Organizational Setting

The Department of Technical Cooperation consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA's technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA's Medium Term Strategy.

The objective of PACT is to enable Member States to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The Division of PACT is headed by the Director PACT, who reports directly to the Deputy Director General of the Department of Technical Cooperation.

In 2009, the World Health Organization (WHO) and the IAEA signed an agreement to complement each other's efforts in the fight against cancer in low- and middle income countries, particularly on capacity building for cancer control planning and implementation of appropriate interventions and strategies, and to collaborate on raising awareness and new funding for cancer control activities at national, regional and international level through a WHO/IAEA Joint Programme for Cancer Control. The Director of PACT (DIR-PACT) has been assigned the role as the IAEA's Joint Programme Coordinator by the Director General.

PACT is a recognized and high-profile flagship initiative for the IAEA whose success will help mould the IAEA's future approach to the funding of cooperative development programming. To this end, the Division of PACT is expected to be a role model in coordinated, collaborative, transparent and structured programme implementation through the IAEA's one-house approach as well as an innovator and driver of a structured long-term approach to resource mobilization.

Main purpose

Under the supervision of the Director PACT (DIR-PACT) and Section Head Resource Mobilization (SH-PACT RM), the Communication Officer supports a strategic, results-oriented and coordinated approach to resource mobilization through the planning, design and implementation of targeted communication and advocacy activities. The incumbent analyses PACT's communication needs in relation to its target audiences with a particular focus on the resource mobilisation activities and prepares presentations, speeches, reports, articles and other communications with a content and style appropriate to the audience, venue and message.

Role

The Communication Officer is: (1) a substantive expert contributor, devising communication strategies and tactics from fundraising strategies and objectives; (2) an adviser to Director PACT and staff in PACT on how to convey messages to intended audiences in a convincing and targeted way; and (3) a coordinator and focal point that ensures full alignment of communication activities with the guidance of the Office of Public Information and Communication (OPIC) and in working with other relevant IAEA staff to coordinate an enhanced thematic communication approach with regard to cancer-related activities.

Partnerships

The Communication Officer works closely with management and professional staff in the PACT Division and other parts of the IAEA, advising them on communication strategy and styles, and also with OPIC, coordinating approaches, tools and messages with the IAEA's overall communication strategy and other technical guidance. He/she liaises with communication counterparts in WHO and other relevant stakeholders active in the global Health arena. For all communication activities, the Communication Officer liaises closely and receives technical guidance from the Office of Public Information and Communication.

Functions / Key Results Expected

  • With guidance from DIR-PACT and SH-PACT RM, devise a cancer-related communication strategy and plan based on a joint fundraising strategy for PACT and provide advice and support to DIR-PACT and staff in the Section in the implementation of this strategy.
  • Design and produce communication and outreach material aimed at supporting PACT resource mobilization (such as success stories and best practices) in close cooperation and following technical guidance and advice from the Office of Public Information and Communication.
  • Organize fundraising activities such as donor briefings and presentations or joint donor events with WHO in cooperation with relevant internal stakeholders.
  • Work with other PACT staff to ensure they are able to deliver presentations and other communication in a targeted, professional way.
  • Establish and consistently implement methods to ensure systematic, regular and transparent reporting on all communication activities and results.

Knowledge, Skills and Abilities

  • Demonstrated ability to communicate ideas in English (and preferably at least one additional UN language), both verbally and in writing, in a clear, engaging, compelling and creative manner.
  • Ability to adapt communication to a variety of styles appropriate to varied audiences (journalistic, technical/scientific, multicultural staff in the working environment) and venues (speeches, technical reports, news articles, presentations).
  • Ability to convey complex technical issues using language and concepts that are both technically accurate and understandable to general audiences.
  • Sound judgement and grasp of the broad political context in which the IAEA operates.
  • Ability to effectively synthesize information from diverse sources.
  • Strong interpersonal skills with the ability to work in a team and establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Knowledge of the PACT programme, strategies and priorities desirable.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree in communications, journalism, public or foreign relations, science, or another field.
  • Minimum of seven years of working experience in communication and technical writing, preferably with strong international experience.
  • Experience in analysing the communication needs of a large organization, preferably in an international environment, and identifying opportunities and solutions for addressing those communication needs on an ongoing basis.
  • Excellent command of written and spoken English. Knowledge of at least one other official IAEA language (i.e. Arabic, Chinese, French, Russian, or Spanish) highly desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $42 257*, dependency benefits, rental subsidyeducation grant,relocation and repatriation expenses; 6 weeks' annual vacation, home leavepension plan and health insurance.
