Job Opportunities at National AIDS Commission (NAC)


Management International’s client, the National AIDS Commission (NAC), established by the Government of Malawi in 2001 to coordinate and provide leadership to the national response to HIV and AIDS in Malawi, seeks to engage the services of a highly motivated, pragmatic, competent and dynamic individuals with the right skills mix and now invites applications for the position indicated below.
ADVOCACY OFFICER (1 POSITION) – RE-ADVERTISEMENT
THE JOB
Reporting to the Head of Behaviour Change Interventions, the incumbent will be responsible for coordination and strengthening of advocacy programmes in the national response to HIV and AIDS. The ideal successful candidate will be expected to perform the following key duties and responsibilities:
  1. Coordinate with implementing partners in order to ensure synergies around gender, human rights and other cross cutting issues in HIV programming.
  2. Build and manage strategic partnerships for implementation of rights based and gender sensitive HIV programming.
  3. Ensure that gender, human rights and other cross cutting issues are adequately addressed in HIV and AIDS programmes in tandem with national strategic priorities.
  4. Provide technical support and guidance to implementing partners and other stakeholders on advocacy interventions for adolescents, youth, women, key populations, People Living with HIV (PLHIV), other vulnerable and marginalized groups, as per national HIV Strategic Frameworks.
  5. Ensure accountability and meaningful engagement of key and vulnerable populations in the HIV response, in line with the current national strategic and other relevant human rights and gender frameworks.
  6. Conduct monitoring, supervision, documentation and reporting of programme-related activities, through field visits, analysis of partner reports, external assessments and evaluation reports, and feedback from stakeholders.
  7. Assist in the development of national policies, strategies, programmes and standards for HIV and AIDS advocacy
  8. Monitor and document national, sub-national and relevant global developments on human rights, gender and their impact on the national HIV and AIDS response.
  9. Maintain a database of strategic and program information including work policies; strategies; programmes; networks; capacity building outputs, resources and opportunities.
  10. Ensure sharing of information, tools and best practices on human rights, gender and HIV with local, national and international partners.
  11. Support planning and implementation of relevant national advocacy events and campaigns with key partners.
MONITORING AND EVALUATION OFFICER (1 POSITION)
THE JOB
Reporting to the Head of Planning, Monitoring, Evaluation and Research, the incumbent will be expected to coordinate monitoring and evaluation activities within NAC and continuously assess the progress of HIV/AIDS indicators in Malawi. The ideal successful candidate will be expected to perform the following key duties and responsibilities:
  1. Ensure that the HIV and AIDS related Monitoring and Evaluation frameworks and systems are effectively operational;
  2. Ensure that relevant HIV and AIDS related Monitoring and Evaluation plans are being implemented, reviewed and reported on;
  3. Monitor and evaluate implementation and impact of HIV/AIDS/STI programmes and interventions at all levels using relevant systems, tools and databases;
  4. Monitor relevant indicator trends and prepare reports for programme planning and related decisions;
  5. Continuously analyse data, perform statistical modeling and formulate projections and compile reports;
  6. Facilitate monitoring and evaluation training of implementing partners and stakeholders:
  7. Provide leadership to the monitoring and evaluation technical working group;
  8. Ensure the most efficient and effective data collection, management, storage validation, retrieval and reporting system for indicators is in place
  9. Produce quarterly, annual and other ad-hoc reports using relevant format and data sources.
  10. Participate in research design, management, execution and reporting.
  11. Assist with the development of national policy, systems, frameworks and guidelines for monitoring and evaluating HIV/AIDS and its impact.
  12. Ensure good working relationship with Ministry of Health and Population, National Statistics Office, Information providers, International research organizations, Academic institutions, Sectoral support managers for Districts, the Public and Private Sectors and Non-Governmental organizations in M&E. related endeavors
  13. Any other duties as assigned by management from time to time
EMPLOYMENT TERMS FOR THE POSITIONS
An attractive package will be offered to the successful candidates, who will be appointed on a fixed 3 year contract, which may be renewed based on satisfactory performance.
