Finance and Administration Manager (Grade : M3)


Applications are invited from suitably experienced and qualified candidates (both men and women) to fill the vacant position of Finance and Administration Manager at the Higher Education Students Loans and Grants Board (HESLGB) immediately.

The Organization
The Higher Education Students Loans and Grants Board (HESLGB) was established by a Parliamentary Act No 2 of 2015 with an overarching mandate of facilitating and implementing the efforts of Malawi Government through its Ministry of Education in increasing access to higher education by providing loans to deserving needy students who have been registered in accredited institutions of Higher learning both public and private in Malawi. Resultantly, HESLGB has also to facilitate processes of loans recovery from students that benefitted from such student loan facility since 1985/86 academic year.

Job Summary:
The incumbent is responsible for the formulation and maintenance of policies that will facilitate the effective management, supervision, control and direction of matters relating to financial and human resource management affairs of the Secretariat.
Key Responsibilities and Duties
  • Coordinates preparations of budget estimates for the Secretariat and control of the budgets;
  • Plan, organize and follow-up bank transactions and cash flows to facilitate activities of the Secretariat;
  • Designs proper accounting systems and controls for the efficient management of funds and stores;
  • Prepares statement of accounts;
  • Prepare payment vouchers and cheques;
  • Prepares monthly, quarterly and Annual financial reports;
  • Prepares and manages staff payroll for the Secretariat;
  • Responds to accounting and audit queries;
  • Monitors the Secretariat’s expenditures;
  • Coordinates the Secretariat’s expenditures and consolidation of monthly expenditure returns;
  • Makes input into policy formulation and policy review on financial and human resources management;
  • Handles all human resources related issues within the prescribed institutional policy framework and the national labour legal provisions;
  • Provides technical advice to management on good financial management;
  • Evaluates and reviews financial management systems and controls from time to time and recommends necessary improvements;
  • Performs any other duties as may be assigned by the Executive Director.
Person Specifications:
The ideal candidate for the position of Finance and Administration Manager must have:
  1. A Bachelor of Accountancy, plus professional qualifications such as ACCA, CPA or CIMA.
  2. At least 5 year’s management experience in a busy environment.
  3. Analytical, accurate, and deadline driven
  4. Proficient skills in Microsoft Office (MS Word, Excel and Access).
  5. Demonstrable administrative skills.
  6. Working knowledge of public accounting systems and procedures.
  7. Working knowledge on public financial management and reporting systems and procedures.
  8. Excellent written and communication skills.
  9. Working knowledge of accounting packages such as SAGE.
  10. Should be matured, self-starter with commitment to meet tough deadlines in most operations.
