The Anti-Corruption Bureau is established by an Act of Parliament to receive and investigate complaints of alleged or suspected corrupt practices; to prosecute offences under the Corrupt Practices Act; to investigate and report on the conduct of any public officer which is connected or conducive to corrupt practices; to take necessary measures for the prevention of corruption in public and private bodies and to solicit public support in the fight against corruption. ACB is in the process of recruiting suitable persons to fill vacant posts as follows:
Job Title : Monitoring and Evaluation Officer (G7/I)
Division : Directorate
Responsible to : Senior Monitoring and Evaluation Officer
Responsible to : None.
Duty Station: Lilongwe
Purpose of the Job To coordinate the planning and research activities in the Bureau.
Key Duties and Responsibilities
  • Collecting, collate and analyse data,
  • Producing periodic monitoring and evaluation reports
  • Reviewing monitoring and evaluation framework and system
  • Assisting in developing indicators and targets;
  • Developing Project proposals;
  • Monitoring and evaluation of projects;
  • Participating in monitoring and evaluation sub-committee meeting.
  • Participating in the budgeting process
Qualifications and Experience
  • Bachelor Degree either in Economics, Statistics, Agricultural Economics or Development Studies.
  • Two years work experience in a similar job
Job Title: Internal Auditor (57/I)
Division : Directorate
Responsible to : Senior Internal Auditor
Responsible for : Assistant Internal Auditor.
Duty Station: Lilongwe
Purpose of the Job Leading the internal audit unit and providing appropriate assurances to management.
Key Duties and Responsibilities
  • Supervising the Internal Audit activities.
    Auditing all stores, cash assets and other properties belonging to the Bureau in accordance with the Public Audit Act and the Public Finance Management Act.
  • Advising, guiding and assisting accounting staff as well as management on understanding and implementing financial procedures and regulations.
  • Supervising Audit staff to ensure effective, coordinated and consistent delivery of internal audit services.
  • Preparing regular internal audit reports.
  • Reviewing and updating control systems in accordance with laid down financial instruments.
  • Conducting risk assessment and mitigation interventions to avoid situations from deteriorating,
  • Assessing the impact of external factors such as economic, social, ethical, environmental and customer expectations.
  • Conducting performance appraisal to staff.
Qualifications and experience
  • Degree in Auditing or Accounting plus professional qualification such as CIA,CIMA, ACCA
  • Three years working experience as an Auditor
Job Title: Corruption Prevention Officer (G7/I)
Division: Corruption Prevention
Responsible to :  Senior Corruption Prevention Officer
Responsible for :  N/A
Duty Station: Blantyre, Zomba
Purpose of the Job
To take necessary measures for the prevention of corruption in public bodies and private bodies.
Key Duties and Responsibilities
  • Examine systems and procedures.
  • Conduct institutional audits/enquiries.
  • Facilitate establishment of coalitions with stakeholders.
  • Initiate review and formulation of strategies for the prevention of corruption.
  • Review draft legislation or proposal for new legislation that might have areas of concern regarding fraudulent and corrupt practices.
  • Facilitate fraud and corruption workshops and trainings in client’s institutions.
  • Conduct follow up exercises in order to secure and monitor implementation of recommendations made to client institutions.
  • Facilitate the framing and implementation of fraud and corruption instruments e.g. Code of Ethics, fraud and corruption prevention policies, guidelines (gift, whistleblower, hospitality, entertainment, conflict of interests etc)
  • Conduct spot checks during examination, airports and boarder to check compliance with laid down procedures, systems and policies.
  • Initiate and conduct research on corruption related issues.
  • Assess capacity of institutions to effectively implement fraud and corruption programmes within their institutions.
Minimum Qualification and Experience
  • First Degree in a relevant field.
  • Two years experience.
Job Title : Report Centre Officer (G7/I)
Division: Investigations
Responsible to : Senior Report Centre Officer
Responsible for : Assistant Report Centre Officers
Duty Station: Lilongwe
Purpose of the Job
To manage and supervise the receipt and processing of all complaints/reports received by the Bureau.
Key Duties and Responsibilities
  • Attending to all complainants who come to the Bureau in person to give complaints, report or other information of alleged or suspected corrupt practices.
  • Conducting performance appraisals for Assistant Report Centre Officers.
  • Supervising Assistant Report Centre Officers.
  • Summarizing all complaints received.
  • Giving advice to complainants.
  • Drafting referral letters.
  • Organizing complaints review meetings.
  • Attending monthly case management committee meetings.
  • Preparing reports on activities of report centre.
  • Carrying out preliminary enquiries.
  • Inputting complaints data into Complaints Data Capture System
Minimum Qualification and Experience
  • Bachelors Degree in any relevant field
  • A minimum of two years working experience in Report Centre work/Investigations
Details of the Post are as follows:
  1. Employment will be on a three (3) year contract period, renewable depending on performance.
