PATH is currently seeking a Finance Manager to ensure that PATH effectively meets the financial planning, monitoring and reporting needs of USAID. S/he will advise the Chief of Party, project staff, partners and sub-recipients on USAID contract requirements and provide training on financial management, record keeping, operational systems and policies. S/he will work with the Chief of Party and technical staff to develop and coordinate the annual work plan and budgeting process with partners and staff in compliance with USAID regulations. Specific responsibilities include but are not limited to:
- Provide capacity building as needed to partners and sub-recipients in budget development, financial reporting and grants monitoring.
- Provide technical assistance to partners in organizational and systems development and good governance.
- In collaboration with the Grants Officer, design and manage a system to monitor financial and grants management needs, and train and oversee relevant staff to use the system.
- Design a system to track cost share leveraging.
- Ensure that PATH effectively meets the financial planning, monitoring, and reporting needs of the donor.
- Advise project staff on donor contract requirements and provide training on financial management, record keeping, operational systems and policies.
- Work with the head of project and technical staff to develop and coordinate the annual work plan and budgeting process with partners and staff in compliance with donor regulations.
- Design and manage a system to monitor financial and grants management needs, and train and oversee relevant staff to use the system.
- Supervise all aspects of agreement compliance issues including branding and marking, procurement, property administration, and grant amendment processes.
- Support the financial management, administration and implementation of the project involving multiple public-private partnerships and providing financial advice and support.
Required Skills:
