Technical Director, Mozambique


Chemonics seeks a technical director for the anticipated nine-year, $350 million to $400 million USAID Efficiencies for Clinical HIV Outcomes (ECHO) project in Mozambique. ECHO is dedicated to reducing HIV mortality, morbidity, and transmission while strengthening the capacity of Mozambique’s Ministry of Health to deliver high-quality HIV/AIDS services across the continuum of care. ECHO’s goal is to enable the government of Mozambique to achieve control over the HIV/AIDS epidemic by 2020 in provinces where USAID is the primary clinical-support partner. The technical director will report to the chief of party and be responsible for ECHO’s technical direction. Additionally, the technical director will provide guidance on achieving all the program’s objectives. The technical director and key technical advisors will collaboratively implement the technical principles guiding the program. This position is based in Beira, Mozambique. Responsibilities include: 
  • Work with the chief of party to help oversee, lead, and manage the project and coordinate its technical activities 
  • Support the chief of party to develop and implement key management systems that will advance project planning, reporting, and performance management 
  • Lead project work planning and reporting and contribute to contract deliverables 
  • Oversee and review all technical writing products and deliverables 
  • Support the provision of technical guidance in relevant project areas 
  • Identify challenges and obstacles to project implementation, develop strategies to solve these problems, and work with the chief of party and USAID as needed to implement these strategies 
Qualifications: 
  • A medical degree or a doctoral degree in public health or a related field 
  • At least 10 years of experience in clinical service delivery of HIV-related interventions 
  • Strong skills in data use and interpretation 
  • Ability to perform at a senior policy level 
  • Demonstrated senior-level experience participating or advising in high-level ministry of health meetings, discussions, or boards 
  • Demonstrated ability to monitor similar programs as well as interpret and utilize national-level data 
  • Demonstrated leadership, versatility, and integrity 
  • Strong speaking and writing skills in Portuguese and English
