Consultancy - Trainer of Trainers at International Organization for Migration

Context
Under the overall supervision of the Head of Sub-Office, the successful candidate will be responsible for gathering requirements, development, testing, implementation of training packages for selected government partners/beneficiaries in Gaza and Province, and training tools required for the project managed by the IOM Mozambique in Gaza Province.
Main duties and responsibilities
Support IOM implement training activities in coordination with all stakeholders (and possibly the Senior Training Officer if available), focusing on the following:
  • In the first instance, prepare, organize and implement training of trainer activities in coordination with the CCCM Working Group and IOM Sub-Office team; one Training of Trainers course of 5 days for Mozambique Police Department….
  • Conduct the assessment of the level of knowledge of identified participants and design and tailor training sessions accordingly;
  • Develop curriculum and deliver training sessions;
  • Assist the Sub-Office and CCCM teams in planning of the subsequent CCCM training plan, advise on the development of draft curricula, training duration, and work with the CCCM WG on all other planning issues ;
  • Assist the participants who have successfully completed the ToT to design their own plan for subsequent training courses within their organizations and/or geographic areas;
  • Organize and collect all needed training materials for the training course; ensure that each participant has necessary training and teaching materials at his or her disposal in an electronic or print form, as deemed most appropriate;
  • Draft a final training report with recommendations for follow-up action by IOM and the CCCM Sector.
Objectives and Expected Outputs
Objectives:
  • Support IOM Xai Xai Sub-Office and CCCM WG to build capacity in adult learning methodologies in a manner consistent with international standards and interests/needs of the Organization;
Outputs:
  • Delivery of training courses, one ToT, and a provide support to any additional CCCM trainings in Mozambique
  • Provision of technical advice and support to the planning process of future trainings;
Implementation modalities
The course will be delivered in appropriate venues in Gaza Province or in Maputo, depending on the availability and appropriateness of the training venues, and the availability of adequate and convenient transportation. The ToT, taking place the last week of November 2013.
The final report or relevant portions thereof will be shared with the HoSO and CCCM Working Group no later than two weeks after the completion of the training.
Timeline
This consultancy is for a period of 4 weeks.
Reporting and Supervision
The Trainer will be based in Xai Xai, Mozambique, and report to the HoSO.

Technical

  • Works effectively with stakeholders, beneficiaries and the broader community to advance country office or regional objectives
  • Experience trainer of trainers, with some experience as a trainer of trainers in Camp Coordination Camp Management (CCCM) or a related humanitarian field
Required Qualifications and Experience
  • Completed advanced university degree from an accredited academic institution, preferably in Geography, Development, Economics, Environmental Sciences, or related field to DRR and CCA
  • Knowledge and affinity with the primary disaster management and environmental actors in Mozambique including Government, Donor Agencies, UN and NGO/Civil Society implementers
  • Experience in training curriculum development in CCCM and DRM, particularly for National Authorities.
  • Experience with Shelter related topics and framework.
  • Experience in disaster and emergency operations an advantage
  • Good computer skills and with experience in the field of web, radio, visual and/or community training
  • Experience in capacity building in CCCM and DRM, particularly for National Authorities, in English and Portuguese preferred.
Languages
Fluency in English and Portuguese required.
