Title:Development of 2015-2020 CMAM operational plan for Malawi(Consultant)PURPOSE OF POST:
To provide technical support to the Government of Malawi in reviewing the progress achieved towards implementation of the previous community management of acute malnutrition (CMAM) operational plan (2009-2012) and to develop the next five year CMAM operational plan (2015-2020). The review provides Government of Malawi and partners the opportunity to learn from the successes and issues faced in the implementation of the 2009-2012 CMAM operational plan, refine and sharpen the focus of the CMAM and make adjustments, particular to find ways of removing bottlenecks for quality service delivery as required to accelerate institutionalization and integration of CMAM into the health systems and within the framework of scaling up nutrition. In developing the CMAM operational plan the process will include:
1. Situation analysis
· Bottleneck analysis (BNA) of the implementation of CMAM conducted through a systematic analysis of determinants for effective coverage. The consultant will document and consolidate the outcomes of the BNA workshops at national and regional (Central, Northern and southern) level. The Bottlenecks and identified solutions for the removal of bottlenecks will be incorporated into the operational plan.
· Desk review of the 2009-2012 CMAM operational plan, CMAM supply chain management evaluation report, national nutrition policy and strategic plan (NNPSP), health strategic plan(HSSP), CMAM Advisory Services (CAS), district detailed implementation plans (DIPs) and other documents relevant to CMAM services
· Consultation with stakeholders to determine and document to which extent the objectives set in the 2009-2012 CMAM operational plan have been achieved; lessons learnt and factors that contributed or prevented the achievement within the larger context of nutrition and health strategic plan. The lesson learned will be incorporated into the 2015-2020 operational plan.
2. Drafting and validation of the CMAM operational plan
· Develop a new CMAM operational plan 2015-2020 which in line with the BNA results and inputs from government and stakeholders, national nutrition policy and strategic plan (NNPSP), health strategic plan(HSSP), district detailed implementation plans (DIPs),
3. Costing the developed national CMAM operational plan.
The consultant will participate in the validation workshop and draft the final CMAM operational plan and costing
The national CMAM operational plan and costing will be developed in a consultative and participatory process. The process will be led by the MOH in collaboration with the Office of the President and Cabinet-Department of Nutrition, HIV/AIDS (OPC/DNHA), supported by partners. Government of Malawi has put in place a taskforce who will work closely with the consultant throughout the process. REPORTS TO:
Chief of Section, Nutrition, UNICEF Malawi
The consultant will be supervised the chief of nutrition UNICEF Malawi country office. The consultant will work hand in hand with CMAM operational plan development taskforce chair. Joint and regular technical and planning meetings will be held with members of the taskforce. Main Duties/Responsibilities:
· Familiarize with the 2009-2012 CMAM operational plan, CMAM supply chain management evaluation report, NNPSP, HSSP, CMAM Advisory Services (CAS) evaluation report, district DIPs and other documents relevant to CMAM services
· Document and consolidate findings from the BNA workshops at national and regional (Central, Northern and southern) level. The Bottlenecks and identified solutions for the removal of bottlenecks will be incorporated into the 2015-2020 operational plan.
· Undertake the appraisal of the following
  • Implementation of 2009-2012 operational plan through desk reviews, bilateral meetings and interviews/consultations with relevant stakeholders etc.
  • The planning, monitoring and evaluation (PME) of CMAM at national level and as a part of DIPs formulation process as district level
  • The coordination and management aspects of CMAM implementation (institutional framework and other aspects of enabling environment);
· Convene and facilitate a stakeholder workshop which will include presentation of
  • Situational analysis summary (bottleneck analysis, desk review, appraisal)
  • Suggested key priorities areas and outline of CMAM 2015-2020 operational plan
  • Detailed work plan for the development of CMAM 2015-2020 operational plan;
· Prepare a draft 2015-2020 CMAM operational to be shared and reviewed prior to, presented and discussed during validation workshop;
· Facilitate a validation workshop of the CMAM 2015-2020 operational plan (after costing) at national and regional (Central, Southern and Northern) level
· Finalization of the CMAM 2015-2020 operational and costed plan. QUALIFICATIONS AND COMPETENCIES:
Education:The candidate is to have these requirements:
· Minimum of Master’s degree in Nutrition or Public Health with sound Nutrition knowledge
Work Experience:
· Eight years or more professional experience in Public Nutrition
· Demonstrated ability to conduct assessment, analyze/compile data and write report
· Demonstrated ability to effectively cooperate with national authorities in the design, implementation and dissemination phases of the review and development of strategic documents and operational plans at national and district level
· Demonstrated abilities or experiences in facilitating stakeholders consultations
· Excellent command of English, both written and oral;
· Strong communication, advocacy and negotiation skills.
· Experience in CMAM programme and services is desirable Duties & Tasks / Deliverables
Intermediary deliverables
· A detailed consultancy work plan; including a list of all relevant partners/counterparts and agencies to be a part of the appraisal exercise and methodology to be applied
· Draft bottleneck analysis report,
· Draft appraisal report of 2009-2012 operational plan including lessons learnt, coordination and management-institutional framework , enabling environment etc
· Stakeholder workshop report highlighting priority areas and detailed outline for the 2015-2020 CMAM operational plan.
· A draft 2015-2020 CMAM operational plan to be shared and reviewed. The plan shall incorporate agreed priority areas and outline as well as inputs from the stakeholder workshop;
· Validation workshop report of the 2015-2020 operational plan and costing
Final deliverables
As final three sets of report will be required
· Bottleneck analysis report (electronic copies in Word and PDF documents)
· Appraisal report of 2009-2012 operational plan (electronic copies in Word and PDF documents)
· Final 2015-2020 CMAM operational plan with inputs from the validation workshop to be shared with Government and partners (electronic word and PDF document and hard-copies (8) and CD-ROM (8).
