Organizational Setting

The Director General's Office for Coordination (DGOC) provides leadership and coordination of policy for all IAEA activities at the executive level for meeting Member States' needs, and achieving a one-house culture and a results-based management approach.

Main purpose

Under the general supervision of the Special Assistant to the Director General and senior professionals in the DGOC, the Coordination Officer provides advice, liaison and support to policy development, coordination and implementation. The Coordination Officer assists in research and analysis, and review and clearance of various reports and correspondence.

Role

The Coordination Officer is: 1) an analyst, providing background information through research on relevant issues and interaction with counterparts in-house, as well as in Member States' diplomatic corps; 2) a liaisonbetween internal experts and senior managers and Member States; 3) a team member, assisting the Special Assistants to the Director General and senior professionals in DGOC with decision-making support and in-house coordination.

Partnerships

The Coordination Officer builds strong day-to-day working relationships with counterparts in relevant IAEA Departments and Offices and in Permanent Missions to the IAEA and international organizations, as required.

Functions / Key Results Expected

  • Serve as a focal point - both in-house and with Member States - for the coordination of all activities related to the Peaceful Uses Initiative (PUI).
  • Liaise with relevant Departments in the preparation of progress reports on PUI projects, and other reports as requested by Member States.
  • Organize meetings of the cross-departmental PUI Coordination Group to coordinate any issues related to project implementation and funding requirements. Prepare summary reports of proceedings as well as periodic status reports on the PUI for the Director General.
  • Facilitate the review and approval of any new PUI project proposals developed by Departments in accordance with established internal processes.
  • Organize informational briefings and other outreach activities on the PUI as necessary. Liaise with relevant Departments to develop promotional material on the PUI.
  • Frequently update and enhance the PUI website with substantive and new material including by liaising with relevant Departments.
  • Draft statements on the PUI and inputs thereto for senior officials as required.
  • Engage in fundraising efforts in relation to the PUI.
  • Liaise with relevant Departments to enhance coordination, particularly with respect to the review and clearance of correspondence with Member States, international organizations and other counterparts for various conferences, technical meetings and reports.
  • Conduct research and carry out analysis with a view to improving coordination and enhancing relations between Member States and the IAEA Secretariat.
  • Provide coordination support to relevant Departments on issues of an interdepartmental nature in order to ensure timely and appropriate implementation of agreed policies.
  • Review for quality control and completeness IAEA reports provided to DGOC for clearance in order to be submitted to the Policy-Making Organs.
  • In fulfilment of assigned functions, meet with government officials and representatives of the international community to propose solutions to pending problems and raise awareness of technical and policy issues in the IAEA's interest; prepare summary reports of proceedings of various meetings and international conferences.
  • Keep abreast of the latest trends and developments in the areas of assignment, both within the UN Common System and with other organizations. Provide guidance and draft recommendations to incorporate best practice and improve business processes in the IAEA.

Knowledge, Skills and Abilities

  • Professional expertise:
    • Good knowledge of the United Nations system and particularly of the IAEA.
    • Experience in areas of cross-cutting policy coordination and project management in the context of international organizations an asset.
    • Good understanding of the IAEA's activities in the areas of technical cooperation and/or nuclear sciences and applications an asset.
  • Analytical thinking and problem solving/negotiation skills: Proven analytical, research and negotiating skills. Good judgment and objectivity in approaching problems and the ability to propose sound solutions to complex problems.
  • Planning and organizing skills:
    • Proven ability to set priorities, plan and organize own work;
    • Ability to manage own plan and the work schedules of others and to meet deadlines.
  • Judgement/decision-making: Sound judgement in applying expertise to resolve a range of issues/problems and the ability to proactively seek and recommend sound policy initiatives.
  • Communication:
    • Ability to communicate effectively in both oral and written form; excellent drafting skills and efficiency in preparing meeting notes and various correspondence. Ability to report concisely, accurately and promptly on meetings and matters of relevance to the IAEA.
    • Ability to convey complex and technical issues that have policy implications in an accurate and understandable manner.
  • Strong interpersonal skills:
    • Diplomacy and understanding of political sensitivities among Member States. Tactful approach in handling confidential and sensitive information and a high sense of responsibility and discretion.
    • Ability to work effectively in a team and establish and maintain effective partnerships and working relationships in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
    • Ability to establish and maintain effective partnerships with managers and staff from different parts of the organization as well as with external counterparts.

Education, Experience and Language Skills

  • Advanced university degree (master's degree or equivalent) in political science, international relations, international law, public administration, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • Minimum of five years of relevant professional experience preferably in international organizations.
  • Excellent knowledge of written and spoken English. Knowledge of another UN official language (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 198 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $35 124*, dependency benefits, rental subsidyeducation grant,relocation and repatriation expenses; 6 weeks' annual vacation, home leavepension plan and health insurance.
