Field of activity
Since 2004 the Malawian Government has focussed it's health policies on the improvement of essential healthcare services for the population. To support this, donors and the Government of Malawi have been working together through a joint sector-wide approach (SWAp), and joint programme of work (PoW). The Federal Republic of Germany has been providing both financial and technical contributions to the sector wide approach.
The implementation of the first programme of work, together with the emergency human resources plan has yielded significant progress, with the number of healthcare staff having tripled over the period. Additionally approaches, such as the outsourcing of services, have resulted in some improvement of health care delivery, particularly for underserved and hard to reach populations. However, despite this progress, many targets remain unmet, and infant and maternal mortality remain unacceptably high due to lack of access to good quality essential health care services. Patients still encounter difficulties in reaching facilities, and even when in facilities, may be faced with sub-standard service provision, a lack of staff, and of essential medicines. Due to this the Health Sector Strategic Plan (HSSP) 2011-2016 has placed an increased focus on the improvement of quality health care services. German Technical cooperation over the period 10/2012- 09/2016 will support the Government of Malawi in improving the quality of health care services, human resources for Health, and Partnerships.German contributions to the health sector in Malawi comprise of both technical cooperation through GIZ and financial cooperation in the form of funding by KfW.
