Consultant: Rapid Health Systems Assessment (RHSA) Mozambique


R4D is seeking a short-term Consultant based in Mozambique. The Consultant will support the Reproductive, Maternal, Newborn, Child Health (RMNCH) Rapid Health Systems Assessment (RHSA) that R4D is implementing - a qualitative exercise used to quickly diagnose operations and management challenges at the sub-national level that may impact RMNCH services and program activities to prioritize key areas for strengthening, and to identify assets and opportunities in the health system. R4D’s work on MCSP will focus primarily on health systems and equity dimensions of the program.
Fluency in Portuguese and English requiered. A strong understanding of Mozambique’s health systems is essential for this role.
Project Background: R4D is a partner in USAID’s flagship effort to end preventable maternal and child deaths in the developing world - the Maternal and Child Survival Program (MCSP). This work aims to accelerate the expansion of innovative, high-impact health approaches in 24 priority countries to save the lives of women and children in need. R4D joins Jhpiego, Save the Children, John Snow, Inc. (JSI), ICF International, PATH, and Population Services International (PSI). R4D’s work on MCSP will focus primarily on health systems and equity dimensions of the program.
The overall aim of the RHSA is to gather information that can be used by country teams to generate solutions to enhance the feasibility and sustainability of planned and ongoing MCSP activities, as well as the longer-term goal of strengthening the overall health system. As such, the RHSA results in recommendations that can be applied at the community, facility, and sub-national levels, as well as further upstream at the national level (if applicable).
Opportunity: Under the supervision of R4D’s MCSP activity leader and the MCSP Mozambique country team, the Consultant will contribute to the design and implementation of the RMNCH RHSA. Along with coordinating and collaborating activity leader and the Mozambique country team, the Consultant’s responsibilities include, but are not limited to, the following:
  • Review and summarize key Mozambique health system documents
  • Develop interview guides for key stakeholder interviews and focus group discussions with health system stakeholders at the central, provincial, district, and community levels
  • Identify and contact interviewees to coordinate interview times, and develop an interview schedule for two weeks of field qualitative data collection
  • Conduct interviews with health system stakeholders at the national, provincial, district, and community-level and record notes
  • Analyze and synthesize qualitative data and write final report and PowerPoint presentation
  • Ensure the timely and quality completion of all relevant program deliverables and reporting
Required Skills:
  • Fluency in Protuguese (knowledge of local languages a plus)
  • Experience with qualitative research design, data collection, and analysis
  • In depth knowledge/understanding Mozambique’s health system
  • Proven ability developing effective working relationships with multilateral and bilateral development and implementing partners (USAID), government counterparts at all levels, local organizations, and other program partners
  • Excellent abilities in MS Word, Excel, and Power Point
Qualifications:
  • Master’s degree in public health, public/social policy, public administration, health administration, health economics, or related field
  • Minimum seven (7) years of demonstrated technical expertise in health systems strengthening
  • Experience leading and facilitating groups working across diverse cultural contexts
  • Keen ability to anticipate next steps, demonstrate initiative, exercise discretion, apply sound judgment, and work well both independently and collaboratively as a member of the team
