Recruitment at Malawi Electoral Commission 2017


The Malawi Electoral Commission (MEC) invites applications from suitably qualified persons of Malawi origin to fill the following vacant position:

Director of Legal Services (Grade C3) 

Job Function
Reporting to the Chief Elections Officer, the incumbent will be responsible for leading electoral reform matters and all the Commission’s legal related activities.
Duties
  • Performing the role of in-house legal consultant for the Commission in all its operations.
  • Managing litigation matters of the Commission and liaising with external legal counsel
  • Maintaining his/her own caseload of important litigation matters.
  • Taking lead in electoral law reform in consultation with various stakeholders as necessary.
  • Ensuring that all necessary policies and codes of conduct for the effective running of the Commission are in place and properly reviewed based on developments in operations and the laws.
  • Ensuring that the Commission adopts the highest standards of corporate governance in line with international best practice,
  • Developing and facilitating an effective framework for the management of legal risks and ensuring that all directorates take ownership and accountability in the management of these risks
  • Researching electoral law issues and drafting legal memoranda and position papers.
  • Advising the Commission on and taking part in conflict management.
  • Preparing and implement the departmental budgets.
Experience
  • A minimum of 5 years working experience
  • Demonstrated experience in handling litigation of electoral matters.
  • Demonstrated experience in conflict management and handling arbitration matters; and the ability to think creatively so that non-litigation strategies are used to resolve grievances.
  • Substantive knowledge of electoral laws and current issues in electoral matters.
  • Good organization skills with strong follow-through and the ability to meet deadlines
  • Ability to withstand pressure from stakeholders and to remain focused.
Person Specifications
  • Degree in Law from a recognized University. Those with a master’s degree will have an added advantage.
  • Admitted to practice law in the Supreme Court of Malawi, High Court and Courts subordinate thereto.
  • Very good knowledge of electoral laws and the Constitution of Malawi
  • Good knowledge and experience of HR rules, policies and practices and the Malawi Labour laws.
  • Proven ability to prepare legal drafts. Excellent command of written and spoken English.
