Human Resources Officer (1 position) 
Job Site: Lilongwe
Reporting to:  Human Resources Manager
Summary Scope of Work: 
The Human Resources (HR) Officer is responsible for the development and implementation of HR policies and practices. This includes ensuring that all HR policies and practices are compatible with Jhpiego’s HR standards, policies and practices as well as the terms and conditions of Jhpiego’s awards. In addition, the HR Officer will guide Jhpiego staff in the  interpretation of HR polices ensuring the integrity and effective performance of all human resources. The Human Resources Officer will provide Human Resources (HR) support to Jhpiego office for effective delivery of HR services and functions in accordance with the HR policies and relevant Malawi Laws.
Responsibilities:
  • Provide advice to staff and supervisors on various HR policies, good practices for effective and motivated staff.
  • Support in reviewing and updating HR policies as per local laws and best practices in the international NGO community.
  • Support the HR manager in the recruitment process including review of job descriptions, advertisements, screening of applications, interview and selection process, reference checks and contracting.
  • Coordinate on-boarding (orientation) of new staff with other departments to support the learning process of new employees and follow-up with new staff to ensure adaptation and identify problem
  • Provide backstopping support to staff on JEMS HR  system including updating staff records and timely submission of monthly timesheets.
  • Assist in the administration of HR Policies, addressing staff grievances and in handling disciplinary issues.
  • Assist in Coordinating the staff welfare initiatives and all staff events e.g. welfare association, staff recognition award, staff retreats, team building and meetings, wellness activities, HR initiatives.
  • Coordinate with the HR Manager on all issues dealing with new application or extension renewals of VISAS, TEP, notification of new arrivals and all immigration matters.
Required Qualifications
  • Bachelor’s degree preferably in the field of Human Resources Management, Business Administration or Public Administration.
  • Minimum 5 years’ relevant experience working in an HR position in an INGO with a lot of expatriate staff.
  • In depth knowledge of the local labour laws including but not limited to the Malawi Employment Act, the Pension Act, The Labor Relations Act and the Compensations Act.
  • Good computer skills particularly use of Human Resources information Systems and hands on-experience with MS Word/Power Point, and MS Excel.
  • Proficiency in both written and spoken English.

Finance Manager (1 position)
Job Site: Lilongwe
Reporting to:  Senior Finance & AdministrationManager
Summary Scope of Work:
The Finance Manager will work closely with the Senior Finance and Administration Manager to ensure adequate financial support to the Jhpiego Malawi Office. This includes supervising day-to-day financial operations of Jhpiego Malawi office, budgeting and review of internal control systems. Reviews monthly financial accounting and bookkeeping entries to ensure the integrity and effective performanceof Jhpiego’s financial operations. He/she will link with the program staff on financial issues related to their programs. He/she will also be involved in the development, adaptation or implementation of financial systems to ensure optimal support to programs. He/she may be required to travel to the field to conduct support/compliance visits.
Responsibilities:
Financial and accounting system:
  • Oversee overall financial system implementation including controls and standards of the Jhpiego Malawi office.
  • Review and maintain strong system of internal controls to ensure accurate financial reporting.
  • Examines financial documents such as payroll, vouchers, invoices, delivery notes, purchase orders and other documents to ensure the completeness, accuracy, and validity of financial data.
  • Monitors disbursement of funds from the program bank account(s) to ensure compliance with Jhpiego
Reporting:
  • Ensure timely, accurate and efficient financial reporting both internally (for management purposes) and externally (to donors).
  • Review, monitor and work with in-country management teams on project reporting and burn rate monitoring.
Budgeting and Planning:
  • Work with project and finance staff to prepare annual project-specific and office budgets.
  • Ensure that budgets are entered correctly entered in the financial system and assist with regular monitoring of budgets.
  • Also work closely with proposal development teams to prepare budgets for new solicitations and/or applications for new funding.
Burn Rate Monitoring:
  • Preparation of burn rates and review of program expenditure with respective program managers on a monthly basis.
Cash management:
  • Work with the Senior Finance and Administration Manager to manage and forecast cash needs for the Jhpiego Malawi office.
  • Regularly review cash management practices, develop and provide feedback on cash risk mitigation Strategies.
  • Ensure payroll is prepared on time.
  • Provide supervision, guidance and mentorship of staff and ensure team spirit within the finance team.
  • Also work with other program units departments to ensure optimum support and linkages.
  • Train and mentor the finance staff as needed.
  • Work closely with senior management of the Malawi office to ensure optimal support and advice on financial matters as required.
Required Qualifications 
  • A Master’s degree in Accounting, Finance, Business Administration or equivalent.
  • Qualified accountant with CPA, ACCA or equivalent
  • 5 years of post-qualification experience in similar position with at least 3 years in a similar position in a reputable NGO or development agency.
  • Ability to communicate and to confidently engage with high ranking government and donor partners
  • Trustworthy and track record of impeccable integrity.
  • Conversant with USAlD/USG financial guidelines/regulations.
  • Computer literacy, particularly working knowledge of QuickBooks and MS office.
Abilities/ Skills:
  • Knowledge of USAID rules and regulations.
  • Knowledge of international and USG donor agencies and private sector foundations.
  • Able to effectively communicate with senior management, third party vendors, technical staff, as well as non-finance staff.
