Liaises With: Country Director, Director of Systems; General Systems Manager, Project Managers, Programme Support Officer; Nutrition Manager (2)
Job Purpose:
Concern Worldwide is a member of the COSACA consortium along with Oxfam International; Save the Children and CARE. COSACA members have been responding to the drought affecting Mozambique which is now affecting 1.5 million people. In response to the level of need the intervention is being expanded into new areas, initially Concern will focus on those in Manica province, largely in Machaze district. The successful candidate will lead in establishing the programmes four components (food voucher provision; agricultural recovery; nutrition surveillance and WASH) in the area and in collaboration with technical staff lead and manage the Drought Response programme, in line with the COSACA strategy.
Main Duties & Responsibilities:
Programme implementation:
• In line with Concern policies and Concern emergency programme best practices
• Ensure participation of and information to the community in the implementation of programme through appropriate mechanisms, particularly women and the most vulnerable households
• Build the capacity of members of the local team assigned to the project
• Ensure that priorities have been given to the poorest and most vulnerable.
• Implement the programme in line with Concern’s Program Participants Protection Policy (P4) and to HAP standards and guidelines.
• Coordinate with relevant government ministiries, including INGC
• Coordinate with COSACA livelihoods staff to identify best practice
• Liaise with COSACA member agencies, and other implementing partners in similar programs to ensure appropriate coordination of interventions.
• Establish and oversee agreements with service providers for the cash voucher component to minimize security and fraud risk for beneficiaries and staff.
• In coordination with other actors or the relevant sections of Concern ensure appropriate trainings (e.g. livelihood business training) are carried out.
• Coordinate with other organisations in the same location to ensure timelines, packages and conditions are agreed to minimise problems and security issues.
Programme Management:
• Develop programme operational plan based on plan submitted to donors and according to best practice.
• Manage the programme successfully ensuring that it is meeting its intended aims and objectives and achieving impact.
Staff Management:
• Recruit, manage and support programme staff ensuring that there is a clearly defined structure, up-to-date job description, and reporting mechanisms for each team member.
• Ensure that all programme staff are managed in accordance with Concern’s policies and procedures and ensure that all staff fully understand, and are committed to, the organization and the programme’s mission, vision, values and strategic aims.
• Assist with the provision of or coordinate the training necessary for the delivery of good quality activities.
• Agree clear performance objectives for all direct reports, and ensure all team members have appropriately set objectives, and that performance reviews are undertaken in a timely manner.
Financial management:
• Manage the programme budget, including regular monitoring of expenditure against budget, in accordance with Concern and donor financial procedures and guidelines.
• Review financial reports and feedback to finance department on discrepancies.
• Alert to opportunities for fraud and how these can be reduced; and ensure staff are award of Concern’s position on fraud, and encourage the use of anti-fraud measures and whistle-blowing policy
• Develop internal budget revisions with the support of the finance team and according to schedule
• Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget.
Networking
• Represent Concern at coordination meetings such as Clusters and working groups.
• At the request of the Programmes Director/ Country Director, undertake other representational duties.
• Where appropriate, liaise with department managers outside the field of return.
Monitoring & Evaluation
• Develop/ update the programme M&E plan and ensure measures are in place for the undertaking of planned tasks;
• With the M&E Officer, ensure all staff are trained in M&E methodologies and that they understand their roles and responsibilities.
• Liaise with the IT department in Dublin regarding updates of surveys and troubleshooting using the Digital Data Gathering platform;
• Ensure that the information regarding the programme activities particularly beneficiaries are regularly captured disaggregated by gender and age and analysed.
• Organize regular coordination meetings
• Ensure that quality programme reports are produced and submitted to the Programmes Director in timely manner, according to schedule
Other
• Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership)
• Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.
• Report to the Country Director, all violations or potential violations of the P4 or CofC, this is a mandatory duty of all staff. Likewise for anti-fraud and whistle-blowing policies
• Undertake any other relevant duties as may be assigned by the CD/DP or their designate.
Essential Education, Qualifications & Experience Required:
· Relevant degree (humanitarian assistance; Humanitarian Logistics; community development, agricultural, economy, public health, urban development)
· At least two years working in development or emergency settings for an international NGO with programme management experience
· Minimum one year overseas experience
· Proven ability in report writing, research and documentation
· Excellent communication skills in English both written and verbal, and experience in proposal writing
· Proven analytical, planning and time management skills.
· Willingness and ability to communicate with people and to contribute to local staff capacity development
· Good team player, flexible and capable of working with a multinational country team
politically and culturally sensitive
· Ability and willingness to live in semi-rural location for long periods
· Excellent computer skills, including Microsoft Word, PowerPoint and Excel.
Special Skills, Aptitude or Personality Requirements:
· Fluency in either English or Portuguese is essential, (and a working knowledge of the other would be an advantage).
· Open to learning basic verbal Portuguese
· Familiar with the project management cycle
· Familiar with logistics and administrative processes
· Ability to organize and prioritize workload, using initiative when appropriate

DESIRABLE
Education, Qualifications & Experience Required:
• Previous experience organising fairs or working with voucher/ cash based programming would be an advantage
• Masters in relevant discipline (humanitarian aid, community development, equality etc.)
• Previous management experience with Concern
• Experience in Monitoring and Evaluation techniques
