experience in development of climate change and climate finance operations, project management, policy formation, capacity building;
  • Proven written and analytical skills in designing climate change and/or climate finance operations; ability to initiate innovative approaches and  originality at work; sound analytic, conceptual and strategic thinking;
  • Excellent technical and analytical skills and established track record of excellence in operational and policy work related to climate change;
  • Updated knowledge of the critical climate change and climate finance issues and initiatives;
  • Experience working on operations in the private sector and the public sector;
  • Proven ability for team-working and multi-tasking; great facilitation, communication and computational skills; resourcefulness, attention to details and client orientation;

Duties and responsibilities

The Senior Environment and Climate Change Specialist will work under the general supervision and guidance of the Manager, Environment and Climate Change (ONEC.3). His/her core duties/responsibilities will include the following:
Policies, strategy, and frameworks:
  • Contribute to the development of Bank policies and strategies in close collaboration with other Bank experts;
  • Review and contribute to the mainstreaming of environment and climate change issues, including safeguards, into projects and/or initiatives developed by Bank experts in departments within and outside of the Vice Presidency for Infrastructure, Private Sector and Regional Integration (OIVP).
Compliance with environmental and social requirements
  • Ensure compliance of operations with the Bank’s environmental and social safeguards, policies, and guidelines consistent with the Bank’s Integrated Safeguards System (ISS);
  • Provide technical guidance to clients on the preparation of necessary documentation, including but not limited to Environmental and Social Impact Assessments (ESIAs), Resettlement Action Plans (RAPs), Environmental and Social Management Plans (ESMPs), Environmental and Social Management Frameworks (ESMFs) and Environmental and Social Management Systems (ESMSs).
  • Prepare Request for Categorization Memorandum (RCM)  for project categorization; ESIA/RAP, ESMP and ESMF Summaries before submitting to the Environment and Social Safeguards and Compliance Division (ORQR.3) and posting on Bank’s website;
  • Prepare Climate Screening Memorandum, and propose adaptation measures and mitigation measures as appropriate;
  • Prepare and/or contribute to technical reports and other environmental and social and climate change documentation required in processing Bank operations;
Project management:
  • Support Department’s staff in identifying, preparing and implementing programs, projects and project’s components to address environment and climate change issues including the promotion of activities and investments in sectors that have enable climate change mitigation and/or adaptation;
  • Support Department’s staff in supervising programs, projects and project’s components to address environment and climate change, including responding to monitoring and reporting project cycle requirements.

Resource Mobilization:
  • Contribute to the coordination of Environment and Climate Funds within the Bank;
  • Support the mobilization of resources for the implementation of environment and climate change interventions by developing partnerships with existing sources of finance, international conventions, and donors; and,
  • Help RMCs and Sponsors access Climate and Environmental Finance tools, and help develop and implement Bank’s in-house financial tools.
Knowledge Development: 
  • Keep on top of climate change and environment issues by being well informed of evolving steps with respect to the climate change international agenda.
Undertake any other task as the Director ONEC and/or the Manager ONEC.3 may assign.
