Counterpart International is currently seeking the following position for the Supporting the Efforts of Partners (STEPS) project which it is implementing with support from United States Agency for International Development (USAID). STEPS overall goal is to strengthen local partners’ ability to deliver services and/or carry out the objectives of their organizations. Technical Capacity Officer
The Technical Capacity Officer will report to the Senior Technical Capacity Specialist and provide technical assistance and training support to local stakeholder in Counterpart’s electoral and parliamentary support projects. The Technical Capacity Officer will participate in designing, delivering and reporting on training, activities; and, providing coaching and support to local CSOs and Counterpart staff. The position requires supervisory skills to oversee training performances within the program.
PRIMARY RESPONSIBILITIES
  • Provide support to the Senior Technical Capacity Specialist in the effective implementation of Counterpart’s electoral and parliamentary support projects working in close coordination with Counterpart’s Organizational Capacity Development and Grants Management Team.
  • Assist in conducting any relevant research and analysis to inform project design and implementation.
  • Ensure that gender, and social inclusion perspectives are included in all aspects of work performed.
  • Assist in the development of Technical Capacity Development plans for local stakeholders engaged in policy development, legislative strengthening, advocacy, civic education, and/or elections development programs.
  • Establish good working relationship with project partners, and government agencies and officials to ensure smooth project implementation.
  • Networking with civil society and other agencies for potential complementarities in work and identify and liaise with relevant stakeholder to facilitate project implementation as and when required.
  • Ensure Counterpart’s best practices are institutionalized within the program and adapted to the Malawian context.
  • Address issues raised by partners, clients, and other constituents and recommend practical solutions in program implementation after consultations with partners.
  • Participate in collecting information for and preparing bi-weekly and quarterly reports on program activities, including review of partners’ reports and provide feedback as needed.
  • Contribute to overall STEPs project planning and development and participate in the development of Counterpart’s Annual Work Plan and Quarterly Work Plans.
  • Provide support to the Monitoring and Evaluation (M&E) team, as deemed necessary and appropriate, to help ensure the quality and effectiveness of the organization’s monitoring, reporting, evaluation, learning, and communications activities.
  • Other duties and responsibilities as assigned.

Organizational Capacity Development (OCD) Officer

The Organizational Capacity Development (OCD) Officer will report to the Senior Capacity Development Specialist and will be responsible for the provision and oversight of OCD training to local Civil Society Organizations (CSOS) including Counterpart sub-grantees and CSOs receiving sub-grants under other USAlD/Malawi activities. The Organizational Capacity Development Officer will participate in developing training modules, designing and delivering training, reporting on training activities, and providing coaching and support to partner trainers. The OCD Officer is responsible for capacity building activities within Counterpart and partner organizations.  The position requires supervisory skills to oversee training performances within the program.
PRIMARY RESPONSIBILITIES
The primary responsibilities for this position include the following
  • Conduct Participatory Organizational Capacity Assessments (PODA) of partners’ organizations. Assist partners to identify goals and develop Action Plans for organizations’ development.
  • Follow up with STEPs partners on the implementation of their Action Plans. This includes reviewing project reports of local partners to assess activities and results against their Action Plans and providing feedback and support.
  • Assist Counterpart’s CSO partners to access resources for OD and help them to plan for and get the most out of Organizational Development (OD) interventions. Provide direct technical assistance as practical and according to areas of expertise.
  • Train/consult with/support local organizations in their OD work. Ensure Counterpart’s OD best practices are institutionalized within the program and adapted to the Malawian context,
  • Design program activities that are sensitive to gender roles, including sensitizing male and female stakeholders to the benefits of reducing gender inequality and engaging male support for female participation and leadership.
  • Coordinate OD efforts with program initiatives in training, grant making, gender and media. Participate in review of grantees concept papers and proposals, provide feedback and technical assistance for revision of grantee’s proposal
  • Address issues raised by partners, clients, and other constituents and suggest necessary corrections in program implementation after consultations with partners
  • Participate in collecting information for and preparing bi-weekly and quarterly reports on program activities, including review of partners’ reports and provide feedback as needed
  • Participate in promoting the exchange of OD information and expertise across the country
  • Contribute to overall project planning and development, and participate in the development of Counterpart’s Annual Work Plan and Quarterly Work Plans
  • Provide support to the Monitoring and Evaluation (M&E) team as deemed necessary and appropriate, to help ensure the quality and effectiveness of the organization’s monitoring, reporting evaluation, learning, and communications activities
  • Other duties and responsibilities as assigned

Monitoring and Evaluation (M&E) Officer

The Monitoring and Evaluation (M&E) Officer will report to the Senior M&E Specialist and will be responsible for supporting the oversight of Organizational Capacity Development (OCD) technical direction to local CSO groups including STEPS sub-grantees and CSOs receiving sub-grants under other USAfD/Malawi activities. The Monitoring and Evaluation (M&E) Officer will support the Senior M&E Specialist managing the monitoring and evaluation (M8¢E) systems for the program. The Monitoring and Evaluation Officer will be responsible for ensuring data quality and sound design for the collection of data feeding into the STEPS databases and reports. She/he will also be responsible for providing technical assistance on data management and data quality assurance to CSO/NGO partners, grantees and participants as required.
PRIMARY RESPONSIBILITIES
  • Support the coordination of program’s inputs into Counterpart’s M&E database
  • Provide technical input and support in internal and external assessments and evaluations as needed
  • Provide quarterly information as part of the project’s Performance Management Plan (PMEP)
  • In coordination with the Senior M&E Specialist, ensure integrity and sound design for the collection of data feeding into the PMEP
  • Conduct Data Quality Assessments with sub~grantees and other OCD partners
  • Assist in coordinating activities between the Country Office and Counterpart Headquarters
  • Coordinate M&E related trainings for CSO/NGO partners and participants as required
  • Design and development of MOLE tools and forms
  • Support in ensuring gender is integrated into all capacity building tools, methodologies and activities, support gender integration/social inclusion sensitivity and approaches to all program interventions, and help make sure that marginalized populations are properly integrated into all events, capacity building programs, and technical assistance activities.
