Climate Smart Housing Advisor - Mozambique


Crown Agents USA, Inc. (CA-USA) is seeking a long-term Senior Technical Advisor for Climate Smart Housing for the USAID/Climate Economic Analysis for Development, Investment and Resilience (CEADIR) project located in Mozambique.

Project Description
CEADIR will conduct cost-benefit analyses of MRR and CSH activities funded by USAID and implemented in collaboration with the Coastal Cities Adaptation Project (CCAP) in Mozambique. The expected outputs of this proposed CEADIR technical assistance to USAID/Mozambique will be: (a) improved understanding of the likely direct and indirect effects of each type of investment, including unintended effects and spillover effects; (b) estimates of how the most important, foreseeable, direct effects (including the estimated value of ecosystem services in the case of the MRR investment) translate into net economic benefits and costs for different stakeholder groups ; (c) evidence-based recommendations to inform plans to scale up these investments in Mozambique; and (d) increased local capacity on the part of technical staff at Universidade Eduardo Mondlane or other Mozambican research and teaching institutes to undertake similar studies in the future.
Statement of Work
Tasks will include:
· Assist the team with local logistics, operations, and coordination support. This includes helping arrange meetings, provide assistance with travel, conduct outreach to local stakeholders, help identify a translator, etc.
· Contribute substantively to the technical approach for the CBA;
· Participate in and at times lead meetings with key stakeholders from the Government of Mozambique, academia, and international development community in Maputo, Quelimane, and Pemba;
· Develop interview and focus group guides and other data collection instruments as necessary;
· Conduct interviews and/or focus group discussions with diverse respondents;
· Contribute to qualitative and quantitative data cleaning, management and analysis;
· Provide oral translation from local languages to Portuguese, and from Portuguese to English for members of the Crown Agents USA team as needed;
· Assist the Crown Agents USA team in identifying key respondents and scheduling interviews;
· Independently conduct additional research tasks, under the direction of the Activity Manager, following the departure of the international research team in late April 2016;
· Contribute substantively to the final report for the CBA, authoring key sections under the direction of the Activity Manager.
Qualifications:
*Required***:**
· Master’s degree or higher (Ph.D. preferred) in urban planning, architecture, civil or environmental engineering, or a related field;
· 10-15 years of professional or academic experience conducting applied field and desk research or as a licensed practitioner in urban planning, architecture, civil or environmental engineering, or a related field;
· Demonstrable understanding of approaches to ensure rigor and scientific validity of data collected through qualitative and quantitative methods;
· Excellent written and oral communications skills;
· Native/functionally native Portuguese and native fluency in an indigenous language of Mozambique;
· Working proficiency in English (fluency preferred).
· Ability to travel to Maputo twice for ~7 days over the six month period.
*Preferred***:**
· Experience with GIS and spatial analysis applications including ArcGIS;
· Experience researching topics related to climate smart housing, urban planning and architectural strategies for mitigating and adapting to the risks posed by global climate change;
· Familiarity with CBA concepts and methodology;
· Familiarity with USAID projects in Mozambique. 8{
