PROGRAM MANAGER - PRIMEIRAS E SEGUNDAS PROGRAM


The purpose of the Program Manager (PM) position is to provide overall leadership and coordination for ensuring the implementation and accomplishment of the objectives of the Primeiras e Segundas Program under his/her responsibility in line with CARE-WWF Alliance Mozambique vision, goal, objectives and program principles, standards, approaches and Strategic Plan. The PM must be sensitive to gender issues and capable of integrating basic gender concepts into programming. S/he understands principles and practices of biodiversity conservation.
In consultation with the CARE-WWF Alliance Steering Committee for Mozambique, and in collaboration with the project staff, she/he develops annual implementation plans and budget, allocates appropriate resources to accomplish the plan, secures qualified staff and ensures that an appropriate monitoring system is in place to track progress and deviations of project implementation, including appropriate oversight and supervision of sub-grantees and their implementation process. To promote the highest level of staff performance the PM ensures that all supervisors provide coaching and counseling to the project staff. He/she establishes and maintains effective working relationships with key government partners and NGOs working in the same areas.

Primary Skills:
  • Advanced University Degree (Masters) in Agriculture, Environment or Natural Resources Management, Rural Development, or related field
  • Minimum 7 years of professional working experience in livelihoods or agricultural development, and natural resources management, including at least 5 years of experience at the international level. Part of that experience must be in the field involving project/Programme management as well as multi-partner management and co-ordination;
  • Experience in conducting needs assessments, programme designs, team leadership and management, and results-based management, monitoring and evaluation;
  • Demonstrated ability to effectively negotiate and partner with communities, government officials, donors, and other stakeholders
  • Demonstrated understanding of local culture, administrative systems, and local Mozambique government institutions
  • Ability to communicate effectively in both English and Portuguese, both in written and oral form
  • Strong MS Office skills, including Word and Excel
  • Proven experience in development and coordination of large programmes, with strong project management skills at the international level and leadership skills.
  • Ability to open doors and build relationships of confidence with senior contacts in government, business, NGOs, civil society and the donor community.
  • Experience in proposal writing and fundraising.
  • Excellent negotiation, diplomacy and lobbying skills.
  • Familiarity and adherence to CARE and WWF’s values
