Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
In 2005, CHAI signed a Memorandum of Understanding (MoU) with the Government of Malawi (GoM) to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen Malawi's lab system, and scale-up an integrated nutrition Program for children. CHAI's support to Malawi has expanded to include Human Resources for Health (HRH), Vaccines (pneumococcal and rotavirus), and Health Financing.
Position Overview:
The Clinton Health Access Initiative (CHAI) seeks an Associate, HIV Prevention Market to help the Government of Malawi (GoM) address challenges and barriers in adopting HIV prevention drugs and self-testing. The Associate will be based in Lilongwe, Malawi and will report to the Program Manager, HIV Prevention Market within the Evidence for Impact Cluster.
The Associate will work in projects quantifying the policy adoption and implementation gaps, helping the government make health financing policy decisions through targeted use of collected data. The Associate will also support the program's work on assisting the MoH with planning and budgeting, designing and implementing various HIV health reforms, driving operational efficiencies and tracking outcomes and impact in the health sector specific to HIV Prevention.
The Associate will work very closely with all departments of the MoH, particularly the Department of Planning and Policy Development (DPPD), in addition to cooperating on a regular basis with donors, NGOs, and civil society. This position will have direct and immediate impact on the lives of thousands of patients. It presents an opportunity to work very closely with a government that is committed to finding opportunities for sustainable HIV Prevention drug and self-testing policy, providing strategic advice and developing tools that will deliver improved healthcare for the people of Malawi.
Working in close collaboration with MoH, the Associate, HIV Prevention Market will:
- Serve as a trusted technical advisor to the MoH on a broad range of and HIV Prevention issues, enabling MoH to mobilize more resources into the sector and distribute them equitably, effectively and efficiently;
- Collect, clean and analyze data on various areas of the HIV Prevention to quantify the available resources, costs and gaps in the sector to inform planning and budgeting;
- Provide technical support on the adoption of Program-Based Budgeting across the Ministry of Health and broader public financial management reform processes;
- Assist the MoH with the creation and prioritization of a new sector-wide strategic plan and an essential health package;
- Provide analytical support to the MoH with the design and implementation of various HIV Prevention reforms;
- Provide additional support to MoH on Global Fund grants/financial management, including but not limited to: facilitate timely and accurate reporting; improve process for budget submissions to the Local Fiscal Agent; ensure linkages between the Concept Note strategy and implementation, e.g. the reprioritizing and reprogramming of funds;
- Provide stop-gap support on the dissemination of the HIV National Strategic Plan 2015-2020's National Operational Plan and alignment of activities across government and partners, including capacity building for the Global Fund Principle Recipients;
- Support the development of investment cases for disease programs and health systems areas;
- Support the creation of strategic and operational plans and analytical tools to drive service delivery efficiencies in infrastructure, human resources for health, medical equipment, essential medicines and supply chains;
- Liaise with all stakeholders in the health sector to drive evidence-based operational and policy changes;
- Assist in building capacity at all levels of the MoH; and
- Perform any other duties assigned by the Program Manager.
- A minimum of a Bachelors' degree from a well-recognised, high-calibre institution;
- A minimum of 2 years' professional experience
- Strong analytical skills and advanced technical proficiency with MS Excel and PowerPoint (analytical skills and proficiency levels will be tested during recruiting process);
- Demonstrated experience building and analysing quantitative models to inform decision-making, including experience developing or evaluating financial models;
- Natural ability to build strategic relationships and interact with individuals of different backgrounds;
