Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Human Resources plans, acquires and manages human resources to help implement IAEA programmes. The Division delivers the full spectrum of HR services, including organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.

The Recruitment and Staff Development Section provides HR services to the IAEA's technical programmes, and advice to managers in the areas of talent acquisition, development, and performance management. The Section consists of two Units. The Recruitment Unit is responsible for talent acquisition, testing, placement and promotion. The Staff Development Unit is responsible for the planning and delivery of training courses, and for monitoring performance management.

Main purpose

Working under the supervision and guidance of the Unit Head, the Associate Recruitment Officer contributes to the successful and efficient recruitment of staff for specific Departments.

Role

The Associate Recruitment Officer is: a junior recruiter pre-screening a large volume of candidates having applied to positions for specific Departments; a client manager, building relationships with internal customers.

Partnerships

The Associate Recruitment Officer establishes and maintains partnerships with Recruitment Officers, Administrative Officers and the hiring managers of the Departments she/he will be assigned to.

Functions / Key Results Expected

  • Pre-screen a high volume of candidates for several vacancies, giving particular focus to gender and diversity distribution, prepare shortlists, deploy appropriate testing tools and assessment methods, and work in close collaboration with the Recruitment Officer who is ultimately responsible for technical and psychometric assessments of candidates. Ensure that timelines are met.
  • Provide assistance to Recruitment Officers in implementing special recruitment exercises and campaigns to facilitate speedier recruitment, as well as provide assistance with respect to the preparation of Joint Advisory Panels for P and GS staff.
  • Contribute to process improvement projects within the Recruitment Unit and the review of policies and procedures by making comments/observations and by making recommendations.

Knowledge, Skills and Abilities

  • Knowledge of HR principles and concepts with special emphasis on recruitment.
  • Analytical skills, and the ability to conduct independent research and analysis.
  • Strong interpersonal skills, as well as the ability to work effectively with people of different national and cultural backgrounds with sensitivity and respect for diversity.
  • Effective organizing skills; ability to plan and prioritize his/her own work;
  • A high degree of tact, diplomacy and discretion, and proven ability to maintain confidentiality.
  • Computer skills: Proficiency in the use of office software products (MS Word, Excel, PowerPoint, graphs, etc.).

Education, Experience and Language Skills

  • University degree in HR Management or another related field.
  • Some working experience in the fields of recruitment.
  • Fluency in written and spoken English. Knowledge of another official language (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $37 273 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $23 296*, dependency benefits, rental subsidyeducation grant,relocation and repatriation expenses; 6 weeks' annual vacation, home leavepension plan and health insurance.
