(Expected to spend approximately 50% of the time in the town of Machaze and 50% in the provincial capital, Chimoio)

Responsible For: Logistics Officer; Finance Officer and others in the absence of the Emergency Coordinator
Liaises With: Country Director, Programmes Director, Systems Director, Project Managers, Programme Support Officer; Nutrition Manager (2)
Job Purpose:
Concern Worldwide is a member of the COSACA consortium along with Oxfam International; Save the Children and CARE. COSACA members have been responding to the drought affecting Mozambique which is now affecting 1.5 million people. In response to the level of need the intervention is being expanded into new areas, initially Concern will focus on those in Manica province, largely in Machaze district. The successful candidate will provide day to day support to the implementation of the programme by ensuring that the systems (logistics, administration, HR and finance) are functioning in accordance to the needs of the programme. The programme officer, will also contribute to programme quality by providing programme support in terms of report writing, programme research development and monitoring and evaluation, in line with the COSACA strategy.
Main Duties & Responsibilities:
Programme and Systems Management:
• Reporting to the Emergency Coordinator and with support from the National Systems Manager, ensure that the programme and Concern office implements and maintains standard Concern policies and systems and best practice for logistics, administration, HR and finance functions;
• To liaise with the Concern Chimoio and Quelimane support offices to ensure efficient and timely systems support and collaboration necessary to implement the programme
• To provide management oversight to the programme’s Logistics and Finance/Administration staff, ensuring, where appropriate, that national staff capacity is built;
• Alert to opportunities for fraud and how these can be reduced; and ensure staff are aware of Concern’s position on fraud, and encourage the use of anti-fraud measures and whistle-blowing policy
• Recruit (as necessary), train and develop national systems staff (logistics, HR, admin etc.)
• Monitor and coach all staff on the relevant logistical systems on the emergency programme
• Maintain accurate files and records to support field management and for external agencies/donors requirements.
• Oversee and ensure proper storage structures and systems.
• In conjunction with the logistics staff, oversee and maintain the programme transport management system, including vehicle movement planning and scheduling maintenance/repairs etc.
• To ensure security information is up to date, relevant and communicated in a timely manner as necessary
• In conjunction with the Emergency Coordinator (EC) ensure the highest standards of security management through the implementation of the security management plan and procedures.
• Ensure that relevant standard operation procedures (SOP’s) are up to date and adhered to
• To represent Concern at district level coordination meetings, with local administration, INGO’s and LNGO’s as appropriate and necessary.
Reporting Duties:
• Collect and synthesize data from the field, and draft reports in cooperation with EC, finance and monitoring and evaluation staff
• Assist the EC and Project Managers in developing project proposals, addressing ad hoc donor requests, programme development relating to the larger Emergency and Livelihoods programmes or specific components
• In conjunction with the EC, oversee and manage all programme reporting requirements, ensuring that all reports are of a high standard and adhere to Concern and donor guidelines
• To regularly gather, manage and disseminate accurate and up to date information regarding the programme and security/political developments etc. as required
• To maintain a clear accessible programme document management system (soft and hard files)
• To provide direction and support to the programme staff in programme development through field research within the PCMS (Project Cycle Management System) according to Concern and/or donor guidelines;
• To lead in the process of research and documentation of information for programme development as directed by the Emergency Coordinator
• To lead the co-ordination, implementation and documentation of programme impact, preparing case studies, programme research and in documentation of lessons learnt.
• To work with the Emergency Coordinator in building the capacity of national staff in programme monitoring and evaluation data collection, presentation and analysis and in preparation of internal and donor reports.
• Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership)
• Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.
• Report to the Country Director, all violations or potential violations of the P4 or CofC, this is a mandatory duty of all staff.
Personal Specifications
Essential:
• BSc or Arts degree in development studies, management, or a related/relevant field.
• At least one year practical experience working in development or emergency for an international NGO with logistics/systems experience or exposure
• One year’s overseas experience
• Proven ability in report writing, research and documentation
• Excellent communication skills in English or Portuguese, both written and verbal, and experience in proposal writing (capacity in the other of these languages is an advantage)
• Proven analytical, planning and time management skills.
• Willingness and ability to communicate with people and to contribute to local staff capacity development
• Good team player, flexible and capable of working with a multinational country team
politically and culturally sensitive
• Ability and willingness to live in basic conditions for long periods of time
• Excellent computer skills, including Microsoft Word, PowerPoint and Excel.
Desirable
• MSc or Arts degree in development studies or relevant field
• 2 years’ experience in management role
• Outgoing personality with excellent training skills.
• Experience or knowledge of international standards such as SPHERE and HAP
