ROLE PURPOSE:
Responsible for the overall implementation of the ECHO Restoring Livelihoods & Enhancing Food Security (ReLiEF) of El Niño affected households in Malawi grant 2016/00009/RQ/01/04, within the overall Malawi Consortium response, facilitating high level planning, coordination and management of the Consortium enabling it to deliver successful results of the ECHO Action.

KEY AREAS OF ACCOUNTABILITY :
ECHO PROGRAM LEADERSHIP
· Provide oversight on consortium partners and partners coordination aimed at ensuring an effective and consistent implementation of the action as contracted by ECHO
· Development of coordination tools and modalities for the consortium partners to ensure internal action coherency in compliance with ECHO requirements and aligned with the overall consortium response
· Ensure that an effective monitoring system is in place and well operating for achieving the targets agreed as per ECHO contract, in relation to programme activities, budget allocations and financial expenditures
· Identify and effectively manage all key risks related to the programme
· Ensure that implementation adheres to humanitarian international standards and approaches (such as, but not limited to, Humanitarian Accountability Partnership International (HAP-I) Benchmarks, SPHERE,
· Ensure implementation adheres to Save the Children and ECHO program criteria and standards, particularly with regards to Cash Transfers
· Ensure the capacity building of SCI on both ECHO and CT specific guidelines.
· Lead and support learning and dissemination at national level and represent SCI at national level food security cluster and other forums on ECHO project
COORDINATION WITH THE OVERALL CONSORTIUM REPONSE
PROGRAM IMPLEMENTATION MANAGEMENT
· Ensure implementation in line with the ECHO approved work plan and proposal, with ECHO compliance regulation and guidelines ensure that all ECHO’s accepted procurement procedures are in place and are strictly adhered to.
· Responsible for SCI portion of the budget as well as oversight on the consortium budgets
· Ensure that project accounting and financial systems are in place for the effective control of assets, funds, commodities, equipment and propertyand submit to SCI and the donor all required financial reports in a timely and complete manner.
· Ensure that all supporting docs related to ECHO funded activities (such as distribution or trainings) are in place and monitored to avoid overlap with other wider consortium activities on the ground
· Manage all donor questions and compliance issues and liaise with the donor on all cash transfer issues
· Tools for managing risks
· Manage the financial system for the programme with partners and identify, implement and improve accountability mechanisms across the consortium.
CASH TRANSFER MANAGEMENT
· Manage the day to day relationship with payment service partner(s) on behalf of the consortium: establish clear expectations/Service level Agreement and oversee performance to ensure optimum performance and adherence to SLAs.
· Ensure compliance by service providers in all areas of cash transfer implementation including timely preparation of consortium partner and service provider reconciliation reports
· Manage effective communication and joint planning between consortium partners and service provider to ensure cohesive implementation and monitoring of cash transfers.
Occasional, Significant Duties:
· Represent Save the Children at relevant forums

QUALIFICATIONS
Masters in any related field of Development, livelihood or humanitarian context on food security/social protection programming
EXPERIENCE AND SKILLS
· Masters in any related field of Development, livelihood or humanitarian context on food security/social protection programming
· Experience working in Development, livelihood or humanitarian context on food security/social protection programming (minimum five years)
· Experience in cash transfer programming
· A minimum of three years’ experience of ECHO contract management essential, including budget holder responsibilities,
· Demonstrated experience in financial management and budgeting of development, livelihood and humanitarian projects (minimum three years)
· Experience in coordinating and managing a Consortium of INGOs under and institutional donor grant
· Experience budgeting and financial monitoring of the project, including all partners’ budget and financial management. The detailed annual budget and corresponding project plan will be tracked as per Save the Children accounting systems and in accordance with grant agreement stipulations.
