IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women's protection and empowerment, protection and access to justice and livelihoods.
JOB OVERVIEW:
The medical doctor will be overseeing the management of the heath care facilities and supervising the clinical and reproductive health staff. The medical doctor will integrate protocols related to IMCI and oversee the management of chronic diseases and clinical management of GBV cases, the management of RH services including maternal case with complications. The medical doctor will review cases and decide on referrals and will ensure a proper reporting system is in place with good surveillance of common diseases and integrating the HIS system. The medical doctor will be asked to conduct Caesarean sections, when needed.
He/she reports to the Emergency Health Manager and works closely with the other health actors in Bor.
MAJOR RESPONSIBILITIES:
  • Program Implementation, Oversight & M&E
  • Jointly with Emergency Health Manager, plan implementation strategy and provide oversight of RH services in the PoC. Assist with set-up of RH services including HIV/AIDS and PMTCT, layout, supply, guidelines and procedures.
  • Ensure proper implementation of comprehensive primary health care in the clinic with protocol and procedure in place.
  • Apply medical knowledge and skills to diagnosis, treatment and prevention (helped by clinical examination and available laboratory services) and ensure patient follow-up.
  • Ensure and organize medical activities at the clinic for patients and/or population that are culturally sensitive and that are in accordance with MoH/WH protocols and guidelines, and with the universal hygiene standards taking into consideration quality and continuity of care.
  • Ensure and participate in a 24-hour health service delivery system at the health facility.
  • Conduct basic emergency surgical interventions mainly Caesarean sections when needed at UNMISS Level 2 Hospital.
  • Monitor the medical activities by ensuring data collection, compilation and entry into the IRC health information systems, and contribute to the analysis and reporting of the data to inform future programming.
  • Monitor closely morbidity and mortality trends together with all the other health indicators.
  • Provide technical support to staff on the clinical management of GBV cases and ensure proper communication and coordination with the different stakeholders involved in GBV activities.
  • Ensure that proposed emergency RH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crisis Situations), including the following services/activities: Facility deliveries, Emergency Obstetric Care (EMOC) or referrals for EMOC, Early neonatal care, Family Planning, Post-Abortion Care, Screening of blood donors and safe blood transfusions, Clinical Care for Survivors of Sexual Assault (CCSAS), antenatal and post-natal care service.
  • Conduct trainings to create capacity for MVA and long term family planning service provision in Bor PoC clinic.
  • Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory.
  • Continuously assess health needs and suggesting new projects to address identified unmet needs.
  • Grants Management & Reporting
  • Assist the Emergency Health Manager in managing and overseeing all the Health budget lines by means of work plans, spending and procurement plans to ensure that project deadlines are met and targets achieved.
  • Assist the Emergency Health Manager in preparing the internal and external reports within agreed deadlines using IRC and donor formats as required.
  • Assisting the Health Manager and Coordinator in proposal writing for Health funding opportunities;
  • Participate in and ensure that weekly hospital departmental meetings, quality of care committee meetings and monthly staff meetings are held in the facility.
  • Ensure adequate flow of information for all supervisees with constant feedback as may be required.
  • Staff Management
  • Supervise the medical staff to ensure that work is done properly and efficiently.
  • Routinely monitor the health staff performance according to their job description and set objectives.
  • Evaluation and appraisal of national health staff through the IRC Performance Management.
  • Provide technical oversight and training to primary health care and reproductive health staff, with an emphasis on national staff capacity building.
  • Develop ongoing education programs for health staff as well as identifying their training needs and setting up a development plan to address the needs.
  • Coordination and Representation
  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.
  • Represent the IRC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO, UNMISS and other UN agencies, non-governmental organizations, or donors.
  • Advocate with and/or advise peer agencies, local government, and other stakeholders to influence responses to promote delivery of inclusive and high quality reproductive health response services.
JOB REQUIREMENTS:
  • Medical Doctor with strong Clinical, Reproductive Health and Maternal/ Child Health background, MPH preferred;
  • 3 years experience in coordinating, implementing and managing clinical and reproductive health programs in emergency contexts and/or refugee or IDP settings;
  • At least 2 years clinical and surgical experience in a busy hospital
  • Experience in technically supervising clinical and reproductive health staff in a complex setting;
  • Thorough understanding of gender-based violence response protocols and service provision;
  • Ability to validate and interpret health data;
  • Demonstrated ability to support and build staff capacity;
  • Ability to work independently and as a collaborative team member;
  • Fluency in English;
  • Excellent oral and written communication skills;
  • Ability to live in a high security environment;
  • Excellent computer skills: MS Word, Excel, PowerPoint, Epi info/SPSS, Outlook and the internet.
WORK ENVIRONMENT:
Security level orange. The situation in Bor has been calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites, accommodation ranges from tents to traditional huts to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual's responsibility.
The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability.
