The U.S. Embassy Malawi is seeking eligible and qualified applicants for the position of Asistant Facilities Manager.
BASIC FUNCTION OF POSITION:
Serves as an Assistant Maintenance Supervisor within the Facilities Maintenance Section (FMS) for the US Embassy and supervises the day-to-day functions of the Facilities Maintenance Program for all US government owned office and functional properties and operations that are specifically related to special maintenance and construction projects. The incumbent supervises landscaping and custodial operations. The incumbent reports directly to the Post Facilities Manager (FM).
Major Duties and Responsibilities
Facilities Maintenance
In conjunction with the Post FM, assists the FM in planning, developing, and supervising the operation, maintenance, repair and renovation of U.S. government owned buildings and compounds. The incumbent conducts periodic inspections buildings and grounds to identify gardening and janitorial related maintenance, repair, upgrade, renovation, and budget requirements. Supervises and reviews work performed by FSN, PSA and contractor personnel to ensure that maintenance and repair services are performed according to ICASS standards and special project work is performed in accordance with contract specifications. For equipment requiring factory servicing identifies specific problems and provides factory service representatives with an assessment of the repairs to be made. Recommends materials for stock and establishes required levels dependent on frequency of use.
Assists the Facility Manager in the following program management activities:
- Maintains appropriate internal controls to preclude waste, fraud and abuse of USG resources, including internal controls of 7901, 7902, 7666, 7561, and 7563 OBO funding allotments.
- Oversees proper use of tools, equipment, and spare parts required for supporting Post landscape and janitorial maintenance programs ensuring accountability and preventing fraud, theft and waste.
Special Projects Coordination
When assigned serves as the primary POC (point of contact) for special M&R (maintenance and repair) projects. The incumbent prepares SOW (statement of work) for special maintenance and construction projects. Conduct onsite visits and pre-bid meetings with prospective contractors. Assist in the review and technical evaluation of offers from contractors. After award, serves as POC and QAE during performance of work by contractors. When designated by the Contracting Officer acts as Contracting Officer Representative (COR).
Monitors safety practices for facilities maintenance operations, reports deficiencies to Safety Office, and provides recommended corrective actions. Recommend and advise on purchase of safety supplies and equipment.
Qualifications Required for Effective Performance
- Education: High school diploma in facility management and a license in a trade are required.
- Prior Work Experience: At least two years of experience in one or more of the following areas: office administration/management, supervision, facility maintenance and repair, construction, landscaping, janitorial services.

- Language Proficiency (list both English and host country language(s) proficiency requirements by level (II, III) and specialization (speak/read):
Level IV proficiency in English is required. - Job Knowledge: Good working knowledge of building and grounds maintenance operations is required. Must have good knowledge of maintenance trade, tools, equipment and standard maintenance practices and procedures. Must have good knowledge of safety, safety equipment and procedures.
- Skills and Abilities: Must have proficient skills in writing and expression. Needs good interpersonal skills to deal with all types of customers and must have a good customer service orientated attitude. Must be computer literate and have administrative/management skills. Ability to identify deficiencies and recommend cost-effective corrective actions.
Must have or be able to obtain top secret clearance.
Position Elements
- Supervision Received: Reports directly to the Facility Maintenance Manager within the Management Section of the U.S. Embassy.
- Supervision Exercised: Has supervisory authority as delegated by the Facility Manager.
- Available Guidelines: 6 FAM, 6 FAH. Only limited other guidelines are available, normally in the form of written or verbal instructions; OBO standard maintenance and operation practices are the primary guides.
- Exercise of Judgment: Ability to analyze program needs and problems and react independently as needed to make corrections.
- Authority to Make Commitments: Independently authorizes and commits USG resources and personnel as required to ensure availability and reliability of facilities and equipment. Authorized for expenditures of petty cash transactions up to $500.
- Nature, Level, and Purpose of Contacts: Contacts with American staff at all levels within the Mission as well as Engineers, contractors and M/OBO personnel as necessary to administer assigned segment of the facility maintenance organization.
- Time Expected to Reach Full Performance Level: 3 months.
