Project Manager - Inclusive Business & Partnership Centre

SNV has been working in Mozambique since 1996. Using a market based approach; SNV is committed to reducing poverty by catalyzing sustainable solutions for the poor in agriculture, energy and water & sanitation.
SNV’s Inclusive Business (IB) programme supports and promotes business initiatives that integrate the low-income population into the value chain of companies as suppliers, employees, distributors and/or consumers that generate win-win solutions for both, economic benefits for the companies and job, income increase and access to basic goods and services for the low-income population.
Project Summary
SNV, BoP Innovation Center and VC4A have partnered up to launch an Inclusive Business Accelerator (IBA) providing tailor-made services for private sector companies to successfully overcome the pioneer gap for Inclusive Business entrepreneurs. The IBA is built around the following business units: 1) IBA Collective, 2) Inclusive Business Accelerator local offices in Vietnam and Mozambique, and 3) On-line platform for knowledge dissemination and investor-investee match-making.
The Partnering Initiative (TPI), a UK based NGO, and SNV are currently developing a proposal for UKAID to include partnership services in the IBA and subsequently expand the project into a partnership and inclusive business facility. This center will be incubated in SNV Mozambique for two (2) years and thereafter transferred to a local structure (transition phase).
The IBA and Partnership Centre will provide the following services to businesses and other key market actors (including donors, civil society, government):
- Initiation of inclusive business and partnerships
- Incubation and management consulting
- Implementation of IB and partnerships
- Scaling of IB and partnerships
- Advocacy to influence the enabling environment
- Information and knowledge provision
- Brokering of investment and funding opportunities for IB and partnerships
- Strengthening of ecosystem of BDS providers
- Industry wide orchestration to collectively enable IB and partnerships
The Centre will coordinate with a Technical Advisory Group (TAG) and a selection sub-committee for investment decisions.
Overview of the Position
The Project Manager has responsibility for overall management of the project (and facility) which includes: efficient management of financial resources; review and approval of project budgets and monitoring expenditures; supervision of field operations, administration, logistics and procurement; supervision of monitoring and evaluation; and ensuring quality control and timeliness of all deliverables as required by the grant and donors. S/he will ensure full compliance with all donor and other fiduciary regulations and will oversee the project reporting process in line with donor requirements. S/he will oversee performance management of all project staff working exclusively in his/her project. The Project Manager will play an active role in securing further resources from donors and the Private Sector.
The Project Manager will also take up overall project management responsibility towards the Prime and Donor for both Vietnam and Mozambique, and is expected to provide extensive support to the Vietnam IBA local team and actively participate in the IB global team. For this aspect the Project Manager reports to Country Director of Vietnam.
This position reports to the Country Director of Mozambique and collaborates with the Country Management Team to strengthen IB and working with private sector in the SNV programme.
Key Responsibilities
- Guide the project set-up at national level, including local structure & ownership, Technical Advisory Group and selection committee and facilitate interaction with partners;
- Manage all operations including developing work plans, budgets, annual operational plans and liquidity plans;
- Build, strengthen and manage strategic partnerships for project implementation with national government, local governments, key partners, institutions and stakeholders;
- Manage relations with the donor and the stakeholders;
- Provide capacity building to staff and partners on specific area of expertise (IB and/or partnerships);
- Represent the Country Director of SNV in various official engagements as assigned;
- Overall management of all human, physical and financial resources allocated to the project;
- Monitor monthly performance of the project management team to ensure that all milestones set in the annual work plan are met, budget exhaustion and expenditure is according plan, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from the work plans;
- Responsible for monitoring and evaluation of project using SNV’s system (PME);
- Account and report to SNV, donor and clients on project performance;
- Guide knowledge development, documentation and communication and branding in close collaboration with the project partners; and
- Assure follow-up funding and partnership possibilities.
Requirements
- Master’s Degree in Business Administration, or Development Economics or any relevant discipline;
- Eight to ten (8-10) years in managing and implementing Inclusive Business and Partnership development programmes in emerging markets; understanding of the Mozambican IB context desired;
- Sound experience and knowledge of Inclusive Business in agriculture, renewable energy and water and sanitation;
- Demonstrated experience in managing large projects multi-disciplinary teams, multi-country, and multi-year inclusive business assignments in developing countries;
- Entrepreneurial attitude and proactively explore and develop innovative approaches;
- Excellent capacity to liaise and partner with private sector;
- Ability to provide management consulting;
- Ability to strategically inspire and energise the project team, excellent coaching skills;
- Proven ability in resource mobilisation and familiarity with the DfID programmes desired;
- Excellent social and networking skills in Mozambique, ability to engage with governments, the private sector and civil society;
- Strong interpersonal and influencing skills and experience of working in a matrix organisation;
- Excellent communication (written and oral), reporting and presentation skills; and
- Willingness to travel to all project locations.
Languages: Fluent in Portuguese and English.
Duty station: Based in Maputo with frequent travels to the provinces in Mozambique.
Contract Type: International SNV expat
Contract Duration: 3 years with possibility of extension
Desired Start Date: January or February 2015 (depending on work permit).
