Monitoring and Evaluation Data Specialist

BASIC FUNCTIONS OF THE POSITION
The basic Function of the Development Program Specialist (Monitoring and Evaluation Data Specialist) will be to manage Mission program performance data in order to support Mission learning.  To this end, the Specialist will oversee the Mission’s Management information System (MIS), which includes performance, global positioning system (GPS), and other data. The Specialist will also work with other computer programs and conduct other tasks related to data management and learning, S/he will work closely with technical teams to create cartographic products, perform supportive Geospatial analysis, improve the monitoring and evaluation (M&E) of current USAID activities, ensure that Mission M&E efforts are coordinated within and between offices, contribute to project and activity design, improve donor coordination and data transparency, and inform Mission decision making processes.
REQUIRED QUALIFICATIONS
a. Education
  • Completion of a University Degree in Computer Science, a Social Science Degree such as Political Science, Sociology, or Economics, or in another field relevant to development studies and/or or monitoring and evaluation.

Program Management Specialist (PMS)

BASIC FUNCTIONS OF THE POSITION
The Program Management Specialist (PMS) position for Student Learning Assessment and Monitoring and Evaluationis located in the Education Office at USAID/Malawi. The PMS provides technical and management support to USAID education programming, most notably on issues related to formative and summative student Chichewa and English assessments and monitoring and evaluation of early grade reading and girls’ education activities including leading and managing Mission critical data collection, analysis, and reporting of quarterly and annual development results against targets across the Education Office’s $140 million portfolio. S/he will conduct regular site visits to assess program and data quality and be responsible for working with team members as well as partners and government officials to take corrective action when necessary. Under the guidance of the Education Office Director, the PMS will be responsible for ensuring data quality and presentation of data for internal and external audiences including with multilateral and bilateral agencies, Government of Malawi senior officials, implementing partners, NGOs, the private sector, and other key stakeholders in the education sector. S/he participates in the conception, design, development, negotiation and implementation of major education sector assistance projects.

Civil Engineer

BASIC FUNCTIONS OF THE POSITION
The Engineer (Civil) position is located in the Education Office USAID/Malawi. As a technical expert within the Mission, the incumbent will work with the Government of Malawi, Implementing Partners, and contractors to administer USAID infrastructure related grants, awards, and contracts. Projects include, but are not limited to the construction of schools and administration buildings, the procurement and installation of prefabricated schools, health clinics, and medical storage units, water and sanitation facilities and systems. The incumbent will communicate effectively, and contribute to the development of strategic plans and objectives, systemplanning, and capacity building of staff including from the Government of
Malawi.
REQUIRED QUALIFICATIONS
a. Education:
  • A bachelor’s Degree in Engineering (Civil, Structural, Geotechnical, Construction Project Management) from an accredited Engineering institution is required.

PERIOD OF PERFORMANCE
  • One-year, with options to extend in four additional one-year increments.
